MINUTES OF THE ARTS COMMISSION
HELD THURSDAY, NOVEMBER 21, 2013

6:00 p.m.
The meeting was called to order at 6:02 p.m. by Chairperson Carol Ladd. Commission
members, Jessica Koory, Elizabeth Medina, Anne Owens and Joan Graham were in attendance.
Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator. Commissioner
Darren Fosdick (Mayoral) resigned.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Koory to APPROVE the minutes of the
October 24, 2013 Arts Commission meeting. The MOTION was SECONDED by
Commission member Graham and carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no speakers.
LOYALTY OATH OF OFFICE
Commissioner Joan Graham from the Cholla District, Vice Chair Jessica Koory from the
Ocotillo District, and Commissioner Elizabeth Medina from the Barrel District, took the Boards
and Commissions Loyalty Oath of Office.
QUARTERLY REVIEW OF THE FY 13-14 ARTS PLAN
Staff provided an update to the Arts Commission on the progress of projects and initiatives
outlined in the FY 13-14 Arts Projects Plan. The Commissioners provided input on the projects
outlined in the upcoming scheduled plan. The Annual Plan was approved by the Commission on
August 15, 2013. As part of this review, the Commissioners were assigned to serve on various
upcoming artist selection panels for projects on the Plan.
Mojgan Vahabzadeh, Public Arts Coordinator provided the following updates:
• Creative Space - $12,000 — Call to artists has gone out for six workshops and six art
educators. The call closes on December 10,' 2013. Commissioner Graham volunteered to be
on the artist proposal selection panel. Commissioner Owens agreed to be the back-up
panelist.
Ms. Vahabzadeh asked Commissioner Medina to provide the update on Glendale Shines.
• Glendale Shines Festival - $5,000 - Commissioner Medina provided a statement in writing to
ensure it was not misinterpreted, misunderstood or omitted from the minutes of this meeting.
She read the statement below out loud.
"I hereby withdrawal my request to do Glendale Shines because of the treatment that I have
endured in the last two months from the staff liaison Mojgan Vahabzadeh. I have been exposed
to threats and demands, none of which have been delivered on a professional level. At times it
feels like a personal attack. I would like to request an agenda item to discuss, with government
services, the responsibilities of the commissioners, the director and the staff liaison so we are
educated on what each of our roles are and can function as a team for future events."
Ms. Vahabzadeh stated, "Well, all our communications have been through meetings, but there
have been some other communications that have occurred in an unprofessional way because they
have been through text messages, through Facebook messages and I have those Facebook
messages. Commissoner Medina said "I do, too." Ms. Vahabzadeh added, "So we can hold on
to all of those."
Commissioner Graham inquired what will happen to the Glendale Shines project. Ms.
Vahabzadeh explained that since Commissioner Medina had withdrawn as the project manager,
it would be difficult to move forward given the timeframe of the event. She added if the
Commission would like to pursue this project in the future, she recommends advance planning
and placing an open call for proposals through which the Commission would select an event
organizer to manage all aspects of presenting such an event in accordance to Commission
criteria.
Commissioner Owens noted that maybe these types of projects were best left to City Special
Events since they were the professionals. Ms. Vahabzadeh indicated that since there is a
department in the city that specializes in presenting large-scale events so successfully, she
advocates for partnerships with them.
Art -on -Loan Collaboration Program — The plan is to explore renewing the Gallery Glendale
contract with Westgate for another year. In which case, staff will pursue entering into art
exhibit agreements with some of the educational institutions in Glendale such as,
Midwestern, GCC, and ASU West.
Review of the current Arts Master Plan — Commissioners to review the current Master Plan
and possibly commission an updated 5 -year strategic plan for the program. Ms. Vahabzadeh
indicated that the average cost for this type of study would be $25,000 to $50,000.
Commissioner Koory suggested they put this item off because of the city's current fmancial
situation being so precarious, and that at the moment they do not have a full Arts
Commission. She believes it should be postponed. Ms. Vahabzadeh stated her comments
will be noted. However, she believes it's still important for Commissioners to review and
familiarize themselves with all aspects of the existing Master Plan in preparation for any
future studies and revisions.

• Temporary Art Gallery/Workshop space at Promenade at Palmaire - $4,000 — Space was
least out. Ms. Vahabzadeh indicated that the funding approved for this project will remain in
the art fund since the plans to use this space as an active temporary art space will no longer
move forward.
• Color Brochure for the Arts Commission - $2,000. This project is on track for this Spring.
The brochure will showcase the efforts of the program and the City's public art collection.
• Plein Air @ Chocolate Affaire - Best of Show - $1000, Mayor and Council - $1000, 2nd -
$500, 3rd - $250. Vote on this item at next meeting.
• Interactive Arts @ Chocolate Affaire - $4,000 — Call is out for proposal. Chairperson Ladd
and Commissioner Owens volunteered to be on the panel.
• Interactive Arts @ A Glendale Signature Event - $ 4,000 — Call is out for proposals.
Commissioners Koory and Medina volunteered to be on the panel
• 2014 Summer Arts Camp - $10,000 — Locations are Central, South and North. Adult Center,
Rose Lane Community Center, and Foothills Recreation & Aquatics Center are possible
locations. Commission will consider allocating $1000 for a tuition fund to be used towards
youth arts -related activities for kids from lower income households. Commission to vote at
next meeting. Commissioner Medina asked for a breakdown of what the $10,000 will be
used for and the hours for the art camp. Ms. Vahabzadeh stated she will have general
information at the next meeting.
•. Juried Fine Art Show & Annual Art Purchase - $2,000 — Arts Commission meeting at the
Fruit Packing Shed in January 7, 2014. Commission to discuss increasing the amount to
$5000 and voting on it at the next meeting.
• FY 14/15 Performing Arts Partnership Program - $36,000 - Grants are for up to $4000 each.
Application process will open in early February and close in early March.
• Artist -in -residence for Glendale Public Schools - $8,000 — Ms. Vahabzadeh recommended
deferring this item until next fiscal year due to lack of adequate staff time for proper
execution of this project. Commission will vote on this item at next meeting.
• In Flux Temporary Art for Vacant Storefronts - $8,000 — Artist are awaiting legal contract
approvals to begin work. Projects will be up for viewing from January until April and
August.
• Community Arts Activities Fund - $5,000 — For Folk and Heritage Festival: funding of $500
towards a purchase award for an art contest to promote the 25d' anniversary of this festival.
Additionally, $1000 for artist to engage festival -goers in folk -arts activities.
• Maintenance of Existing Art Portfolio — Average expense - $20,000 — On track.
• Gallery Glendale - $5,000 — Funding for on-going cleaning service and maintenance.
• On-going management of Gallery Glendale at Westgate — Ms. Vahabzadeh indicated
management of the Gallery requires attention on an on-going basis, but all is going well and
each month a new Art Exhibit has been featured. The city enters into a legal agreement with
each featured arts organization. On track.
A PRESENTATION - METRO LIGHT RAIL PUBLIC ART
Ms. MB Finnerty, Public Art Administrator for Valley Metro, provided a Powerpoint
presentation on the integration of public art in the development of the Metro Light Rail system in
the Valley. Public art and artists around the nation have come to play a vital role in the design of
new light rail systems. They collaborate with architects and engineers, sometimes by integrating
works into system surfaces and structures, or commission stand-alone artworks.
STAFF REPORTS/CORRESPONDENCE
Exhibits
Mojgan Vahabzadeh_provided the following art exhibit schedule: In December Westgate Galley
will feature the Eye Lounge Artist Collective; in January, Art League West; in February, Arizona
Artists Guild; in March, Peoria Fine Arts Association; in April, the Glendale Unified HS District.
Adult Center
The Phoenix Artists Guild will be exhibiting at the Adult Center Gallery on November 25, 2013
through January 27, 2013.
Artspace
Mojgan Vahabzadeh provided information on this item. She said that Artspace was very
interested in the Valley. The organization provides affordable work/live spaces for artists. The
organization has completed a survey of potential sites. The first site they have chosen will be in
Mesa.
COMMISSIONER COMMENTS
Chairperson Ladd wondered about having a meeting in December since they normally did not
have one. Ms. Vahabzadeh explained some of the items discussed today needed a vote,
therefore, a meeting before the first of the year would be necessary. However, the meeting could
be a short one. Everyone agreed.
NEXT MEETING
The next meeting of the Glendale Arts Commission will be held December 19, 2013,
ADJOURNMENT
A MOTION was MADE by Commission member Koory to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Owens and carried unanimously.
As there were no further comments, the meeting was adjourned at 7:40 p.m.
