CITTZEN COMMENTS
Bill Demski, a Sahuaro Districl resident, spoke about problems wi[r iooditB in the
roadway. lle also spoke about the sale of Cabela's and the taxes paid by Cabela's. He
complimented Public tAlorks Director Jack Fdedline and members of his straff.
JaM Brown-Hafiy, a Sahuaro Distict resident spoke about her concem regarding plasma
oenters opening in the Glendale. The issrc was coming bebre Council on November 22,
2016. The centers brought in lor paying jobo and there were lery litde regulations. She
asked Cotmcil to take a look at the inbrmation she had sent rcgarditg he faciliti€s.
James Deibler, a Phoenix resadent, was glad the childrcn urere able to retum to
Challenger Middle Sdrool and Landmark Elementrary Scfrool. He would like to se€ bus
routes in the east valley and Glendale providing new buses and hoped Valley Meto would
find a new CEO wihout raising traxes. He would miss Councilmember Chavira and said
CouncilmEmber Joyce Clark would do a good job.

Mr. Phelps introduced Debbie Burson, Human Resoures Assistant Diredor.
Ms. 8urcon explained utifizir€ tachnical recruiling fims would assist Human Regouroes
to find $e very best candidatos br vacant lT positions that had been \rery hard to fill. She
explained that payment was made only to the firm who located the candidate that was
hired.
Councilmember Aldama asked why the percentage he City paid to each fim varied.
Ms. Burson said the firms charged difrrent rates brtheirseMcos.
Councilmember Malnar asked if the firms had ahrays been used in the past to fill those
poeitions.
Ms. Burson believed recntitnent fims had been used in the past. lt was very difficult br
Human Resouroes to locate qualified candidates and lT pooitions stayed vacant for a very
long time. The tecfinlcal recruiting firms assisted wth locatirp qualilied candilates.
Councilmember Malnar asked if usirB outsirJe recruiters saved the City money.
Ms. Burson did not have actual fEures, but fie longer the poeitions stayed vacant, the
more it might oost he City in bes to hire temporary employees. She btt the City was
saving money an the long run.
Councilmember Malnar asked hor many lT positions had been hired in the past using
these rccruiting firms and hot many poeltions usually became vacant in an average year.
Ms. Burson said there uere usually a oouple of vacancies each year br lT and there had
b€en about 6 positons open in lT in the lmt year. She said they had used reouiting
firms a couple of times in the past bw years.
Councilmember Malnar blt the Human Resources strafi was very good at what they did
and questioned wfry stafiwas moMng in this direclion at this time.
Ms. Burson said lT positions wer€ difierent and the rccruiting firms uere eperts in
locating potential candidates wih he type of experience needed to fill the positions.
Human ResouroEs Fcruated for all Op other positions in 0re City. lf tT poeitions strayed
open for months at a tirne, it aftc,ted the depafiienfs ability to do its job.
lT Director Chuck Murphy, said consultrants had been used serreral times in the past. A
couple of lr positons have gorr unfilled br about eQhteen months and to employ
contraclors for the vacant positions was sQnifican0y more expensi\re than hiring regular
employoes, so it was amportant to get thos€ poeitions filled quid<ly. He explained that
recruiters were able to tralk wiilr potential candidates and get them interested in
inteMewing.
Councilmember Malnar had concsrns about the authodzation for the potential expenditup
of funds and the potenlialtaxpayere)Osme.
Mr. Murphy said the recruiter proMded the resumes and Human Resouroes conducted the

City deparfnenb. He sau the amounts paid were limited by the department's budget.
The agreements would allorr staff to move quickly to get the positions advenised and
filled.
Mr. Phelpe said alttrough all employees were valued members of the orgenization, some
pooitions were mor€ critical than others. He saftl loeing some of these lT positions could
cause major problems wihin City operations. The poeitione need to be filled quickly and
having on-call consullants would assist wih getting the right kind of candidates and
getting qualified empbyees on board.

Ms. Burson said this item was a request to reclassiry existing positions
oqanization that had expedenced a change in dulies or responsibilities.
Councilmember Aldama said no employee should be asked to do anything
above their job on a regular basis. He asked stat the CiU's plan was
employees doing more than their job dassification on a regular basis.

Ms. Burson said there was a policy regading redassification. She explained positions
upre reviewed dudng a reorganlzation or when a department reqrcsted review by Human
Resoures.
Councilmember Aldama asked if a plan was in place to make sure that employees w€re
not wod<ing outside of their classification.
Ms. Burson said a citryide classification and oompensation study was completed
recenily and many positions were r€classified. She said there had been a reorganization
and job dutaes had cfiang€d, which equired reclassification. lt was an ongoing procgss.
Councilmember Aldama asked if O€ Code Compliance reclassifications would be taking
O|ose Code inspectors offthe streets.
Ms. Burson sakl thoee employees would be taking on additional responsibilities but
would still perbrm their odginal tunctions.

Mr. Froke sald the proposed odinane would expand the City boundaries on 83rd
Arpnue. The site was approximet€ly 5.75 acres in size and was locatod d 7111N. 83rd
Avenue. A new single family residential subdiMsion was planned. Mr. Froke explained a
rezoning applicaton and subdivision plat would be presented to Council at a later date.
Approval of the ordinanoe was the final step in the annexation process.
Mayor \Abiers asked if the tennis academy, immedhtely to the norfi of the property, was
already annexed by fie Clty.
Mr. Froke said stafi had spoken with the tennis academy about annexation and they
seemed interesbd, but post-r€cession no one ever came fomard.
Mr. Froke said staff was requesting Council hold the public headng and adopt the
annexation ordinance.

Mr. Froke sakl this was a zoning case tor 24acres of prop€rty located at 8510W.
Glendale Avenue, rezoning the propeQ from R1-10, single resldenoe, to R1-7 PRD,
single rEsident, planned residential development. A new single family esirjential
subdivision of 82lots, knorvn as Garden Grove, was planned. Three difbrent lot sizes
were propos€d. The Planning Commission had unanimousty approved the request,
stfiecl to two stipulations. Staff recommended approval, sut{ect to the two stipulations.
Councilmember Malnar asked if trQhborhood meetings were held and the lesult of those
meetings.
Mr. Froke said there was a level of interest in the proposal, but no real opposition to the
proied. The applicant worked with staff to provide larger lots which were a bit of a bufier
to Rovey Farm Estates.
Councilmember Malnar said rezoning issues had @me up several times in his disfiict.
He asked why developers were going wtth smaller lots.
Mr. Froke said there had been tnends toward buyers looking br smaller homes and lots.
tle said this community was a more traditional single-family community. He said buyee
rrvere also looking br more amenities in the home and lese lot and yard to trak€ cars of.
Mr. Froke explained this was an infill area and there hadn't been much inbrest in this
property in fie past.
Councilmember Tolmachoff said the minimum lot size in thls development was 7,200
square bet and that was not a small lot. She said there was cuslomer inter€st an this
type of property. lt was a great project br the City and developers were looking to build
oornmunities that were attractive to many difbrent types of buyers.
Councilmember Aldama asked if this prciec{ was in line wtilr Envision Glendale 2040 and
addressed the need forgrounh in the oommunity.

Councilmember Aldama asked for an explanation of the two stipulations that the Planning
Commission had approved brthe projecl.
Mr. Froke said the first stipulation was subetrantial oonbmanoe with fie development
booklet and the second was ]€lated to ofi-site improwmenb, such as rightof-way
dedications.
Councilmember Aldama said this was consigtent with the plan, provided afiodable homes
to buyers and provided street lmpro\€ments.
Mr. Froke explained the applicant hadn't decided if thb oommunity was going to be a
gated cornmunity. A portion of 85th Alonue and curbs, gutters and skJewalks would be
built. There would also be str€et laghts and landscaping, as well as amenities in the
community.

Properties LLC for the use of city-owned real property adjaoent to 5524 No. 51st Avenue

llcense to the ovvner of the propeQ at 5524 N. 51st Avenue for use of a portion of the
51st Avenue rightof-way br vehicle parking and property ingress and egress. The orner
