MINUTES

1. CALL TO ORDER
The meeting was called to order at 6:30 p.m. by Chair Larry Flatau
2. ROLL CALL

3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES
Committee -member Waters commented that at the last meeting, Chair Flatau mentioned the
flooding ofthe path at 59th Avenue at the bottom of a hill in Thunderbird Paseo Park. Chair
Flatau noted that thiscould be discussed as Other Business. Chair Flatau also commented that
follow up is needed on theCommittee Mission Statement.
Committee -member Scanlon motioned, second by Committee -member Fundis, to approve the
Junes, 2017 Committee meeting agenda. The motion carried 6 — 0.
Motioned by Committee Member Michael Scanlon, seconded by Committee Member Chris
Fundis
Vote: 6 - 0 Passed
4. CITIZEN COMMENTS
The floor was opened to comments from the public. No comments were made. The floor was
closed.
5. APPROVAL OF THE MINUTES
a. Citizen Bicycle Advisory Committee Minutes of May 1, 2017.
Motioned by Committee Member Michael Scanlon, seconded by Committee Member Chris
Fundis
Vote: 6 - 0 Passed
6. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee -members and staff were provided with the opportunity to report on activities from
organizations of interest or importance to the Committee.
Committee -member Nesfield reported on the June 1, 2017 Citizens Transportation Oversight
Commission (CTOC) meeting. Highlights included the following:
-A representative from MAG gave a report on the 1-17 Spine Study.
-Original concepts were to expand to 18 lanes on 1-17 and 25 lanes on 1-10. However, it was
noted that this would be too much of an impact.
-There are 6 issues that the study looked at: aging infrastructure, four light rail crossings of
1-17, planning for bicycles and pedestrians, technology, constrained corridor, and increasing
demand.
•349 ideas were received and narrowed down to specific recommendations. Projects
presented included the following:
-1-10/SR-143 Interchange Improvements
-The use of Diamond Platforms to help with vehicles crossing over 1-17
-Enhanced bike/pedestrian connections in 20 locations
-Adding one lane in each direction on the 1-17, which would be an HOV lane, not for general
use.
-The Manager's Report included an update on the Northern Parkway project, which needs to
be completed so federal funds are not lost.
Committee -member Scanlon commented that there is not a lot of room at the end of 1-17 for
expansion.
Committee -member Nesfield stated that a stacked highway was researched, however, early
cost estimates were at $5 billion and the list of projects recommended in the current study cost
approximately $3 billion.
Chair Flatau thanked Committee -member Nesfield for her presentation
7. TRANSPORTATION PROJECTS MAP
Ms. Stearns updated the Committee on the status of an interactive Transportation Projects Map
for GO -funded projects on the City website. Ms. Stearns reported that the map is in test phase
at this time and anticipated that the webpage would be completed before the August
Committee meeting.
Chair Flatau thanked Ms. Stearns for the update.
8. MAG DESIGN ASSISTANCE FUNDS
Ms. Stearns shared information regarding MAG Design Assistance Funds and projects to be
submitted for consideration.
• MAG Grant Funding
• What is MAG? Maricopa Association of Governments
• Comprised of 27 valley cities, 3 Native American communities, and the County
• Regional planning entity responsible for measuring and projecting population growth,
transportation needs, and air quality
Design Assistance Funds
• Purpose: To encourage the development of pedestrian and/or bicycle facilities
• The Design Assistance Program can proceed only up to the Preliminary Engineering/Scoping
Phase which is typically 15% plans
• Eligible Project Examples: • Completion of the regional shared use path and canal network
• Mid -block crossings
• Sidewalk improvements
• Bike lane and shoulder improvements
• Feasibility assessments of any of the above
• $500,000 available
• Projects typically awarded $50K -$60K
• 20% local match required
• Applications due to MAG on June 30th
• Project selection anticipated for late August
• Projects for consideration: • Maryland Avenue bike facility (aerial map displayed)
• Sidewalk and bike facility feasibility assessment — North Glendale: Paradise Lane west of
67th Avenue (aerial map displayed)
Committee -member Waters asked how MAG obtains the funds for the grants. Mr. Adabala
explained that these funds are from the federal gas tax and subcategorized as Planning Funds.
Chair Flatau inquired as to how the two projects under consideration fit into previous
Transportation Project lists and wondered if they would be on the interactive webpage map.
Ms. Stearns explained that the proposed projects should be on the Transportation Department
lists; however, the webpage was intended to only include projects funded by the GO Program.
Ms. Stearns commented that staff could look at including other projects for the interactive map.
Chair Flatau felt that the webpage would give the public an opportunity to view and provide
feedback on planned and potential projects.
9. MAG TA SET ASIDE FOR BICYCLE AND PEDESTRIAN MASTER PLANS
Ms. Stearns presented information on the process of applying for Transportation Alternative
(TA) Funds from MAG for a City of Glendale Bicycle and Pedestrian Master Plan.
Master Plan Funds
• New in 2017
• Funds set aside to assist in the development of bicycle and pedestrian master plans, also
known as active transportation plans
Eligibility criteria:
• Must be a first time plan or an update if plan is more than 10 years old
• $600,000 available (80% federal match, 20% local)
• MAG anticipates awarding funds to 3 cities
• $200,000 ($160k federal/$40k local)
Funded plans must address the following:
• Community outreach and public health
• Crash data
• Historic bike -pedestrian data
• Prioritized listing of projects
• GIS mapping of existing conditions
Applications due to MAG July 31, 2017
Project selection anticipated for late September
Ms. Stearns stated that the City does have a Bicycle Plan; however, it is from 1990 and
therefore meets the criteria.
Committee -member Kolby asked how MAG determines who receives funding. Ms. Stearns
explained that MAG uses a scoring matrix.
Committee -member Scanlon inquired if the Committee could be of any assistance with the
process. Ms. Stearns replied that no assistance is needed at this time. Ms. Stearns stated that
she is currently working with the Maricopa County Health Department to obtain information on
health indicators.
10. FUTURE AGENDA ITEMS
Chair Flatau wondered when the Committee could receive a list of the Transportation/Bicycle
projects along with information on priority, cost, and evaluation criteria. Ms. Stearns replied that
this information would be included in the Transportation Plan and the draft will be ready in
October 2017. Mr. Adabala confirmed that the presentation of the draft to Council is slated for
October. Chair Flatau commented that it would be beneficial for the Committee to receive a
copy of the draft Plan in regards to bicycles as early as possible so that the
Committee -members could provide feedback and comment prior to the presentation to Council.
Ms. Stearns and Mr. Adabala agreed.
Chair Flatau stated that the flooding issue in Thunderbird Paseo Park, at 59th Avenue at the
bottom of the hill, is getting worse. Committee -members Nesfield and Waters agreed.
Committee -member Nesfield stated that her horse will not walk through it. Chair Flatau noted
that people are going around the water and the alternative path they are creating is very slick.
Chair Flatau expressed concern that a person could get seriously hurt and the City would be
liable. Chair Flatau stated that this appeared to be an irrigation issue. Mr. Adabala stated that
the sent an email to Parks and Recreation regarding the situation. Mr. Adabala and Ms.
Stearns will follow up on the issue.
Committee -member Osborn relayed that he was recently hiking at Thunderbird Paseo Park
near Cactus Road and the asphalt that was redone was very bumpy. Chair Flatau agreed
noted that this issue was mentioned at the May Committee meeting. Committee -member
Waters commented that he initially thought the asphalt was fine; however, he agreed that it is
now bumpier than before. Chair Flatau stated that this was a safety issue and recalled that
Maricopa County Flood Control was responsible. Ms. Stearns agreed and will contact Flood
Control. Chair Flatau stated that Flood Control should have the contractor back at the site for
review and repair.
Chair Flatau inquired as to the status of the Committee Mission Statement. Ms. Stearns
explained that the Mission Statement was submitted to the three-member Government
Services Committee. Ms. Stearns noted that the document is hold on because Council needs
to update its key priorities and goals for FY17-19, and once done, it can be assured that the
Mission Statement is in line with Council priorities.
Chair Flatau asked if the new Transportation Plan will be different from the Plan update that the
Committee has previously seen. Mr. Adabala relayed that HDR gave the initial presentation to
the Committee; however, HDR is no longer working on the Plan. Mr. Adabala stated that Mr.
Lorbeer and staff were finalizing the draft Plan.
Committee -member Osborn stated that large weeds along the canal path were cut down, but
left on the path and have dried out, which can damage bike tires. Committee -member Osborn
provided the exact location of the debris. Ms. Stearns will send the comment on to Parks and
Recreation.
Ms. Stearns announced that Vice Chair Pratcher informed her that he is unable to continue his
term as Vice Chair and may have to vacate his seat on the Commission. Ms. Stearns asked if
any Committee -members were interested in the Vice Chair position. Chair Flatau believed that
training was required for a Vice Chair position. Committee -member Nesfield noted that at the
last CTOC meeting, staff stated that the Boards and Commissions training is on hold because
the program is being revamped. Committee -member Fundis announced that he would
volunteer for Vice Chair, pending confirmation that his term will be extended after next month.
Staff and Committee -members suggested items for placement on future meeting agendas.
Specific topics included the following:
• Update on the MAG Design Assistance project applications
• Presentation of the Bicycle portion of the draft Transportation Plan
• Demonstration of the GO Projects Map webpage
• Updated ridership statistics from the Glendale Family Bike Ride
• CBAC Mission Statement status update
Committee -member Scanlon suggested coordinating with the City department in charge of
promoting events in regards to promoting bicycle events and how to create revenue.
Committee -member Nesfield commented that there is a calendar of events and also many
groups who promote events.
Chair Flatau stated that there are many bicyclists from the northern states with short bicycle
seasons due to the colder weather. Chair Flatau commented that the City of Tucson has been
successful in attracting bicyclists from the northern states. Committee -member Osborn stated
that one can ride the Black Canyon Trail all the way up to Flagstaff. Committee -member
Nesfield noted that the Maricopa Trail goes all the way up to Crown King.
Committee -member Nesfield invited all to attend the CTOC meetings, which are held on the
first Thursday of each month. Committee -member Nesfield stated that the Transportation Plan
will be on the August and September CTOC agendas. Ms. Stearns demonstrated how to sign
up on the City of Glendale website to receive Boards and Commission agendas automatically.
Chair Flatau complimented Ms. Stearns on her first time running the Committee -meeting.
11. NEXT MEETING
The next regular meeting of the Citizen Bicycle Advisory Committee will be held on August 7 at
6:30 p.m., in conference room B-3, located in the Council Chambers Building, 5850 W.
Glendale Ave., Glendale, Arizona, 85301.
12. ADJOURNMENT
Chair Flatau adjourned the meeting at 7:30 p.m.
The Citizen Bicycle Advisory Committee meeting minutes of June 5, 2017 were submitted and approved
