The invocation was delivered by Pastor Peter Perry of St. John's Lutheran Church.
Mayor Weiers recognized Mayor's Youth Advisory Council members Sarah Zhao and Sanika Naik who
were in attendance at the meeting.
Councilmember Aldama took a moment to recognize Shelly Mosley, who did wonderful things for the
libraries in Glendale, spending hours reading books to children and adults at the downtown branch. Ms.
Mosley had passed away but because Mayor Weiers was reading a proclamation for Library Week,
Councilmember Aldama wanted to recognize Ms. Mosley for all she had done for the community and for
those who loved libraries.
CITIZEN COMMENTS
Warren Wilfong, Ocotillo District, addressed the requirements of Section 5.312 of the Zoning Code
regarding front yard parking and displayed pictures of violations throughout his neighborhood. He had
filed a complaint but because of an interpretation by the Planning Director, the Code was not being
enforced.
James Deibler, a Phoenix resident, was injured in a fall in Phoenix because of an uneven sidewalk. He
asked that the City fix the sidewalks so that residents did not fall and get hurt.
Bill Demski, Sahuaro District, expressed concerns about City employee salaries and benefits compared
to school teachers.
Karen Aborne, Yucca District, spoke about Sky Harbor Airport flight paths over her neighborhood and
suggested Council review the topic. She asked Council to provide updates to the community regarding

the impact Sky Harbor flight paths have had and would have on the quality of life in Glendale.

22. AWARD OF RFP#18-32, CONTRACT FOR AFTER-SCHOOL SERVICES AT THE

Jacobo Ibarra, Glendale resident, 59th and Glendale Avenue, was opposed to the award of the
contract.
Issac Eisenhardt, Glendale resident, 59th and Glendale Avenue, was opposed to the award of
the contract.
Mickey Nunez, Ocotillo District, was opposed to the award of the contract.
Bobby Casares, Ocotillo District, was in favor of the award of the contract.

Vice Mayor Tolmachoff requested that Mr. Burke provide a presentation on the item.
Mr. Burke said the request was to award RFP#18-32 to R.O.O.T.S. for the provision of
after-school programs at O'Neil Recreation Center and Glendale Community Center and to
authorize the City Manager to enter into a two-year service agreement with an administrative
option to extend for three additional, one-year periods.
Mr. Burke said the RFP process began in December 2017 and the committee that reviewed the
proposals was made up of representatives from Arizona State University, the City of Phoenix
Parks and Recreation Program, the City of Glendale Police Department, the Community
Services Department and the Public Facilities, Recreation and Special Events Department.

Mr. Burke said after the proposals were evaluated and interviews were held, the committee's
recommendation was for R.O.O.T.S to be awarded programs at O'Neil Recreation Center and
Glendale Community Center.
Mr. Burke said the current contracts expired in June 2018, and the proposal was to award the
new contracts to begin immediately afterwards.
Councilmember Aldama asked why the applicant was awarded two centers when it had only
requested one. For clarity purpose and for the integrity of the process, if there was never a
request for two centers, how did the City end up awarding the applicant two centers rather than
one. He did not want the City to set up anybody for failure.
Councilmember Aldama said the applicant's answers regarding staffing ratios were for one
center, not two.
Mike Gregory, Public Facilities, Recreation and Special Events Deputy Director, said the
applicant did prioritize, and the Glendale Community Center was one of its priorities. During the
oral presentation portion of the RFP process, the applicant had identified the Glendale
Community Center as another location it would like to program.
Councilmember Aldama was concerned that there were process errors. He did not want the
applicant to be set up for failure if it did not have the staffing ratio for two centers when the ratios
were always based on one center not for two. He was a little confused by the process and it
sounded like it was an afterthought that the City awarded two rather than one.
Mr. Gregory recalled that during the process, R.O.O.T.S. sought both centers and confirmed that
during the oral presentation.
Vice Mayor Tolmachoff asked if the applicant was asked to rank the order of preference of the
facilities where it wanted to operate its program.
Mr. Gregory said it was a robust process. During the RFP submittals, the after-school providers
had the opportunity to identify which recreation centers they would like to program. At that time,
the City identified several providers who wished to provide after-school program services, one at
O'Neil and two others that were selecting the Glendale Community Center as their choice.
Vice Mayor Tolmachoff said the staff report stated that the evaluation process identified the
organization possessed the qualifications and resources to provide after-school programming
that would meet the objectives desired for the programs at O'Neil Recreation Center and the
Glendale Community Center. The evaluation included evaluating the applicant's ability to run the
programs at both centers.
Vice Mayor Tolmacahoff asked Mr. Bailey if there were any discrepancies in the process that
would be problematic going forward.
Mr. Bailey had not participated in the process and did not have an opportunity to review it.
Vicki Rios, Budget and Finance Director, said the Finance Department was responsible for the
RFP process. When the initial RFP was issued, it was contemplated to be one provider for all
the centers or one provider for two of the centers or any subsequent combination. Because
there could be one or many, the City asked the applicants to rank their prefer$nce but it was
always contemplated that there could be one provider for two, three or all four centers. That was
completely within the process of the RFP.
Ms. Rios said, as Mr. Gregory had explained, during the oral interviews, the panel went back to

the applicants and clarified which ones and how many of the centers they could operate. She
explained from the Finance Department's standpoint, it was a very good and very clear RFP
process.
Councilmember Clark said the applicants were asked to rank their preferences and there was
nothing that precluded any of the applicants from orally and verbally discussing programming at
other centers. She said the committee that reviewed the submissions had no relationship to any
of the applicants or the programming that would be taking place. It was an objective team of
reviewers for the RFP. She supported the committee's recommendation to award R.O.O.T.S.
both the O'Neil Center and the Glendale Community Center.
Mayor Weiers said there were additional speaker cards submitted on the item.
Eric Torres, Ocotillo District, was opposed to the award of the contract.
Belinda Allen, Ocotillo District, CEO of R.O.O.T.S., was in favor of the award of the contract.
Emmanuel Allen, Ocotillo District, President of R.O.O.T.S., was in favor of the award of the
contract.
Jerry Bowman, CEO of Partners in Action, was opposed to the award of the contract.
Councilmember Aldama had reservations about the process. Last year, his office had donated
nearly$10,000 to Mr. Allen's program at O'Neil Park. He wanted to attest that he was absolutely
in support of the centers and the kids. It had nothing to do with the operator but had to do with
the process. He was concerned that the applicant was asked by staff, "Would you take a
second center?" It concerned him and he wanted staff to know that he had some reservations.
Vice Mayor Tolmachoff asked if staff would be asking for measurables and deliverables to
determine the success of the programs.
Mr. Burke said there were expectations for reports on counts and the kinds of activities in the
programs that were being done.
Councilmember Turner asked if the reports would be verified for accuracy.
Mr. Burke said staff would visit the centers on a regular basis and interact with the operators to
get familiar with the operations. A senior recreation programmer had been hired and would be
working at Sahuaro Ranch Park and would also be managing the after-school programs.
Councilmember Turner asked if the accuracy of the RFP submittals had been checked.
Ms. Rios said staff did not have a way to verify the accuracy of counts but there was a process to
check references and conduct oral interviews to ask questions and clarify information that was
submitted in the RFP.
Councilmember Turner asked if the contract renewal process was administrative or if it would go
back to Council before being renewed for the third year.
Mr. Burke replied that it was administrative and was intended to roll over if both parties agree.
Councilmember Turner had noticed there was a 7-day protest period in the RFP following the
Notice of Intent to Award.
Ms. Rios said that was correct. The period had expired and no protests were received.

Councilmember Aldama asked if staff was comfortable that there was enough staffing for both
centers.
Ms. Rios replied staff believed there was because that was the information received from the
applicant during the process.
Mayor Weiers had visited the centers many times and had witnessed the kids enjoying
themselves. The seniors wished that things were a little different. Everyone wanted what was
best for the kids and what was best for the citizens. He asked for both parties to quit fighting and
figure out how to start working together. It was something that was too critical and too
important. There was an opportunity to make things better and for both parties to work together
for the betterment of the community.
A motion was made by Councilmember Bart Turner, seconded by Vice Mayor Lauren
Tolmachoff to approve item 22.
Councilmember Aldama had previously stated his concerns and reservations about the
process and after the meeting, he might get together with staff and clarify some things. He
stayed out of the process but had some deep reservations about the process. What was
more important to him was that the community had centers that were utilized by operators
that could help the community and get the kids in there and work together. Although he had
had deep concerns, he would vote aye with reservations to ensure that the kids had a
building to go to. He hoped everyone could get together and start working with each other.
Councilmember Clark said it was a five-year contract so she would be voting no. If not for
that, she would be voting in the affirmative.
Councilmember Malnar recused himself due to a conflict of interest. He was a member of a
non-profit corporation that had approached the R.O.O.T.S. group to provide a free
after-school program. Councilmember Malnar had not realized the item was going to be
voted on until Council started talking about it. He needed to recuse himself because he was
the treasurer of this non-profit education corporation.
Councilmember Turner appreciated the work that had been done at the Glendale Community
Center over the past years. He was sorry the current operator did not get the award but
would be voting aye.
Mayor Weiers had deep concerns that both parties needed to figure out a way to work it out
for the betterment of the community.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama thanked everyone who attended and helped to make the fourth annual
Hook-A-Kid on Fishing a successful event.
Councilmember Aldama said the Blue Star Moms, in partnership with downtown merchants, would be
collecting items for care packages for deployed soldiers. A needs list was posted on the Glendale
Convention and Visitors Bureau website, his webpage and in his newsletter.
Councilmember Aldama again recognized Shelly Mosley for all she did for the library, the children and
the elderly by reading to them.
Councilmember Clark reminded everyone that the Loop 101, eastbound and westbound, would be closed
over the weekend. Information about the closing could be found on the Arizona Department of
Transportation's (ADOT)website.

next week as well.
Councilmember Clark would be holding a district meeting on Thursday, May 3rd at 6:00 p.m. at Coyote
Ridge Elementary School.
Councilmember Hugh thanked everyone for making his recent district meeting the best meeting ever. It
was a great meeting with 180 citizens in attendance.
Councilmember Malnar reminded everyone of the Sahuaro District meeting on Thursday, April 26th at
6:30 p.m. at the Paseo Racquet Club, at 63rd Avenue and Thunderbird.
Councilmember Turner thanked everyone for their assistance with his second annual Public Safety
Awareness Pancake Breakfast.
Vice Mayor Tolmachoff reminded Cholla residents of the Spring District Meeting on May 10th at Foothills
Recreation and Aquatics Center, 5:30 p.m. to 7:30 p.m.
Vice Mayor Tolmachoff said the Loop 101 was being closed so that ADOT could apply a pavement
treatment, with southbound closures from late Friday into Saturday.
Mayor Weiers said on Saturday morning at Calvary Community Church on Bell Road and 59th, the
second annual Induction Ceremony would be taking place. There was no cost to attend and a full house
was expected with potentially as many as 1,000 people. He encouraged people to come out and show
their support for young people entering the military.

Mayor Weiers adjourned the meeting at 7:29 p.m.
