CALL TO ORDER
Present 7 - Mayor Jerry Weiers, Vice Mayor Ian Hugh, Councilmember Jamie Aldama,
Councilmember Joyce Clark, Councilmember Ray Malnar, Councilmember Lauren
Tolmachoff, and Councilmember Bart Turner
Also present were Kevin Phelps, City Manager; Michael Bailey, City Attorney; and Julie
K. Bower, City Clerk.
MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION
A motion was made by Councilmember Aldama, seconded by Vice Mayor Hugh,
to enter into Executive Session. The motion carried by the following vote:
Aye: 6 - Mayor Weiers, Vice Mayor Hugh, Councilmember Aldama, Councilmember Malnar,
Councilmember Tolmachoff, and Councilmember Turner
Absent: 1 - Councilmember Clark
EXECUTIVE SESSION
The City Council adjourned from the Executive Session at 2:43 p.m.
The Special City Council Workshop reconvened at 2:45 p.m.
WORKSHOP SESSION
1. 17-012 DISCUSSION OF ADOPTION OF AN ORDINANCE AMENDING
GLENDALE CITY CODE CHAPTER 2 (ADMINISTRATION), ARTICLE VIII
(BOARDS, COMMISSIONS, ETC.) DIVISION 8 BY CHANGING THE
NAME AND DUTIES OF THE WATER SERVICES ADVISORY
COMMISSION

Mr. Johnson said this item was being presented for Council discussion regarding
expanding the role of the Water Services Advisory Commission to include advice and
recommendations to Council for the Public Works, Solid Waste and Landfill departments.
The Government Services Committee was in support of expanding the role of the
commission and had suggested renaming the commission to the Citizens Utility Advisory
Commission, to reflect its new and expanded duties.
Mr. Johnson said the members of the Water Services Advisory Commission were also
supportive of the change. If there was Council support, the proposed ordinance would be
brought forward to the voting meeting on January 24, 2017 for Council approval
Councilmember Aldama asked Mr. Bailey to clarify some of the Government Services
Committee's concerns regarding the ordinance.
Mr. Bailey said an ordinance was presented to the Government Services Committee for
review. The recommendations from the Government Services Committee were provided to

ADJOURNMENT
Council. He explained the first recommendation would not only rename the committee,
but add additional duties. Council was not creating a new commission, only changing
the name and expanding the scope of the existing commission's duties. He said the
second recommendation was that the new commission would, in addition to holding
public meetings, hold public hearings. Additionally, the word "Glendale" would be added
to describe "citizens."
Mr. Bailey said language was also being deleted that pertained to when the commission
was newly created. Since the name of the commission was changing and the duties
were being expanded, it was no longer necessary. He said there were no other changes
and there was a general consensus to bring the item to the Council for discussion.
Councilmember Aldama said this commission was created in 2012 and its duties were
being expanded, although the duties of the original commission still applied.
Councilmember Malnar said there was a typographical error on the second whereas
paragraph. He said the word "to" at the end of the first sentence should be eliminated.
Mr. Bailey said that was correct.
Councilmember Turner asked if the commission currently had duties related to water and
wastewater at this time.
Mr. Johnson said that was correct.
Councilmember Turner asked if the commission would now be adding curbside trash
pickup and recycling.
Mr. Friedline said all solid waste services would be included from the solid waste
enterprise fund as well as all services from the landfill enterprise fund.
Councilmember Aldama said it was important to the Government Services Committee
that flood irrigation and the infrastructure of that system be a component of the
commission. He said the changes mentioned by Mr. Bailey allowed that to occur and
allowed the citizens an opportunity to advocate for or against rate increases. He said
Councilmember Tolmachoff wanted public hearings as a part of the commission's duties
to allow public comments to be heard.
Mayor Weiers asked if staff was looking for consensus to bring the item back to a voting
meeting or if Council was going to vote on the item now.
Mr. Bailey said this was Council's opportunity to provide feedback on what was being
presented and said an ordinance would be provided at the next voting meeting for Council
action.
Mayor Weiers said there was consensus to move forward
Mayor Weiers adjourned the meeting.
