Call to Order Chair Schmitt called the meeting to order at 6:fi) p.m. ll. Aoproval of the Arenda Chair Schmitt called for approval of the agenda for the November 3,2Ot6 CTOC meeting. Motion: Commissioner Grose; Second: Commissioner Brazier; motion carried unanimously. Commissioner Nylund was not yet present. lll. Aoproval of Mlnutes from October 6,2016 Meetinr Chair Schmitt called for approval of the minutes. Motion: Vice Chair Geurs; Second: Commissioner Grose; motion carried unanimously. Commissioner Nylund was not yet present. Call to the Audience [Commissioner Nylund entered the meeting.l No comments. Gommissloners and Staff Uodates Commissioner Nesfield discussed that she attended the October 20,2ot6Valley Metro public meeting on the Northwest Light Rail Phase ll Extension. Commissioner Nesfield stated that the proposed project is to extend the liSht rail line from the current terminus at the intersection of 19th and Dunlap avenues, west along Dunlap Avenue to 25th Avenue, north to Mountain View Road then west to the Metrocenter Mall. A member of the public commented that he attended the same Valley Metro meeting and relayed that there is discussion of including an elevated station to provide access to the Metrocenter Mall redevelopment. The mall is being planned for significant rezoning to upgrade, expand and redevelop the shopping district. Vice Chair Geurs discussed his visit to the recently completed sidewalk improvements along Myrtle Avenue between 52nd and 65th avenues. Vice Chair Geurs commented that the project had been needed for a long time and complimented the completed project. Manase/s Report Mr. Lorbeer provided the Manage/s Report to the Commission, which included the following: o Follow-Ups: GO Program Airport Project Financing Summary, Fy2O11-16 o Northern Parkway Update r LonB Range Transportation Plan o BethanyHomeRoadand95thAvenue o Glendale tight RailTransit Chair Schmitt inquired as to how CTOC could be involved in the selection of future airport projects. Mr. [orbeer explained that the projects are included in the 2016 Airport Layout Plan (Atp) for the Glendale Municipal Airport, which is in the final draft stage. Mr. Lorbeer added that the A[p could be brought before the CTOC for comment and noted that the January meetin& to be held at the Airport, would be a good fit for the ALP presentation. Chair Schmitt commented on the quantity of unused tie-down spaces and other unused space at the airport. Mr. lorbeer suggested that Mr. Kenn Potts, Airport Administrator, can provide information on Airport operations and tenants as part of the January 2017 CIOC field trip to the Airport. Vice Chair Geurs inquired about the recent lawsuit regarding the hangar owners and the Glendale Municipal Airport. Mr. Ebersole explained that the lawsuit between the Glendale Airport pilots Association {GAPA) and the City of Glendale has been settled and that the settlement involves Glendale paying the GAPA'S attorney's fees. Mr. Ebersole stated that at the recent Airport Advisory Commission meeting it was agreed that the Commission will develop an Airport stakeholdergroup to participate in revisions to the Airport Rules and Regulations, which will need to reflect the GApA settlement judgment and new FAA policy regarding non-aeronautical storage in hangars. Chair Schmitt wondered if the current hangar rules stymied the growth of the Airport. Vice Chair Geurs inquired as to the differences between the hangar storage policies at the Deer Valley Airport versus the Glendale Municipal Airport. Mr. Ebersole explained that all airports must comply with FM regulations; however fees charged and storage rules and restrictions can differ. Mr. Ebersole noted that the Deer Valley Airport is the sixth busiest airport in the nation and so it is hard to compare it to the Glendale Airport. 2 Commissioner Nylund wondered if the new hangar storage policy would make the Airport less constrained for hanger owners, and Mr. Ebersole replied in the positive. Mr. Ebersole noted that there has been a challenging relationship between the hangar owners and the Airport and the new FAA policy clarifies one of the points of contention and will help to mend the relationship. Mr. Ebersole added that including the Airport stakeholders in the process of revising the Glendale Municipal Airport rules and regulations is very important component in that process. Chair Schmitt commented that he has been hearing that the other cities involved in the Northern Parkway project would like to change from the original design plan to a plan that includes signalized intersections. Mr. lorbeer replied in the positive, adding that the City of Glendale is stressing the need to retain the original design concept for the Parkway. Mr. lorbeer will have more information regarding the status of negotiations after the next Northern Parkway meeting, praor to the next CTOC meeting. Chair Schmitt inquired as to the financial commitment from the City of Glendale as well as from the other cities. Mr. Lorbeer provided a high level breakdown. Chair Schmitt inquired as to any public comments received by the other cities. Mr. Lorbeer was not privy to comments from the public that have been received by the other localjurisdictions regarding this project. Chair Schmitt inquired if the Commission could receive detailed intersection data as gathered for the Long Range Transportation Plan. Mr. Lorbeer replied in the positive. Chair Schmitt inquired if a review of speed limits would be included in the Plan. Mr. lorbeer explained that the focus of the [ong Range Plan is not operational, but rather a plan regarding infrastructure improvements. Chair Schmitt inquired as to the plan to extend 95th Avenue from Bethany Home Road to Camelback Road. Mr. Lorbeer commented that it is expected that these improvements would be driven by development needs and.will require financial participation by the developer. Chair Schmitt suggested that the City perform an interim build out and then the developer can complete the project fully at a later date. Chair Schmitt requested a presentation by Valley Metro on the proposed study to extend light rail transit into western Glendale - the stpdy has received Council approval for funding as part of the GO Program budget. Chair Schmitt hoped that the study will focus on economic development and the encouragement of public and private partners. Mr. Lorbeer replied that some funds could be potentially used for the "why'' as well as the "how" for the potential extension. Discussion commenced on the current phase of the light rail transit study to bring high capacity transit to downtown Glendale, particularly regarding the "leading preferred alternative" recommended by CTOC in February 2016. Commissioner Grose thought that the leading preferred alternative was already chosen. Mr. lorbeer explained that Council adopted a resolution to further study the leading preferred alternative, which consists of several areas that require more detailed analysis and refinement. Commissioner Nylund asked if the highway on/off ramps and service roads belong to the City of Glendale or to ADOT. Mr. lorbeer replied that they belong to ADOT. Commissioner Nylund commented on the recent wrong-way accident and suggested that the City consider installing "Wrong Way', signs before the state road section begins. Mr. lorbeer commented that ADOT should have the proper signage to direct drivers where to go. Commissioner Nylund felt that the C1y could be more proactive regarding this issue. Chair Schmitt stated that this is not just an issue with Arizona and is a nationwide problem. Chair Schmitt noted that many times the drivers in these types of accidents are impaired and are not reading the signs. Chair Schmitt commented that the new technology in future smart cars could help to reduce these accidents. Mr. lorbeer noted that safety is certainly a priority of the City and of the Long Range Plan. Otlzen's Blcvcle Advlsorv Commlttee Aopolntee Mr. Sage stated that staff has asked for volunteers to serve as the CTOC representative on the Glendale Citizens Eicycle Advisory Committee (CBACI, and Commissioner Nesfield had expressed interested in filling the position. Vice Chair Geurs commented that he was waiting additional information regarding the position. Commissioner Nesfield stated that she would step aside if Vice Chair Geurs would like to sit on the CBAC. Vice Chair Geurs replied that he was supportive of Commissioner Nesfield filling the role. Mr. Sage stated that he emailed to all Commissioners asking if any other Commissioners were interested in being considered for the CBAC position, and apologized if the intent of the solicitation was not clear. ACTION BY CTOG: Approval to recommend Commissloner Nesfield as the CTOC representatlve on the Cltizens Blcycle Advisory Commlttee. Public Works Deoartment Structure Mr. Ebersole provided a brief presentation on the structure and recent changes within the Glendale Public Works Department, which includes the Transportation group. Mr. Ebersole displayed and reviewed organizational charts for: o City of Glendale -2OL4 . City of Glendale - 2015 o Public Works Department3/tlt6 r Transportation Services -2OL4 o Transportation Services - 2016 Commissioner Nylund commented on the extensive street pavement improvement project undenray and wondered if federal funds could be tapped to expedite the process. Mr. Ebersole explained that federal funds are not typically awarded for street maintenance projects. Commissioner Nylund stated that as the proiects commence, many residents will want their streets completed sooner rather than later in the plan. Mr. Ebersole commented that staffwas recently at a neighborhood meeting whereby residents expressed displeasure that their neighborhood was not chosen first for the streets improvement project, and he understands that the residents are looking forward to these improvements. Mr. Ebersole commented that S77 million has been approved for the overall project, and that the project is challenging and the department is following the schedule as currently planned. Commissioner Nylund noted that as the proiect calendar is rolled out, the public is getting excited. Chair Schmitt stated that some streets need utility reconstruction which adds to the timing and complexity of the improvements. Reba lanclne Proposltlon 4{Xl Mr. lorbeer discussed the estimated 5787 million ending balance surplus in the Regional Freeway and Highway Program through year 2026 and how regional rebalancing of that surplus may impact the City of Glendale. Mr. Lorbee/s presentation included the following: r Cost savings measures identified in 2009 by the Transportation Policy Committee and subsequently implemented along with otherfactors have resulted in a 5787 million estimated surplus available in the Program (ending balance 20261. 4 . Proposed Regional project List o Gfendafe Projects of lnterest r NextSteps Commissioner Nylund inquired as to the ranking of projects. Mr. lorbeer explained that MAG overseesthe projects listing with input from local govemments. Chair Schmitt added that MAG prioritizes theproiectt but the fist is ultimately approved by the MAG Regionaf Council, and Mr. Lorbeer concurred. Future Agenda ltems commissioner Nylund suggested an agenda item exploring the Adopt-a-street program, such as usedby ADOT and other cities in the valley. Chair Schmitt suggested two items: a presentation on intergovernmental agreements; and apresentation on the traffic operations and street maintenance responsibilities for Camelback Road,where half is owned by Glendale and half by phoenix. Next MeetlnrTlme The next meeting is scheduled forThursday, December 1, 2016 at 6:00 p.m. (the December 1 meetingwas subsequently vacated). Commissioner Podzius announced that this evening was her last meeting on the CrOC as her term hasexpired. ChairSchmitt thanked Commissioner Podzius for her service on the C[OC.
