I. Call to Order
Chair Schmitt called the meeting to order at 6:05 p.m.
Chair Schmitt welcomed new Commissioner John Fernandes, who was recently sworn in as the newest
member of CTOC. Commissioner introductions were made.
Former Commissioner Jim Grose completed his second term in March 2017, with one term as Chair of
the Commission. Chair Schmitt presented Mr. Grose with a plaque in recognition of his contributions
and service on the CTOC.
II. Approval of the Agenda
Chair Schmitt noted that tonight's agenda has been revised from the posted version to include now
Agenda Item III, which is to administer the Oath of Office to Commissioner Geurs for his re-
appointment as Vice Chair of the Commission.
Chair Schmitt called for approval of the agenda for the May 4, 2017 CTOC meeting, as revised.
ACTION BY CTOC: Approval of the agenda for the May 4, 2017 Citizens Transportation Oversight
Commission as presented, with the noted modification.
(Motion: Vice Chair Geurs; Second: Commissioner Nylund; motion carried unanimously.
Commissioner Young was not yet present.)

III. Oath of Office (Item Added)
Chair Schmitt administered the Oath of Office to Commissioner John Geurs, who has been appointed
to a second term as Vice Chair of the CTOC.
IV. Approval of Minutes from March 2 2017 Meeting
Chair Schmitt called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes from the March 2, 2017 meeting of the Citizens
Transportation Oversight Commission as written.
(Motion: Commissioner Williams; Second: Vice Chair Geurs; motion carried unanimously.
Commissioner Young was not yet present.)
V. Call to the Audience
No comments.
VI. Commissioners and Staff Updates
Commissioners and staff were provided with the opportunity to share relevant public comments
received and report on any activities in which they have participated related to Glendale
transportation issues.
Commissioner Nesfield reported the following items:
• Commissioner Nesfield was unable to attend the May 1 Citizen Bicycle Advisory Committee
(CBAC) meeting due to travel plans.
• She attended the 2017 Glendale Family Bike Ride on April 2, where she volunteered at the
registration table. Commissioner Nesfield noted that the bike ride was well attended. The
commissioner will provide Ms. Dory Ludwig, the Glendale Family Bike Ride organizer, with
feedback on her volunteer experience.
• Commissioner Nesfield provided a summary of the presentation made to the CBAC at their April
2017 meeting by the Glendale Assistant City Attorney. The presentation discussed bicycle laws
in the city and Arizona.
Chair Schmitt announced that he attended the Yucca District Meeting held on April 20, 2017. Topics of
discussion included the proposed library (proposed Heroes Regional Park Library) and light rail planning
challenges.
Vice Chair Geurs noted that he attended the May 3 Ocotillo District Meeting, where the following
topics were discussed:
• Pavement and road repair, with display maps provided for viewing.
• The City's budgeting process that is underway.
• The City project to hire a consultant to explore business recruitment opportunities for the
downtown area.
• Information on a light rail study that indicated that light rail will provide downtown
redevelopment opportunities, and without light rail, downtown redevelopment will be more
challenging.
Commissioner Nylund informed the rest of the commission that he was unable to attend the March 2,
2017 CTOC meeting because he instead attended the annual Glendale State of the City address by
Mayor Weiers, which was held on the same evening. Commissioner Nylund requested that the CTOC

adjust future meeting schedules to avoid this conflict, so commissioners can both attend the State of
the City address and fulfill their commission obligations.
Commissioner Nylund announced that he was recently in Kansas City, Missouri, where a downtown
light rail streetcar recently came on line. Commissioner Nylund stated that every rail station he
observed was busy with people using the system, and noted that parking areas were available along
the route where riders could park their cars and access the streetcar.
VII. Manager's Report
Mr. Lorbeer provided the Manager's Report to the Commission. The following items were addressed:
• Northern Parkway Update
Long Range Transportation Plan Update
Recap of the Glendale Family Bike Ride
VIII. Flashing Yellow Arrow Program
Mr. Guntupalli provided an update on the City of Glendale's program to convert left -turning
movements at signalized intersections to flashing yellow arrows where possible. The presentation
included the following:
• Purpose of the Project
• Project Phasing and Intersection Locations
• Status of Phases
Vice Chair Geurs inquired if all the Flashing Yellow Arrows (FYA) signal heads will include yellow
reflective tape for better visibility. Mr. Guntupalli replied that the reflective tape is included in the
signal heads upgrades being installed as part of the FYA program.
Commissioner Nylund asked about the average cost of FYA installation. Mr. Guntupalli commented
that the cost varies on the site, and described some of the factors affecting costs.
Chair Schmitt wondered why a pole would need to be changed out to install the FYAs. Mr. Guntupalli
explained that once work is begun at an intersection, it must be brought up to current standards that
can affect pole type and location. The Chair inquired as to certain wiring that would be required at the
intersections. Mr. Guntupalli provided examples of different scenarios for which new wiring would be
needed.
Commissioner Williams asked if the FYAs would be standard at all new intersections. Mr. Guntupalli
noted that the installation of FYAs is dependent on individual intersection functions and not necessarily
applicable at all new intersections. For instance, FYAs would not be would not be appropriate at
intersections with dual left turns due to sign distance issues.
Chair Schmitt thanked Mr. Guntupalli for the information.
IX. Open Meeting Law Review and Conflict of Interest
Mr. Kurt Christianson gave a presentation on Arizona's Open Meeting Law and discussed Conflict of
Interest regarding the CTOC Commissioner role. The presentation included the following elements:

Chair Schmitt thanked Mr. Christenson for the presentation.
X. Future Agenda items
Chair Schmitt suggested the following agenda items:
• An action item to discuss recommending to City Council that the Glendale Municipal Airport
receive discretionary funds up to $50,000 for operations and maintenance. Chair Schmitt noted
that most of the CTOC members see the need to support funding the airport for maintenance
and upkeep.
• An update on the light rail extension to Glendale. Chair Schmitt would like an update on
economic and funding opportunities and how to encourage public/private partnerships to
move the Light Rail forward.
XI. Next Meeting Time
The next meeting is scheduled for Thursday, June 1, 2017 at 6:00 p.m. Glendale City Hall, Room B-3.
