HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 10/4/2016Government Services Committee Tuesday - October 412016 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Aldama called the meeting to order at 10:05 a.m. Present were Councilmember Jamie Aldama" Councilmember Ray Malnar and Councilmember Lauren Tolmachoff. Also in attendance were Kriss Carneal and Jenna Goad. #1 - Aporoval of Minutes from GSC Meetinq of September 6. 2016: Councilmember Tolmachoff made a motion to approve the minutes from the September 6, 2016 GSC meeting. Councilmember Malnar seconded the motion. Minutes approved unanimously. #2 - Resienations: Scott Crowly (Yucca) from the Board of Adjustment. #3 - B&C Recruitment Update: Jenna advised that Paula Wilson, previous Chair to the Library Board and Canie Richards, Chair on the Arts Commission, did an interview on serving. Jenna is hoping to do a third interview with somone on the Planning Commission and Sue Breding will be doing the voice over. The video will be about l0 minutes long with a 30-60 second teaser to put on the Councilmember's newsletters. The video will run on Channel I l. Jenna advised that Michelle Yates sent out an e-mail to all the registered neighborhoods and asked that they share this information with theirresidents. CouncilmenrberTolmachoff is using her Connection article to advertise/recruit for Boards & Commission. fl4 - Next GSC Meetine: November 1,2016 #5 - Reouest for Motion to Adiourn. Special Government Services Committee Thursday - JanuarV 5, 2017 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Aldama called the meeting to order at2:05 p.m. Present were Councilme'mber Jamie Aldama and Councilmember Lauren Tolmachoff Also in attendance were Kriss Carneal, Ron Short, Vice Chair of Water Services Commission, Michelle Woytenko, Deputy Director of Public Works and Craig Johnson, Director Water Se,nrices. Councilmember Ray Malnar arrived at 2:10 p.m. #1 - Water Services Advisorv Commission: Councilmernber Aldama advised that any time a board or commission would like to make any changes to a board/commission it needs to be brought to the Government Selrrices Committee before staffdiscusses it with the board/commission members. CouncilmernberTolmachoffhad concerns about the size ofthe commission. She suggested expanding the commission by possibly making some At-Large seats. After brief discussion it was decided to keep this as a 7 mernber commission. Craig sent Government Services Committee (GSC) members a merno outlining the proposed expanded role of the Water Services Advisory Commission in October. Craig advised that the commission members were on board with the additional duties. At this time Craig is looking for guidance from Council on the proposed language to expand the duties for this commission. The additional duties would include solid waste and landfill rates, as well as potentially the program adjusfinents and procedural changes for solid waste and landfill. It was suggested to change the name to Water Senrices & Public Works. Councilmembers wanted to make sure that the Glendale residents are involved with any rate or policy changes. Councilmember Tolmachoff advised that this commission should shadow the Planning Commission where the public meetings occur. Michelle advised that the City Manager wanted to make sure that we receive citizen input on these issues. The following are items GSC me,nrbers are asking to be included in the new ordinance: water rate fee structure, hold public meetings (like the Planning Commission) and include wording from the original Water Seryices Advisory Commission ordinance. Before GSC can bring this ordinance to full Council at the special workshop meeting on January lOm, it will need to be discussed at a GSC meeting scheduled for January 9ft for approval. It is scheduled to bring this to Council for a vote at the January 24n Council meeting. #2-Next GSC Meetins: February 2,2017 #3 - Reouest for Motion to Adioum. At 2:45 p.m. Councilmember Tolmachoff made a motion to adjourn. Councilmember Malnar seconded the motion. Motion approved unanimously. Special Government Services Committee Monday - January 912017 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Aldama called the meeting to order at 3:13 a.m. Present were Councilmember Jamie Aldama and Councilmember Lauren Tolmachoff. Also in attendance were Kriss Cameal, Vice Chair of Water Services Commission Ron Short, Deputy Director of Public Works Michelle Woytenko, Director Water Services Craig Johnson, Public Works Director Jack Friedline and City Attorney Michael Bailey. Councilmember Ray Malnar phoned in at 3:20 p.m. #l - Approval of Minutes from Soecial GSC Meetine of January 5. 2017: Councilmember Aldama asked to make sure that the minute's state that any time a board/commission makes any changes to fint bring it to GSC, before staffdiscusses it with the board/commission. Councilmember Tolmachoff made a motion to approve the amended minutes from the January 5,2017 special GSC meeting. Councilmember Aldama seconded the motion. Amended minutes approved by Councilmernber Aldama and Councilmember Tolmachoff, #2 - Water Services Advisorv Comnrission: Craig advised that he worked with the City Attorney's office who provided the guideline wording for the ordinance changes. There was a @ncem that the new ordinance did not state that this commission would have public hearings, it currently states "public meetings." GSC mernbers requested that "public hearings'be added to the ordinance. Councilmernber Aldama wanted to confirm that the wording in this new ordinance does provide for this commission to still talk about inigation issues. Michael advised that the wording in this ordinance is very broad and captures more rather than less. Michael confirmed that anything water related can be discussed with this new ordinance. Councilmember Tolmachoffasked if commissioners can be reappointed for a second term, because it did not state that in the ordinance. It was discussed that there will not be any term limits on this commission. Councilmenrber Tolmachoffquestioned the staggered term dates in the ordinance and wanted to know if we were appointing new cornmissioners or keeping the current mernbers. It was discussed to remove that portion of the ordinance since this commission has already been established. Ron Short agreed with the suggested changes with this new ordinance. There was a unanimous consensus to move with the changes discussed. Michael Bailey will be making changes to this ordinance and they will be discussed at the January 10ft Special Workshop. #3 - Reouest for Motion to Adiourn. At 3:40 p.m. Councilmerrber Malnar made a motion to adjourn. Councilmenrber Tolmachoff seconded the motion. Motion approved unanimously. I
