Present: Tom Schmitt, Chair Chris Hauser, Commissioner Marie Nesfield, Commissioner Jack Nylund, Commissioner _ Barbara Rose, Commissioner Chris Sund, Commissioner Joan Young, Commissioner Absent: John Geurs, Vice Chair Donald Brazier, Commissioner John Fernandes, Commissioner Chuck Jared, Commissioner Also Present: Jack Lorbeer, Transportation Planning Administrator Patrick Sage, Transportation Planner Kurt Christianson, Assistant City Attorney 1. CALL TO ORDER Chair Schmitt called the meeting to order at 6:03 p.m. Chair Schmitt announced that Vice Chair Geurs and commissioners Fernandes and Jared would not be in attendance. Chair Schmitt read an email that he received from Commissioner Brazier that provided Mr. Brazier's resignation from the commission. [Commissioner Nylund entered the meeting] 2. APPROVAL OF THE AGENDA -WITHDRAWALS AND CONTINUANCES Approval of the agenda for the June 7, 2018 Citizens Transportation Oversight Commission, as presented. APPROVAL OF THE MINUTES Approval of the minutes from the May 3, 2018 meeting of the Citizens Transportation Oversight Commission with the change on Page 1 of"Kirna"to "Kiran". CTOC ROLES & RESPONSIBILITIES/OPEN MEETING LAW Mr. Christianson presented on the following items: •Glendale City Charter Article X • Proposition 402 Overview •Ordinances Enacting Proposition •Open Meeting Law and Conflict of Interest Chair Schmitt inquired as to how Proposition 402 could theoretically be"undone," as it does not have a sunset clause. Mr. Christianson replied that a competing referendum could be put forth or Council could vote to end Proposition 402. Mr. Christianson shared information on a case in the city of Mesa regarding opposition to a bond ordinance; however, the end result was that the courts rejected the complaint. 6. VACATE JULY MEETING Members voted to vacate the July 5, 2018 CTOC meeting. MANAGER'S REPORT Mr. Lorbeer provided updates on the following items: •Ongoing Projects-Transportation Plan •Ongoing Projects—Northern Parkway •Ongoing Projects—71st Avenue, Orangewood to Myrtle Avenue •Ongoing Projects—95th Avenue Between Bethany Home Road and Camelback Road •Montebello Avenue and Black Parking Lot •GO & HURF Funds Meal Expenditure Policy Mr. Lorbeer announced that he is retiring on June 29th. 8. COMMISSION AND STAFF UPDATES Commissioner Nesfield reported on the Glendale Family Bike Ride as follows: •The ride was a huge success this year with over 500 riders pre-registered and another 300 on-site registrations. •This year, the event included other on site, family friendly activities besides the bike ride. •T-shirts and other promotional items were handed out. •Commissioners were encouraged to attend the event next year. Commissioner Nesfield announced that there is a public survey on the Glendale Active Transportation Plan and encouraged all Commissioners to complete the survey. Mr. Sage will send a link to all Commissioners to access the survey. Commissioner Nesfield stated that the ATP consultant will be holding a meeting on the Plan next Wednesday from 9 a.m. to 11 a.m. Mr. Sage explained that this is a meeting of the Technical Advisory Committee, which is basically a stakeholders' workshop, and the CTOC and CBAC members are encouraged to to attend and participate. 9. FUTURE AGENDA ITEMS Commissioners suggested the following items for consideration: •Chair Schmitt suggested a discussion on a project to construct Bethany Home Road from 83rd Avenue to 91st Avenue. •Commissioner Nylund commented on a dangerous traffic situation with red light runners in his community, requested the results of the traffic study done at 59th Avenue and Bell. •Chair Schmitt inquired about statistics on pedestrian fatalities in crosswalks versus jaywalkers. Commissioner Sund shared that Phoenix is the number one city in the United States for pedestrian-vehicle fatalities. 10. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight commission will be held on August 2, 2018 at 6:00 p.m., at the Transportation Office, 6210 W. Myrtle Road - Building A, Suite 1 , lendale, Arizona, 85301. 11.
