Councilmember Aldama called the meeting to order at2:05 a.m. Present were
Councilmember Jamie Aldama and Councilmember Lauren Tolmachoff. Also in
attendance were Kriss Carneal, Ron Short, Vice Chair of Water Services Commission,
Michelle Woytenko, Deputy Director of Public Works and Craig Johnson, Director
Water Services. Councilmember Ray Malnar anived at 2:10 p.m.
#l - Water Services Advisorv Commission: Councilmember Aldama advised that any
time a board or commission would like to make any changes to a board/commission it
needs to be brought to the Government Senrices Committee before staffdiscusses it with
the board/commission members.
CouncilmernberTolmachoffhad concerns about the size of the commission. She suggested
expanding the commission by possibly making some At-Large seats. After brief discussion
it was decided to keep this as a 7 member commission. Craig sent Government Services
Committee (GSC) members a memo outlining the proposed expanded role of the Water
Services Advisory Commission in October. Craig advised that the commission members
were on board with the additional duties. At this time Craig is looking for guidance from
Council on the proposed language to expand the duties for this commission. The additional
duties would include solid waste and landfill rates, as well as potentially the progmm
adjustments and procedural changes for solid waste and landfill.
It was suggested to change the name to Water Services & Public Works. Councilmembers
wanted to make sure that the Glendale residents are involved with any rate or policy
changes. Councilmember Tolmachoff advised that this commission should shadow the
Planning Commission where the public meetings occur. Michelle advised that the City
Manager wanted to make sure that we receive citizen input on these issues.
The following are items GSC members are asking to be included in the new ordinance:
water rate fee structure, hold public meetings (ike the Planning Commission) and include
wording from the original Water Se,rnices Advisory Commission ordinance.
Before GSC can bring this ordinance to full Council at the special workshop meeting on
January l0m, it will need to be discussed at a GSC meeting scheduled for January 9m for
approval. It is scheduled to bring this to Council for a vote at the January 24n Council
meeting.

At 2:45 p.m. Councilmember Tolmachoff made a motion to adjoum. Councilmember
Malnar secondod the motion. Motion approvod unanimously.
