ARTS COMMISSION MEETING

The meeting was called to order at approximately 6:02pm by Chairperson Carrie
Richards. Vice Chair Eva Ndavu and Commissioners, Bernadette Bolognini,
Thomas Cole, and Helen Fokszanskyj-Conti were in attendance. Cheryl Gangemi
and Mark Fast were absent and excused.
Representing city staff was Mojgan Vahabzadeh, Arts and Culture Program
Manager; Mike Beck, Chief Librarian; Elaine Adamczyk, Interim City of Glendale
Community Services Director and Jana Weldon, Part-time Associate.
Approval of Minutes — March 23 and May 1, 2017
A MOTION was MADE by Vice Chair Eva Ndavu to APPROVE the Arts
Commission meeting minutes from the March 23 and May 1, 2017 meetings,
as written. Commissioner Bolognini SECONDED the MOTION, which
carried unanimously.
Business From the Floor
At this time the Commission will hear comments from the public. The
Commission, however, may not discuss or consider items not appearing on the
agenda unless an actual emergency exists. There were no comments.
Summer Arts Camps - Project Update
Ms. Christy Puetz provided information on the summer camps project "Creative
Cultural Arts" to the Arts Commission. The arts project is scheduled to take place
at the R.O.O.T.S. Center in Glendale. Mr. Emmanuel Allen, President/CEO of
R.O.O.T.S. at O'Neil Park Recreation Center, also presented information about the
mission and the activities of the center.
Mr. Allen explained that the center has developed programming to engage youth in
educational, recreational and inspirational activities. The goal is to encourage
teens to learn and to keep busy with clubs, sports and arts & cultural activities, as

well as educational and family support. He said they currently have approximately
400 youth in the program and their goal was to double that number.
Ms. Puetz presented information about the Summer Art Camps. Each participant
will have the opportunity to experience painting, drawing, sculpture making,
jewelry design and mixed media based on cultural art pieces or themes from
around the world. Thursday of each session will include a temporary exhibit of
youth artwork, complete with artist statements. Artists, facility staff, families, and
others will be encouraged to attend. All art will be taken home at the end of the
exhibit.
As an extra special event, the July 3 date will be designated as a center wide "fun
day" where everyone attending the center will be able to create a symbolic
necklace to take home. To encourage continued art making and class
attendance/participation, participants will receive a cloth art apron to decorate,
wear and keep along with a 13 -piece drawing and sketchbook kit.
To help promote literacy and develop mentoring opportunities, each teen will
receive a copy of the book "Get Connected to Yourself and the World of Beads!"
This book can be used as a mentoring tool for teens to work with younger siblings
or children at the center.

Heroes Regional Park Library Update
Mike Beck, Chief Librarian provided an update on the progress of the proposed
Heroes Regional Park Library design & architectural phase. He presented the
design concept for the proposed new library and discussed next steps in the
planning process.
Mr. Beck explained that the timeline for this new project began in 1998 when
Council approved 88.6 acres for Hero's Regional Park. Continuing forward in the
timeline to 2017, the city is now in the schematic design phase for the library. As
part of this endeavor, staff recommended many outreach strategies to ensure the
public has the opportunity throughout this process to provide comments and
feedback on this concept. The proposed library services includes up to 8,000
square feet in size, 25,000 -volume collection, dedicated areas for technology,
literacy programs, multi-purpose room, expanded Spanish language collection and
proposed library partnership events.
Mr. Beck provided several renderings of the proposed library schematic designs
including possible future expansion design plans. He noted that the next steps are
final review of the design and cost estimates as part of the FY 2017-18 and FY
2018-19 budget process. And finally, construction is proposed to begin in FY
2017-18.
Ms. Vahabzadeh added that the Arts Commission will be closely involved in the
process for inclusion of public art for the new library.
The Commissioners were all very excited to hear about the plans for the new
library facility.
FY 2017-2018 Community Services and Arts Program Budget
Staff presented an overview of the recommended FY 2017-18 Library and
Arts budget. Ms. Vahabzadeh also discussed the annual citywide budget review
and adoption process with City Council. Below is the proposed arts projects plan
for FY 2017/18.

• FY 2018-19 Performing Arts Partnership Program $44,000

Staff Updates
Performing Arts
Staff provided information on the Kawambe-Omowale African Drum and Dance
Theatre. The free performances will be held at the Main Library, Velma Teague
Branch Library and Foothills Branch Library in June .
Vacate Summer Meetings
Staff will have a discussion on which meetings will be vacated during the summer
break. The Commission will vote on this item at the next Arts Commission
Meeting.
Commission Comments
Vice Chair Eva Ndavu commented on attending the a performance by the
Driftwood Quintet. She said the group was very impressive and hopes everyone
gets a chance to attend future performances.
Elaine Adamczyk, Interim City of Glendale Community Services Director, took
the opportunity to thank the Arts Commission and staff for their superb work and
dedication. Ms. Vahabzadeh stated that Ms. Adamczyk has been outstanding in her
interim role and thanked her for her leadership and support to the Arts Program.
Mr. Beck agreed and thanked her, as well.

A MOTION was MADE by Commissioner Cole to ADJOURN the meeting.
Vice Chair Eva Ndavu SECONDED the MOTION, which carried
unanimously.

The next meeting of the Glendale Arts Commission will be held on Thursday, June
22, 2017, 6:00 p.m., at the Boardroom, second floor, Glendale Public Library,
5959 West Brown Street, Glendale, Arizona.
