ARTS COMMISSION MEETING
THE FRUIT PACKING SHED AT SAHUARO RANCH PARK

The meeting was called to order at approximately 6:07 pm by Chairperson Carrie
Richards. Vice Chair Eva Ndavu and Commissioners, Bernadette Bolognini, Mark
Fast, Thomas Cole, Cheryl Gangemi and Helen Fokszanskyj-Conti were in
attendance.
Representing city staff was Mojgan Vahabzadeh, Arts and Culture Program
Manager; Mike Beck, Chief Librarian; Elaine Adamczyk, Interim City of Glendale
Community Services Director and Jana Weldon, Part-time Associate.
Approval of Minutes — December 8, 2016
A MOTION was MADE by Vice Chair Ndavu to APPROVE the Arts
Commission meeting minutes from the December 8, 2016 meeting, as written.
Commissioner Cole SECONDED the MOTION, which carried unanimously.
Business From the Floor
At this time the Commission will hear comments from the public. There were no
comments.
FY 2017-18 Annual Arts Proiects Plan
Staff updated the Commission on the FY 2017-18 Annual Arts Projects Plan for
the purpose of making recommendations to City Council for their FY 2017-18
budget process. The Commissioner's reviewed the plan and provided their input.
FY 2017-18 Proposed Projects and initiatives:
• IN FLUX Cycle 8 — Valley -wide Initiative — Temp. Art Installation $4,000
• Juried Fine Arts Show - Annual Art Purchase $2,000
• FY 2018-19 Performing Arts Partnership Program $44,000
• FY 2017-18 Youth//Teen Arts Summer Activity $10,000
• Annual Arts Maintenance $10,000
• Community Arts Activities $2,000
• Centerline District Arts & Cultural Activities
Interactive Arts Experience at the Glitter and Glow $6,000
Interactive Arts Experience at the Chocolate Affaire $6,000
Plain Air Painting Competition at the Chocolate Affaire $2,750
Discretionary Programming Fund $40,000
• CIP Public Art Project — West Branch Library $40,000
Mike Beck, Chief Librarian, presented a brief update on the West Branch Library.
He discussed the "soft" and "hard" build as well as the use of pre-
fabricated/modular building components in regards to the design and construction.
He explained that modular did not mean mobile therefore it will be concrete
permanent building. Ms. Vahabzadeh explained the active role the Arts
Commission will play in art design project once the new library is constructed.
Mr. Beck noted the arts budget funding for this project will be $40,000. He stated
the design phase was initiated in the fall of 2016 to spring 2017, followed by
construction in the summer of 2017 to 2018. The library is slated to open in early
fall 2018.
Chairperson Richards called for a motion on this item.
A MOTION was MADE by Commissioner Bolognini to APPROVE the FY
2017-18 Annual Arts Projects Plan. Commissioner Gangemi SECONDED the
MOTION, which carried unanimously.
Arts Incubator Concent — Reauest for Information (RFI) Document
Staff updated the Commissioners on the plan for a proposed Arts Incubator
Concept for the potential repurposing of a city -owned building in downtown
Glendale. As the next step in the process of determining feasibility of such a
concept, staff has developed a Request for Information document, which will be
posted and distributed nationwide to solicit responses and gauge interest for
operations of such a facility. The Commissioners reviewed the document provided
by staff and presented their input. Everyone agreed to move forward with RFI in
hopes it provides them with useful feedback.
Chairperson Richards called for a motion on this item.
A MOTION was MADE by Commissioner Cole to APPROVE "The Request
for Information Document" for the proposed Arts Incubator Concept. Vice
Chair Ndavu SECONDED the MOTION, which carried unanimously.

Glendale Arts Council Juried Fine Arts Exhibit
The Arts Commission reviewed the Glendale Arts Council Annual Juried Fine Arts
Exhibit and selected the purchase awards for the Municipal Art Collection. After
much discussion and narrowing down the list, the Commissioners selected two
outstanding works of art that will add and enrich the City of Glendale's arts
collection. The artwork selected by the Commission will be installed in city
buildings.
A MOTION was MADE by Commissioner Fast to PURCHASE "Abandoned"
by Alex Pekala for $1,900 and "The Rooster" by Cheryl R. Hurd-Wasar for
$450 for a total of $2,350. Commissioner Cole SECONDED the MOTION,
which carried unanimously.
Staff Updates
Glitter and Glow
Staff provided an update on the upcoming Glendale Festival Events. Ms.
Vahabzadeh noted that since none of the Commissioners were available for the arts
panel for Glitter and Glow, three city employees were chosen. She said they were
very pleased with the selection and excited to put it on display. The arts project
selected was a digital motion projection with a senor that will project on the wall of
City Hall. The Glitter and Glow Block Party will be held on Saturday, January 7,
2017. The Chocolate Affaire will be next opening February 3rd, thru 5th, 2017.
All are encourage toattend. She passed out parking passes for the festival.
Ms. Vahabzadeh asked for volunteers for the artist selection for the interactive
Chocolate Affaire panel. Chairperson Richards volunteered. She asked if anyone
else was interested to please email her.

Chairperson Richards asked for a motion to adjourn.
A MOTION was MADE by Commissioner Bolognini to ADJOURN the
meeting. Commissioner Gangemi SECONDED the MOTION, which carried
unanimously.
The meeting adjourned at 7:47 pm
The next meeting of the Glendale Arts Commission will be held on Thursday,
February 23, 2017, 6 p.m., at the Large Meeting Room, first floor, Glendale Public
Library, 5959 West Brown Street, Glendale, Arizona
