HomeMy WebLinkAboutMinutes - Minutes - Historic Preservation Commission - Meeting Date: 12/22/2016Historic Preservation � Commission SPECIAL MEETING MINUTES THURSDAY, DECEMBER 22, 2016 CONFERENCE ROOM 2A 4:00 PM GLENDALE CITY HALL 5850 WEST GLENDALE AVENUE CALL TO ORDER The meeting was called to order at approximately 4:00 p.m. ROLL CALL Chairperson Coury, Vice Chairperson Hackenberg, Commissioners Quinn, Froes, Pratcher (arrived at 4:05 p.m.), and Rovey (arrived at 4:08 p.m.) were in attendance. , Commissioners Absent: None Staff Liaison Jon M. Froke, AICP, Planning Director, Doug Howard, Planner, Carol Hu, Planner, and Alex Shaw, Recording Secretary. Special Guest: Bobby Casares APPROVAL OF MINUTES Chairperson Coury called for a motion for the approval of the September 29, 2016 meeting minutes. Commissioner Quinn made a motion to approve the September 29, 2016 minutes as written. Vice Chairperson Hackenberg seconded the motion, which was approved 6-0. BUSINESS FROM THE FLOOR Mr. Bobby Casares asked the Commission for future consideration of various projects in the Heart of Glendale. He also suggested changing the "Heart of Glendale" name to "Barrio de Coraz6n y Alma de Glendale" (Heart and Soul of Glendale), and create a sort of Historical area for the Hispanic Community in downtown Glendale. He noted he would like to see some kind of recognition of the Hispanic Community and the roots they have established in Glendale. Chairperson Coury inquired about Glendale boundaries in which the community would like to concentrate their efforts. Mr. Casares stated that the area is from 51St Avenue to Grand and from Glendale Avenue to Maryland Avenue. Chairperson Coury asked if Mr. Casares was asking for support of a name change and if so, he thinks it's a good idea. However, he cannot speak for the rest of the Commission. Commissioner Quinn suggested the city enact a series of plaques at a nearby park recognizing the Hispanic Community and their heritage in Glendale. December 22, 2016 Historic Preservation Commission Minutes Mr. Froke stated this was not an agenda item, therefore, the Commission cannot vote on this item today. He added they can bring this back as an agenda item in the future and will continue to work with Mr. Casares. WITHDRAWALS AND CONTINUANCES Chairperson Coury asked if there were any Withdrawals and Continuances. There were none. PUBLIC HEARING ITEM 1. 1919 BUNGALOW 17222 NORTH 58TH DRIVE: Staff Liaison Jon M. Froke provided a brief summary on this item. He introduced Jake Watzke, Patterson Remodeling LLC, contractor for the applicant. He said the Development Services Department and Planning Division has received a request by the property owner to demolish a wooden home that was ravaged by fire. He said the site is located at the southwest corner of Northview Avenue and 58th Drive. Mr. Froke stated it was built in 1919. The historic bungalow was constructed by F.M. Staggs for G.W. Protzman, owner of the Glendale Lumber Company, as a speculation house. He explained it featured clapboard siding, extensive use of exposed wood at the eaves, articulation of the wall planes with bay or oriel projections and multiple lite craftsman style windows. C.M. Wood, a local pharmacist, bought the house. It was one of the early Catlin Court developments. He added the house was in good condition and a contributing property listed on the National Register of Historic Places. On October 22, 2016, a fire occurred on the property. He stated that heavy smoke and fire damage occurred to the north, east and south sides of the residence. The above ground electrical service lines were down on the south side of the residence due to the fire. He noted that the Glendale Fire Department requested the assistance of a fire investigator for a fire scene examination. The Deputy Fire Marshal arrived on the scene while Engine Company -151 was on site. He informed that there were no fire protection systems and smoke detectors were not visible. He said the fire was classified as accidental by the Fire Department. Since the time of the fire, the Planning Division has been in contact with the property owner's contractor. In conclusion, the contractor believes that the house is damaged beyond repair and should be demolished down to the slab level and rebuilt. Mr. Froke informed the Commission that earlier this month, the Glendale Arizona Historical Society Board of Directors met and discussed the house fire and damage. The Board's consensus is to support the removal of the damaged historic house and replace it with a house that is within the historical character of the Catlin Court neighborhood. He noted the Board believes it is essential that this property and all other properties in Catlin Court have grass landscaping rather than decomposed granite landscaping. He stated the grass is a character defining feature of the historic neighborhood and an important part of the Historic District overlay. Additionally, the neighborhood is part of the Glendale Urban Irrigation System. He stated the property owner can proceed with demolition of the building if it has been determined that it is economically not feasible to bring the building up to code or if the damage is so significant that it is not feasible to repair the building. The house fire was an unfortunate accident. He explained that staff has carefully reviewed the request for demolition and has 2 December 22, 2016 Historic Preservation Commission Minutes approved the demolition based on the circumstances related to the condition of the building and the costs associated with bringing the building up to code. He asked if there were any questions. Jake Watzke, contractor for the applicant agreed with the comments made by Mr. Froke, stating they are ready to start the project and hope to not change much and put everything back together. Commissioner Quinn asked if it would be difficult keeping some of the building. Jake Watzke said they hope they don't have to tear down the building completely. However, there was a lot of water damage. He added they hope to keep the roof. Mr. Scott Alban, property owner, introduced himself to the Commissioners. Vice Chair Hackenberg asked if there was going to be an opportunity for energy efficiencies being added. Chairperson Coury replied no because of it being a historical property. However, it will be built to code. Commissioner Rovey asked if the inside can be remodeled any way the owner would like without it being historical. Mr. Froke noted that owners can remodel the inside as they choose. He added that when dealing with historical properties, they were only concerned with a windshield view of the exterior of the building. Mr. Froke asked for a motion on this item. Commissioner Rovey made a motion to recommend approval of the demolition permit for the 1919 Bungalow in the Catlin Court development. Vice Chair Hackenberg seconded the motion, which was approved unanimously. OTHER BUSINESS Chairperson Coury called for Other Business. Staff Liaison Jon M. Froke, AICP, Planning Director stated that Planning Staff would continue to work with Mr. Casares on various projects in 2017. STAFF REPORT Chairperson Coury called for the Staff Report. There were none. COMMISSION COMMENTS AND SUGGESTIONS Chairperson Coury called for Commission Comments and Suggestions. Vice Chairperson Hackenberg wished everyone a very Merry Christmas and a prosperous New Year! ADJOURNMENT Chairperson Coury called for adjournment of the meeting. Vice Chairperson Hackenberg made a motion to adjourn the meeting. Commissioner Pratcher seconded the motion which was approved unanimously. The meeting adjourned at 4:37 p.m.
