Call to Order
Charles Erickson, Acting Chair, called to order the Local Police Board meeting at 9:05 a.m.
Review and ADDroval of the April 26. 2017 Local Police Board Meeting Minutes
The minutes of the April 26, 2017 Local Police Board meeting were reviewed. City Manager Kevin Phelps
moved to accept the minutes as presented. Officer Justin Harris seconded the motion. The Board voted and
passed the motion unanimously.
Review and ADDroval of ADDlication for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.") — Andrew J. Lynes
The Local Police Board reviewed Andrew J. Lynes' D.R.O.P. Enrollment Application. Andrew J. Lynes,
Police Officer, has 22.605 years of credited service. He has elected to participate in the D.R.O.P. on June 1,
2017. He must terminate employment with the City of Glendale Police Department on or before June 30,
2022. He has been a member of the Glendale Police Department since October 24, 1994. The action
requested of the Board is to approve the Application for Enrollment into D.R.O.P. Retirement submitted by
Andrew J. Lynes, Police Officer.

City Manager Kevin Phelps moved to approve the Application for Enrollment in D.R.O.P. Retirement
submitted by Andrew J. Lynes, Police Officer. Officer Justin Harris seconded the motion. The motion passed
unanimously.
Reemployment & Prior Agreement Determination — Retired Police Lieutenant Katrina Alberty
Jim Brown, Director Human Resources, stated that Katrina Alberty is a retired Police Lieutenant from the City
of Glendale. She retired from the City May 18, 2013. Ms. Alberty was rehired by the City to the position of
Administrator, Water Support Services on April 24, 2017.
Mr. Brown advised that: In accordance to the Arizona Revised Statute Section §38-849 E 2016, if a retiree is
reemployed in any capacity by the employer from which the member retired, the new/hiring local board
MUST review the following:
Did Katrina Alberty become reemployed with the City of Glendale before sixty consecutive days
after her date of retirement with PSPRS? (Retirement date was May 18, 2013)
The Board unanimously declared `No' to this question.
2. Was there a pre-existing agreement to rehire Katrina Alberty?
The Board unanimously declared `No' to this question.
3. Is Katrina Alberty, who is currently an Administrator, Department Support Services in the Water
Department reemployed in the "same position" from which she retired from as a Police Lieutenant?
The Board unanimously declared `No' to this question.
4. Does this Board acknowledge that Katrina Alberty has met all requirements under the PSPRS
Return to Provisions and accepts her return to work in a Non-PSPRS position effective 04/24/2017?
The Board unanimously declared `Yes' to this question.
Charles Erickson, Acting Chair, asked for a motion to accept Katrina Alberty into the position for
reemployment.
Officer Justin Harris made a motion to accept Katrina Alberty in her reemployment with the City of Glendale
in the Water Services Department. City Manager Kevin Phelps seconded the motion. The motion passed
unanimously.
Commencement of Executive Session — 9:09 a.m.
Charles Erickson, Acting Chair, asked for a motion to recess the Open Session and convene into Executive
Session to review and discuss two (2) items. Mayor Jerry Weiers made a motion to recess the Open Session
and convene into Executive Session. Officer Justin Harris seconded it.
1) Review and Consider Acceptance of Two (2) New Police Personnel into the Public Safety Personnel
Retirement System (PSPRS).
2) Review and Consider the Application for Accidental Disability Retirement for One (1) Police Officer.

Adiourned Executive Session and Reconvened into Open Session —9:47 a.m.
Charles Erickson, Acting Chair, asked for a motion to adjourn Executive Session and reconvene in Open
Session to vote on the two (2) items. Officer Justin Harris made a motion to adjourn Executive Session and
reconvene in Open Session. City Manager Kevin Phelps seconded the motion.
1. Consider and Vote on the admission of two (2) new Police personnel into the PSPRS with any_
pre-existing conditions noted on the medical evaluations.
Officer Michele Blanco affirmed that the following Police personnel met the standards of the Glendale
Police Department and the Arizona Peace Officer Standards and Training Board:

City Manager Kevin Phelps seconded the motion. The Board voted and passed the motion
unanimously.
2. Consider and Vote on the Application for Accidental Disability Retirement from the Public
Safety Personnel Retirement System ("PSPRS") — Gino Adonis Garcia
Charles Erickson, Acting Chair, advised Police Officer Gino Adonis Garcia that the Board is
requesting an additional document from him that was not provided in the packet of disability
retirement paperwork. Mr. Erickson stated to Officer Garcia that the Board would be tabling his
Application for Disability Retirement from the PSPRS until the requested document is provided to the
Human Resources Department. Officer Garcia stated that he has the document that the Board is
requesting and that he will provide a copy to the Human Resources Department. Mr. Erickson then
advised Officer Garcia that the application will be brought back before the Board for full review and
determination at a future Board meeting.

motion to adjourn. City Manager Kevin Phelps seconded the motion. The meeting was adjourned at 10:05
a.m.
