ARTS COMMISSION MEETING
GLENDALE PUBLIC LIBRARY

The meeting was called to order at approximately 6:03pm by Chairperson Carrie
Richards, Vice Chair Ann Owens and Commissioners, Nadine Yuhasz, Bernadette
Bolognini, Eva Ndavu, Thomas Cole and Mark Fast were in attendance.
Representing city staff was Mojgan Vahabzadeh, Public Arts Program
Coordinator, and Jana Weldon, Part-time Associate. Stephanie Miller, Senior
Management Assistant was also present.
APPROVAL OF MINUTES — JANUARY 5, 2016
A MOTION was MADE by Commissioner Yuhasz to APPROVE the Arts
Commission minutes from the January 5, 2016 meeting, as written.
Commissioner Bolognini SECONDED the MOTION, which carried
unanimously.
BUSINESS FROM THE FLOOR
At this time the Commission will hear comments from the public. There was no
public discussion.
RELOCATION OF THE SCULPTURE "WHIRLWIND" TO THE
FOOTHILLS PUBLIC SAFETY FACITILITY.
Chairperson Carrie Richards called for staff s presentation.
The Commission discussed the potential relocation of the sculpture "Whirlwind"
from the grounds at the Main Library back to its original installation site, the front
of the Foothills Public Safety Facility.
The sculpture titled "Whirlwind" by artist Gary Slater, was purchased by the Arts
Commission in 1991 and installed at the front of the Foothills Public Safety
Facility, 6255 Union Hills Drive. In 2005, per the request of the City Manager, the
sculpture was removed. "Whirwind" is currently installed outside of the Main
Library, 5959 West Brown Street.
Mojgan Vahabzadeh, Public Art Program Coordinator explained that in
anticipation of this vote, staff consulted with Glendale Public Safety Chiefs; there
are no objections to the re -installation of "Whirlwind" at the Foothills Public
Safety Facility.
After consideration, the Commission formally voted and agreed to relocate the
sculpture back to its original site.
A MOTION was MADE by Commissioner Cole to APPROVE the Relocation
of the Sculpture "Whirlwind" to the Foothills Public Safety Facility.
Commissioner Fast SECONDED the MOTION, which carried unanimously.
A POTENTIAL PRIVATE GIFT TO THE CITY OF GLENDALE — A
MICHAEL ANDERSON SCULPTURE
Chairperson Carrie Richards called for staffs presentation.
Mojgan Vahabzadeh, Public Art Program Coordinator, explained that in December
2015, staff was contacted by Mr. Richard H. Whitney who expressed an interest in
donating an outdoor sculpture to the City of Glendale on behalf of he and his wife,
Mrs. Linda L. Whitney, in memory of his grandparents, Clarence and Maude
Whitney.
The Commission discussed the potential gift of the Corten steel sculpture by artist
Michael Anderson. The Commission all agreed that the Michael Anderson
sculpture was a great addition to the City of Glendale's arts collection.
The Commission formally voted to recommend acceptance of the gift. The item
will go before City Council for final approval.
A MOTION was MADE by Vice Chairperson Owens to RECOMMEND
APPROVAL to accept the "Corten" steel sculpture by artist Michael
Anderson as a gift to the City of Glendale. Commissioner Yuhasz
SECONDED the MOTION, which carried unanimously.

UPDATE ON OPEN REQUESTS FOR PROPOSALS
Chairperson Carrie Richards called for staff s presentation.
Mojgan Vahabzadeh, Public Arts Program Coordinator, updated the Commission
on the current application cycles underway. For summer 2016, she said there was
one $10,000 competitive funding opportunity open for proposals aimed at
engaging Glendale youth in unique visual arts projects or activities. Also, the Arts
Commission approved $44,000 in support of projects through the FY 2016-17
Performing Arts Partnership Program.
Ms. Vahabzadeh stated that the Arts Commission will conduct an evening meeting
to review all applications for the FY 2016-17 Performing Arts Partnership
Program. The meeting will be held Thursday, April 21, 2016 and will start at
4:00pm.
UPDATE ON ARTS EVENTS AND EXHIBITS
Staff shared information regarding recent arts events and exhibits as well as
upcoming events and activities at Gallery Glendale @ Westgate.
Ms. Vahabzadeh informed everyone about the upcoming event at Gallery Glendale
featuring the Glendale Union High School District Art Exhibit Gallery beginning
April 1St to the 30th from 6 to 9 p.m., Fridays and Saturdays.
UPDATE ON PUBLIC ART PROGRAM POLICIES AND THE
GUIDELINES FOR THE ARTS
Chairperson Carrie Richards called for staff s presentation.
Jana Weldon, Part-time Associate led a discussion on future policy guidelines for
the remainder of FY 2015-16 as part of the goal to review and update the "City of
Glendale Guidelines for the Arts".
Ms. Weldon explained that since the document was last updated in 2005, she
recommends they start having public discussions next year. Staff would like the
public to provide input on what they want from their public art program.
Ms. Vahabzadeh noted that Ms. Weldon's experience was beneficial because of the
work she did with the City of Scottsdale's Public Arts Program's recent master
plan.
Commissioner Cole recommended that a five-year review plan be written into the
master plan. He said that would ensure it gets revised in a timely manner.
Everyone agreed.
Commissioner Ndavu asked if these discussions were to revise the 2005
guidelines. Ms. Weldon explained that what they were actually doing was
formalizing the guidelines into a set of policies, which would go before the
Commission for approval by the end of the fiscal year.
STAFF UPDATES
Mojgan Vahabzadeh, Public Arts Program Coordinator, reminded the Commission
of their two upcoming meetings on April 21St for the Performing Arts Partnership
Program and their regular Arts Commission meeting on April 28th.
COMMISSION COMMENTS
There were no comments.
ADJOURNMENT
Chairperson Richards asked for a motion to adjourn.
A MOTION was MADE by Commissioner Bolognini to ADJOURN the
meeting Commissioner Cole SECONDED the MOTION, which carried
unanimously.
The meeting adjourned at 7:07pm
The next meeting of the Glendale Arts Commission will be held on Thursday,
April 28, 2016 @ 6:OOp.m., at the Large Meeting Room, first floor, Glendale
Public Library, 5959West Brown Street, Glendale, Arizona.
