CALL TO ORDER
The meeting was called to order at approximately 5:15 p.m.
ROLL CALL
Commissioners Present: Commissioners Crow, Gallegos, Harper, Lenox, Moreno, and Vice
Chairperson Hirsch, and Chairperson Dobbelaere were present.
Commissioners Absent: None
City Staff Present: Tabitha Perry, Assistant Planning Director, Jon M. Froke, AICP, Planning
Director, Sam McAllen, Director Development Services, and Diana Figueroa, Recording Secretary.
Guests: Wayne Curan with the Church of Christ, Vanessa Hickman, Bond Family representative, Judy
Bond-Konell, family representative.
Vice Chair Hirsch stated that ,he would like to go on record and clarify that he was personally
acquainted with Judy Bond-Konell but has no financial interest with the representative.
ITEMS:
1. REZONING (ZON) APPLICATION ZON17-XX: BONDEROSA 7740 NORTH 83"
AVENUE
Jon M. Froke, AICP, Planning Director, introduced the agenda item. He stated that this is a request
for a Planning Commission initiative to rezone various properties located on the west side of 83rd
Avenue, south of Northern Avenue from A- 1, Agricultural to SR -30, Suburban Residence. He said the
requested SR -30 zoning district would be consistent with the General Plan land use designation of
Low Density Residential, 1 to 2.5 dwelling units per acre.
He noted that the property is owned by several members of the Bond family and the Church of Christ.
The property, known as Bonderosa, presently contains five single-family residences. He explained
that four additional parcels, which are currently farmed, will be developed with single-family
residences in the future.
He stated that the site was annexed by the City Council on November 22, 2016. Planning staff
discussed the rezoning process with the applicant as part of the annexation. Staff is amenable to
processing a Commission initiated rezoning at this location. He explained that the details of the
rezoning application would be worked out with the property owner as part of this process.
Commissioner Moreno asked if this initiative will change anything for current residents. Mr. Froke
explained that they conducted a quick analysis last month and this is the best zoning district for the
area.
Chairperson Dobbelaere asked if this will impact the existing homes. Mr. Froke replied that it will
not.
Commissioner Harper remarked that annexation to the north where the Church of Christ is probably
has to be done before they can start to build. Mr. Froke agreed and explained that there will be a
separate presentation regarding the Church's process.
Commissioner Gallegos asked if the Church becomes annexed by the city, will the rezoned parcels
be used for housing. Mr. Froke explained the proposal.
Commissioner Harper asked if the city had any plans to annex the properties to the west. Mr. Froke
stated the city was always interested in expanding Glendale's footprint.
The Planning Commission decided to initiate the requested rezoning and to move forward with this
plan.
2. GENERAL PLAN AMENDMENT (GPA) APPLICATION GPA17-XX AND REZONING
(ZON) APPLICATION ZON17-XX: CELEBRATION COMMERCE CENTER -6101
NORTH 99TH AVENUE
Tabitha Perry, Assistant Planning Director stated that this request is for the Planning Commission
initiative to amend the General Plan and Rezone approximately 16.1 acres located at the northeast
corner of 991h Avenue and Bethany Home Road, adjacent to the Aqua Fria Freeway. She explained
that the site is located on the west side of Loop 101. She said the request is to amend the General Plan
from BP to EMU and rezone from PAD to PAD for a development titled "Celebration Commerce
Center". She stated that the parcel is currently vacant and is owned by the City of Glendale. Staff is
amenable to processing a general plan amendment and rezoning applications at this location, if
initiated by the Planning Commission. She noted the details of the applications will be determined as
part of the entitlement process.
Commissioner Harper remarked that the city was trying to attract more developers into the area by
this plan amendment. Ms. Perry agreed.
Chairperson Dobbelaere inquired about billboards in the area. Ms. Perry stated they will be evaluating
all options.
Vice Chair Hirsch asked where the "Celebration Commerce Center" name title came from. Ms. Perry
explained that it was a name provided by staff. She added that if the Commission would like to
recommend a name, staff was open to that option.
The Planning Commission decided to initiate the requested General Plan Amendment and the
requested rezoning and to move forward with this plan.
REPORTS AND COMMENTS
Ms. Perry stated the next scheduled meeting is scheduled for July 6, 2017 but will be vacated and
possibly moved to July 20, 2017. However, if that does not materialize, the next meeting will be
Thursday, August 3, 2017.
ADJOURNMENT
With no further business, Commissioner Crow made a motion to adjourn the meeting. Commissioner
Harper seconded the motion, which was approved unanimously.
The meeting adjourned at 5:42 p.m.
