1. Call to Order
Chair Schmitt called the meeting to order at 6:00 p.m.
II. Approval of the Agenda
Chair Schmitt called for approval of the agenda for the March 2, 2017 CTOC meeting.
ACTION BY CTOC: Approval of the agenda for the March 2, 2017 Citizens Transportation Oversight
Commission as presented.

III. Approval of Minutes from February 2, 2017 Meeting
Chair Schmitt called for approval of the minutes from the February 2, 2017 CTOC meeting.
ACTION BY CTOC: Approval of the minutes from the February 2, 2017 meeting of the Citizens
Transportation Oversight Commission, as written.

IV. Call to the Audience
No comments.

V. Commissioners and Staff Updates
Commissioner Nesfield, the CTOC representative on the Citizen's Bicycle Advisory Commission (CBAC),
provided a summary of the February 6, 2017 CBAC meeting. The CBAC discussion included:
• Update on preparations for the 2017 Glendale Family Bike Ride.
• The CBAC is drafting a new mission statement for the committee.
VI. Manager's Report
Mr. Lorbeer presented the Manager's Report, which included the following:
• Follow-up Item — GO Program FY End Balances
• Northern Parkway Update
• Long Range Transportation Plan
• Glendale Light Rail Transit
• Glendale family Bike Ride
VII. Transit Fare Structure Changes
Mr. Link presented proposed changes to the transit fare services structure related to Dial -A -Ride, ADA
paratransit service, and the Glendale Urban Shuttle. Mr. Link announced that, based on a prior
presentation at City Council Workshop session, Council directed staff to move forward with the process
for a possible fare adjustment. Mr. Link discussed the process for considering fare changes, the current
fare structure, and the and proposed fare changes.
Mr. Link noted that citizen input is critical to the consideration of changes to transit services or fares.
The public feedback, including input from the CTOC, will be shared during the next Council Workshop
session on the topic, expected to be held in May. If the direction is to move forward with the proposed
fare adjustment, staff would seek formal action through a Council resolution, potentially in June 2017.
If approved, staff would look to implement changes no earlier than 30 days after formal action, to have
time to announce the changes to transit customers. A grace period would also be instituted for a
certain amount of time to be determined. Mr. Link noted that there is the possibility that the fare
adjustments will not be approved or will be revised, depending on public feedback and Council
approval. If so, an update will be provided to the CTOC.
Mr. Link opened the floor for question and comments from the commissioners.
Chair Schmitt inquired if staff has considered opportunities to involve ridesharing services such as Uber
in the mix of transit services. Mr. Link replied that Valley Metro is researching the use of Uber for the
"Mobility on Demand" program. Mr. Link stated that not a lot of Uber vehicles are set up for
wheelchair -users. Mr. Link agreed that services like Uber offer future transit opportunities.
ACTION BY CTOC: Recommendation of the Transit Fare Structure Changes as presented, and to
forward the recommendation to the City Council for consideration.

Vlll. Glendale Transportation Plan Update
Mr. Lorbeer provided the CTOC with an update on the 2017 Glendale Transportation Plan. Highlights
on Moving Glendale Ahead 2040 included the following:
• Planning Process Overview
• Project Status

• Overview of the Transportation Plan Elements
Commissioner Williams inquired about the synergy between the City's recently adopted General Plan,
the Moving Glendale Ahead Transportation Plan, and the GO Program, and which program drives the
others. Mr. Lorbeer explained that the GO Program is a funding source, along with other funding
sources such as developer impact fees (DIF), MAG, ADOT, and federal funds. Staff drafts project lists
and costs compared to revenues, and coordinates with the public and Council for to determine final
project priorities.
Chair Schmitt asked if, like ADOT, the City was required to conduct a transportation needs study on a
proscribed timeline. Mr. Lorbeer replied that a transportation needs study is not required to be
performed by municipalities; however, that is typically a component of a transportation plan, and the
last Glendale transportation plan was prepared in 2009. Commissioner Williams noted that 2009 was
quite a while ago, and asked about the typical timeframe for a transportation plan. Mr. Lorbeer stated
that seven years is a little longer than preferred, but there is no absolute "correct" timeframe.
Chair Schmitt commented that typically transportation plans do not look at the future vehicles types
(like autonomous vehicles) as part of the plan needs analysis and identification of future projects. Chair
Schmitt stated that self -driving vehicles will be the future of transportation. Mr. Lorbeer agreed and
stated that although the impacts of future vehicles are difficult to predict, there will be transportation
demands/use indicators which will assist in adjusting future transportation plans.
IX. Future Agenda Items
Chair Schmitt suggested the following agenda items:
• An item to discuss a potential recommendation for discretionary funds for the Airport.
• Chair Schmitt requested an update on the West Phoenix Central Glendale Light Rail Project and
potential economic development justification for project implementation.
X. Next Meeting Time
The next meeting is scheduled for Thursday, April 6, 2017 at 6:00 p.m.
