MINUTES
CALL TO ORDER
Vice Chairman Mike Wood called the meeting to order at 6:33 p.m.
Also in attendance: Erik Flodin, Scott Donald, James Grose and City Staff — Steve Hancock
Members absent: Dave Coble, Gail Hildebrant, and John Horvath
Guests: None
II. APPROVAL OF MINUTES
The minutes from the August 5, 2013 meeting were approved.
III. CALL TO THE PUBLIC
No one from the public was present at the meeting.
IV. INTRODUCTIONS
All members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
James Grose said that the Citizen Transportation Oversight Commission (CTOC) met on October 3, 2013.
He said that a representative of the Maricopa Association of Governments (MAG) presented a report on the
Compass Project, a regional initiative to plan for the future development of Grand Avenue. James also
reported that Roger Miles of the URS Corporation gave an overview of the Myrtle Avenue Safe -Routes -to -
School project that will add sidewalks for improving pedestrian travel for school children in the area
between 62nd Avenue to 65d' Avenue along Myrtle Avenue.
VII. BICYCLING AND THE PLANNING PROCESS
Jon Froke, Planning Director for the City of Glendale, said that the City's General Plan had last been
updated in 2002. He said that he now wants to do another update of the plan and that this would be a good
opportunity for including bicycling elements into the plan. He said there could be new rules for developers
that better defined bicycle parking requirements. Jon noted that there is a current zoning ordinance that
allows developers to substitute bicycle parking for automobile parking. He said more could be done to
promote bicycling to work, like showers and more secure parking than just bike racks. Jon said that the
lack of bicycle parking at Tanger Outlets Mall that had been discussed at the August CBAC meeting would

be addressed by the Planning Department to see if the Mall would retrofit for bike racks. Jon said he would
work with Steve Hancock to ensure that some of the recommendations in the Bicycle Friendly
Communities report are addressed by the updated General Plan.
VIII. BICYCLE FRIENDLY COMMUNITY — FEEDBACK REPORT SPRING 2013
Steve Hancock provided members a list of the recommendations embodied in the report and briefly
reviewed the feasibility of implementing them in time for a future application in 2014. He said that some
the "Key Measure" recommendations could accomplished in a timely manner but others, like adopting a
Complete Streets policy would take much longer to get through the various planning processes and City
Council actions. Steve referred members to the comments and suggestions from Erik Flodinon how to
address the report recommendations. Erik said that there was no need to review all of his suggestions since
he had not meant them to be comprehensive. Steve said that at a future meeting he would develop a matrix
of the recommendations that would allow for further discussion of which ones to tackle first and which
ones would require more time to achieve.

No future agenda items were suggested.

XI. NEXT MEETING
Mike Wood said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be
held on Monday, November 4, 2013, 6:30 p.m., in the Transportation Planning Conference Room, 5800
W. Glenn Dr., Suite 315.
