AVIATION ADVISORY COMMISSION

I. CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Chair Dagostino with the following Commissioners present:
Quentin Tolby, Terry Aramian, Leonard Escudero.
Also present were Kenn Potts, Airport Administrator; Jack Friedline, Public Works Director; Trevor
Ebersole, Deputy Public Works Director - Transportation; Kurt Christianson, Assistant City Attorney; Basil
Allen, Glendale Airport Tower; Bob Stratton, GAPA; Richard Goldman, GAPA
II. APPROVAL OF MINUTES OF THE PREVIOUS MEETING
Commissioner Aramian motioned to approve the August 10, 2016 meeting minutes as written.
Commissioner Escudero made the second. The motion carried 4 — 0.
III. REOUEST FOR CONTINUANCE OR WITHDRAWAL OF ITEMS.
None.
IV. AIRPORT BUSINESS
1. Loyalty Oaths: Commissioners Escudero and Tolby signed their Loyalty Oaths for their Commission
term renewals. Chair Dagostino recited and signed the Loyalty Oath for his term renewal as well.
2. Aviation Advisory Commission Meeting Date
A request from the meeting recorder to change the standing Commission meeting date was discussed.
Commissioner Aramian motioned to change the Commission meeting date from the second
Wednesday of the month to the third Wednesday of the month. Commissioner Tolby made the
second. The motion carried 4 — 0.
The next meeting date was confirmed as November 16, 2016.
3. FAA Hangar Policy
Chair Dagostino facilitated a discussion regarding the formation of a Stakeholder Committee for the
purpose of revising the Airport Rules and Regulations to comply with the new Federal Aviation
Administration (FAA) policy on the Non -Aeronautical Use of Airport Hangars. Mr. Potts displayed a
general list of stakeholder groups to which invitations should be sent and steps for the process. Chair
Dagostino inquired as to the estimated time table for the revision of the Rules and Regulations. Mr. Potts
estimated that it would take at least two months for public comment once the stakeholder group begins
meeting.
Mr. Stratton inquired as to the reason the FAA needed to review the Airport's Rules and Regulations. Mr.
Potts commented on the importance of remaining in compliance with the FAA. Commissioner Tolby
commented that without guidance from the FAA, the Airport could end up in the same situation with the
FAA that was recently resolved.
Commissioner Tolby expressed concern that, based on the recent GAPA lawsuit summary judgment, the
Airport would not be able to enforce the Rules and Regulations. Commissioner Tolby stated that the
purpose of the Stakeholder Committee should better defined and wondered if very detailed or broad
changes to the Rules and Regulations were being expected. Mr. Allen felt it would be beneficial to have
an FAA representative meet with the Commission or proposed Stakeholder Committee. Mr. Friedline
explained that at this time, the Airport Rules and Regulations do not match the new FAA policy on Non -
Aeronautical Use of Airport Hangars nor the summary judgment from the GAPA case and need to be
updated to comply. Mr. Friedline expressed intent to move forward from the GAPA lawsuit and establish
a positive relationship between city staff, hangar owners, and tenants and felt that revisions to the Rules
and Regulations would be one of the first steps. Mr. Friedline commented on the importance of including
all voices on the Stakeholder Committee and opening up communication. Mr. Friedline would also like
to develop a closer relationship with FAA contacts. Mr. Friedline stated the new policy shows that the
FAA is receptive to public opinion. Commissioner Tolby commented that the Commission should be
better educated as to how the results of the summary judgment tie into the Airport Rules and Regulations.
Commissioner Tolby felt that more information was needed regarding the exact task for the proposed
Stakeholder Committee.
Commissioner Escudero inquired as to the authority of the hangar associations. Mr. Goldman explained
that there are CC&R's which the hangar owners agree to follow. Commissioner Escudero commented
that there are basic rules which all parties should be able to agree upon. Mr. Goldman provided a brief
explanation of why the hangar owners filed suit.
Mr. Friedline read aloud the brief section of the summary judgment which applies the storage of non -
aeronautical items in hangars. Commissioner Aramian wondered if only an edit of the Rules and
Regulations is required instead of review by a Stakeholder Committee. Mr. Friedline stressed the
importance of including the hangar owners in the discussion of the Rules and Regulations with the hangar
owners. Mr. Friedline wanted to hear the opinions of the hangar owners because they are most impacted
by the Rules and Regulations. Commissioner Tolby agreed and commented that he has previously
suggested outreach to Airport tenants and users, such as having a breakfast meeting to open up a dialogue.
Commissioner Escudero suggested having a special Commission meeting in two weeks to discuss the
formation and role of a Stakeholder Committee.
Commissioner Escudero motioned to schedule an Aviation Advisory Commission meeting for
Wednesday, November 2, 2016 at 6:00 p.m. to discuss the potential formation of a Stakeholder
Committee for the purpose of revising the Airport Rules and Regulations to comply with the new
Federal Aviation Administration (FAA) policy on the Non -Aeronautical Use of Airport Hangars
and the GAPA case summary judgment. Commissioner Tolby made the second. The motion
carried 4 — 0.
4. North Apron Rehabilitation — Construction Administration Agreement and Construction Bids
Mr. Potts presented information on the five bids received for the North Apron Rehabilitation Project —
Phase 1 and on amendment one to the Dibble Professional Services Agreement for Construction
Administration and Testing Services.
Commissioner Aramian motioned to recommend the following:
• For City Council to authorize the City Manager to enter into a construction contract with
Combs Construction Company for the construction of the North Apron Rehabilitation

Project Phase One in the amount not to exceed $543,798.37 at the Glendale Municipal
Airport.
• For City Council to authorize the City Manager to enter into amendment one to the
professional services agreement with Dibble Engineering, Inc. for the Construction
Administration and Testing services for the North Apron Rehabilitation Project Phase One
in the amount not to exceed $72,106 at the Glendale Municipal Airport.
Chair Dagostino made the second. The motion carried 4 — 0.
5. ADOT Grant E7S 1 R
Mr. Potts presented information on the ADOT grant E7S 1 R in the amount of $2.12 million for the Conair
Land Acquisition. Mr. Potts stated that this grant is currently on hold due to decreased ADOT aviation
grant funds. However, Mr. Potts would like Commission action tonight so staff could move quickly in
case funds do become available.
Commissioner Escudero motioned to recommend that City Council adopt a resolution authorizing
the City Manager to enter into a grant agreement E7S1R with the Arizona Department of
Transportation (ADOT) in the amount of $2,120,000 for the Conair Land Acquisition Phase 2 of 6
at the Glendale Municipal Airport pending confirmation of available grant funds. Commissioner
Tolby made the second. The motion carried 4 — 0.
V. SUMMARY OF CURRENT EVENTS
Mr. Potts reported on current airport activities:
1. Construction Projects/Grants Status
o Mr. Potts cautioned that the state aviation fund is in poor financial condition and ADOT has
cancelled the land acquisition grants for the ACIP FY2018 and beyond. Mr. Potts noted that
he, Mr. Ebersole, and representatives from ADOT have met with the FAA to request federal
funds in place of those that ADOT will not be able to provide. Mr. Potts will revise the 5 -
Year ACIP and present it to the Commission at the November meeting. Mr. Potts announced
that the south apron project will most likely be delayed. Mr. Potts announced that the second
phase of the north apron rehabilitation project, using an FAA grant in FY2017-18, is expected
to still move forward.
o Mr. Potts is working on the final draft of the Airport Layout Plan. A link will be sent to the
Commissioners once the final draft is completed.
o Cox Communication has been installing the fiber optic cable for internet access at the Airport
and should be finished soon. Mr. Potts will meet with City IT staff to discuss the set up of
free Wi-Fi for the Airport users.
o The new windsock is up and running. The new windsock has an internal LED light for use at
night. The new windsock post has a crank so that one person can maintain the windsock
instead of two people with a bucket truck as previously required. Pictures were displayed.
2. Operating Budget/Expenses/Revenues — graphs
o Mr. Potts presented detailed financial information year-to-date through the end of September.
3. Airport Business Activity/Lease Updates
o Arizona Flight Training Center (AFTC) has moved to the Airwest building. Skyquest will
move into the old AFTC space, which has been repainted and will be re -carpeted.
o The lease for the Butler box hangar has been sent to Mr. Butler and is being reviewed.
o Some hangars had incorrect legal descriptions which are being revised.
o The Master Lease for Specialized Aviation Service Operators (SASO) will go to the City

Council for vote on November 22
o New tenants include Flying Cacti, Sonoran, and Starshine Associates. Pictures of the
Starshine Ribbon Cutting were displayed. Starshine is a business to business company and
has relayed to staff the need for daily/weekly furnished office space rentals for homebased
businesses. Mr. Potts will follow up on this suggestion.
o The Arizona Flight Training Center held an Open House on October 1St, which was well
attended. Pictures were displayed.
o There were 11 corporate jets at the Airport for the most recent Monday Night Football Game.
Pictures were displayed.
o Storytime at the Airport has been very successful and has outgrown the cafe space. The event
is now held in the lobby. Baby changing stations have been installed in the women's and
men's bathrooms for the convenience of our customers.
o A Mom's Night Out event will be held at the Airport on October 21' with vendors, food,
raffles, live music, and more.
o Mr. Jacob Garcia is the new Service Worker who has been hired for the Airport.
o Mr. Potts received an email from an Airport user praising the excellent assistance received
from Mr. Kirby, an Airport staff member, when their aircraft had a flat tire.
4. Land Use Planning/Zoning/Development
o No report.
5. 2017 NCAA Final Four National Championship
o Planning meetings continue.
6. Air Traffic Operations/Airspace/Community Relations
o Flight operations were down 5% for August 2016 compared to August 2015 and down 8%
for September 2016 compared to September 2015.
o Although traffic operations were down, flight complaints increased. One complaint was
received from the town of Wittman.
o Mr. Allen reported that the month of October is showing a minimal uptick in operations, most
likely due to the cooler weather. Mr. Allen noted that the new tower employee is doing very
well on the job.
o A Boards and Commissions Night is planned for Friday, March 31, 2017 at the Coyotes
hockey game. More details will be forthcoming.
7. Open House Update
o An aerial diagram of the Open House layout plan was displayed.
o Details were provided on the offerings at the event, which include:
■ 5K and Kids Dash Run — the race route was displayed. The Mayor will be at the
Airport to start the race.
■ Rides from Airport tenants Sonoran, AFTC, Skyquest and Airwest: biplane rides,
helicopter rides, and three flight simulators
• Police department participation with a motorcycle, K9 unit, bomb squad, and armored
vehicle
■ Fire department participation with an antique fire truck as well as other trucks
■ HALO helicopter
■ Antique tractors from Vice Chair Rovey
• Double-decker bus
■ Ribbons from Fox Aviation for aircraft
■ Great support and donations from all Airport tenants and various city departments
• Food and music
o Media Coverage: Glendale 11, press releases, news reporters, electronic billboards, flyers,
social media, and more are being used to advertise the Open House.
8. Luke Air Force Base Operations: No report.

Commissioner Escudero inquired if the Commissioners could be provided with name badges for the Open
House to increase public visibility at the event. Commissioner Tolby suggested a dedicated table or booth
for the Commissioners.
VI. CALL TO THE PUBLIC

VII. NEW BUSINESS REOUESTS (Future Agenda Items)
Commissioner Escudero suggested a discussion and Commission recommendation regarding the possibility
of the extension of Glen Harbor Blvd.
VIII. NEXT MEETING TIME
The next meeting dates are Wednesday, November 2, 2016 and Wednesday, November 16, 2016 at 6:00
p.m. on the second floor Conference Room of the Airport terminal building.
IX. COMMISSION COMMENTS AND SUGGESTIONS
No comments were made.
X. ADJOURNMENT
Commissioner Escudero motioned to adjourn the meeting at 8:04 p.m. Commissioner Aramian made
the second. The motion carried 4 — 0.
The Aviation Advisory Commission Meetin Minute of October 19, 2016 were approved at the Commission
Meeting of November 16, 2016.
