HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 10/27/2016CITY OF GLENDALE ARTS COMMISSION MEETING GLENDALE PI.JBLIC LIBRARY LIBRARY BOARDROOM - SECOND FLOOR 5959 WEST BROWN STREET THT.JRSDAY, OCTOBER 27, 2016 6:00PM The meeting was called to order at approximately 6:06 pm by Vice Chair Eva Ndaw. Commissionetrs, Bernadette Bolognini, Mark Fast (anived at 6:16 pm), Helen Fokszanskyj-Conti and Cheryl Gangemi were in attendance. Chairpenon Carrie Richards and Commissioner Thomas Cole were both absent and excused. Representing city staffwas Mojgan Vahabzadeh, Arts and Culnne Program Manager, and Mike Beck, Chief Librarian. Approvel of Minutes- September 22.2016 A MOTION was MADE by Commi$ioner Bolognini to APPROVE the Arts Commission meeting minutcs from the September 2212016 meeting. Commissioner Fokszanskyj{onti SECONDED the MOTION, which carried unanimously. Business From the Floor At this time the Commission will hear comments from the public. There were no comments. Loyalty Oath of Ofrice Newly appointed Arts Commissioners Helen Fokszanskyj-Conti (Yucca Disnict) and Cheryl Gangemi (Sahuaro Distict) took the Boards and Commissions Loyalty Oath of Office. The Commissioners briefly inroduced themselves. West Valley Arts Council's Gellery 37 Program Bernadette Mills, Executive Director, West Valley Art Council, spoke about Gallery 37, a long nrnning school-to-work student apprenticeship program that results in the creation and permanent placement of a professional piece of public art in the West Valley. The program engages up to 20local high school students to work with master artisc to plan, create and insall the piece of artwork. I The Commission members all agreed this was a great project and would like to continue the conversation once the budget process begins. Public Facilities. Centerline District Arts and Cultursl Initiative - Applicant Pr$entotion Mr. Moshe Br*shpan, Founder and Executive Director of Red Rocks Music Festival, presented his proposal to the Arts Commission for fimding consideration. The Centerline Arts and Cultural Initiative is a new application-based funding opporhmity. Saffexplained that as qualifying applications are received, the applicants are invited to present theirproposals before the Glendale Arts Commission for firnding consideration. Mr. Bukshpan presented his application providing details of his proposal on the Red Rocks Music Ensemble's five public performances to be held at the Glendale High School Auditorium. Commissioner Bolognini expressed her concern regarding the school vsnue, as well as, performances to be held on Monday nights, which could be difficult for some people to attend. She asked if a series with students/musicians collaboration would help boost attendance of events to be held at the high school auditorium. Commissioner Bolognini indicated that she was very impressed with the Red Rocks Music Festival ensemble talent, their excellent reputation. Cornmissionen agreed. Commissioners were concemed about funding five performances as presented in the application. They suggested fewer perforrrances to be presented, in order to gauge how well-attended these perfonnances will be, given that they are not being held at a typical public venue. Commissioner Gangemi voiced concern regarding the lack of a definitive marketing plan for these performances. She added that holding performances on Monday nights would be very tough for people to attend. Commissioner Fokszanskyj-Conti stated that student involvement in performances might increase attendance at school held cultural events. In addition, she also had concerns with the lack of a marketing plan being presented. 2 Commissioner Fast agreed with other Commissioners and hoped that Mr. Bukshpan would consider resubmitting another application in the firture through this firnding opportunity. Vice Chair Ndaw agreed. She added that this was a wonderful opportrmity to expose the community to classical music and the variety of entertainment. After much discussion within the Commissioners, it was decided to reject the proposal as presented. The applicant will be provided with the Cornmissioners comments and suggestions. A MOTION was MADE by Commissioner Fest to RF^IECT the Red Rmks Music Festival proposal for funding considemtion, as presented. Commissioner Bolognini_SEC!0![DED the MOTION. which carried unlnimously. Vote to Vacate the November Meeting and Change the date of the December Meeting. A MOTION wes MADE by Commissioner Gangemi to Vacate the November Arts Commission Meeting and move the December Meeting to December t, 2016. Commissioner Fast SECOI\IDED the MOTION. which carried unrnimously. StefrUpdates Mike Beck, Chief Librarian, provided an update on the new West Branch Library in Glendale on 83'd Avenue and Bethany Home Road. He stated they plan to start the design phase in the fall of 2016 to spring 2017, followed by constnrction in the sunmer of 2017 to 2018. The library is slated to open in early fall 2018. Michael Anderson Sculpture Donation Mojgan Vahabzadeh, Arts and Culture Program, provided deails of the dedication of the outdoor sculpture by artist Michael Anderson, donated to the City of Glendale by Mr. Richard Whitney and his wife, Mrs. Linda Whitney in memory of Mr. Whitney's grandparents, Clarence and Maude Whitney. The sculpture has been installed in the Xeriscape Garden near the front entrance ofthe Main Library. Commission Comments Vice Chair EvaNdaw commented on an Arts project she fotrnd in the Glendale Star News that she found questionable. The matter was fonrarded to Mojgan Vahabzadeh, Arts and Culnre hogram Manager, and Mike Beck, Chief Librarian to be looked into. Adjournment Vice Chair Eva Ndarnr asked for a motion to adjourn. A MOTION wes MADE by Commissioner Gangemi to N)JOIJRN the meeting. Commissioner Bolognini_SElCONDED the MOTION. which carried unanimously.
