Glendale Ave. Glendale, AZ MEMBERS PRESENT: Mayor Elaine Scruggs, Chair Larry Clark, Citizen Board Member Lt. John Wolfe, Police Board Member STAFF PRESENT: Jim Brown, Acting Human Resources Director and Acting Board Secretary Nick DiPiazza, Chief Deputy City Attorney La Trisse Kuzinski, Human Resources Generalist/Benefits Marcia Zientek, Human Resources Support Staff MEMBERSABSENT: City Manager Ed Beasley, Board Member Det. Brandon Keefer, Police Board Member CA] to Order Mayor Elaine Scruggs, Chair, called to order the Local Police Board meeting at 9:10 a.m. Review and Approval of the December 21, 2011 Local Police Board Meeting Minutes The minutes of the December 21, 2011 Local Police Board meeting were reviewed. Lt. John Wolfe moved to accept the minutes as presented. Larry Clark seconded the motion. The Board voted and passed the motion unanimously. Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan ("D.R.O.P.") — John James Chemsak The Local Police Board reviewed John James Chemsak's D.R.O.P. enrollment application. John James Chemsak, Police Officer, has 25.005 years of credited service. He has elected to participate in the D.R.O.P. on January 17, 2012. He chose to participate in the D.R.O.P. for a period of sixty (60) months. He has been a member of the Glendale Police Department since September 29, 1986. Lt. John Wolfe moved to approve the D.R.O.P. enrollment application submitted by John James Chemsak, Police Officer. Larry Clark seconded the motion. The motion passed unanimously. Page 1 of 3 Local Police Board Meeting Minutes 1/25/2012 Review Reemployment and Prior Agreement Determination of Retired Police Sergeant Laura Trammel in Accordance with A.R.S. 438-849.D Laura Trammel is a retired Police Sergeant from the City of Glendale. She retired from the City on July 29, 2011, and was subsequently rehired by the City as a Management Aide in the Police Department on October 11, 2011. PSPRS has established guidelines that the Local Board must follow regarding return to work provisions including the determination of a pre-existing agreement to rehire the member and if the member is considered to be rehired in the "same position". The Local Board must make a determination and vote on the following issues: 1. Did Ms. Laura Trammel become reemployed with the City of Glendale before sixty (60) consecutive days after her date of retirement with PSPRS? (7/29/2011) Lt. John Wolfe moved that Ms. Laura Trammel did not become reemployed with the City of Glendale before sixty (60) consecutive days after her date of retirement with PSPRS. Larry Clark seconded the motion. The motion passed unanimously. 2. Was there a pre-existing agreement to rehire Ms. Laura Trammel? Lt. John Wolfe moved that there was not a pre-existing agreement to rehire Ms. Laura Trammel. Larry Clark seconded the motion. Mayor Scruggs stated that since there were notarized statements signed by Ms. Trammel and the hiring supervisor, Lt. Brad Harkleroad, attesting that there was no pre-existing agreement to hire Ms. Trammel, the Board would be required to vote taking into consideration the signed documents presented. The motion passed unanimously. 3. Was Ms. Laura Trammel, who is currently a Management Aide, reemployed in the "same position" from which she retired from as a Police Sergeant? Lt. John Wolfe moved that Ms. Laura Trammel was not reemployed in the same position. Larry Clark seconded the motion. The motion passed unanimously. Review and Approval of Application for Separation Refund from Public Safety Personnel Retirement System ("PSPRS") — Jarod Brown The Local Police Board reviewed the Application for Separation Refund from the "PSPRS" for Jarod Brown, Police Officer. Jarod Brown certified that he has not been accepted for employment with any other Public Safety Personnel Retirement System (PSPRS) employer and has not previously received arefund of his accumulated contributions to the PSPRS. Human Resources certified that Jarod Brown's last date of employment was November 25, 2011. Lt. John Wolfe made a motion to approve the Application for Separation Refund from PSPRS submitted by Jarod Brown, Police Officer. Larry Clark seconded the motion. The Board voted and passed the motion unanimously. Page 2 of 3 Local Police Board Meeting Minutes 1/25/2012 New Business There was no new business. Adjournment Mayor Scruggs, Chair, asked for a motion to adjourn the meeting. Lt. John Wolfe made a motion to adjourn the meeting. Larry Clark seconded the motion.
