BASEMENT MEETING ROOM B3 — CITY HALL 5850 W. GLENDALE AVENUE, GLENDALE, ARIZONA 85301 I. CALL TO ORDER The meeting was called to order at 6:30 p.m. by Chair Larry Flatau with the following Committee - members present: Vice Chair Anthony Pratcher, Michael Scanlon, Michael Osborn, Kolby Waters, and Chris Fundis. Also present was City Staff Mr. Purab Adabala, Transportation Analyst. Committee -members Absent: None II. APPROVAL OF MINUTES Committee -member Scanlon motioned to approve the August 1, 2016 meeting minutes with the following changes: • Future Agenda Items to include inviting a representative from the Public Information Office to an upcoming Committee meeting and scheduling a Committee visit of one or two completed bicycle path projects. • Include Mr. Martin Dickey as City Staff also in attendance at the meeting. Vice Chair Pratcher made the second. The motion carried 5 — 0. [Committee -member Osborn was not yet present.] Chair Flatau inquired about scheduling HDR to make a presentation to the Committee regarding the Transportation Plan and Mr. Adabala replied that an update on HDR would be provided later in the meeting. Chair Flatau also inquired about attending or partnering on a City of Peoria meeting and inviting a representative from the Glendale Public Information Office (PIO) to an upcoming Committee meeting. III. CALL TO THE PUBLIC No comments. IV. CONTINUANCE OR WITHDRAWAL OF ITEMS. None. V. INTRODUCTION All members and staff introduced themselves. [Committee -member Osborn entered the meeting.] VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS No report. VII. FOLLOW-UP ITEMS RELATED TO GLENDALE FAMILY BIKE RIDE Mr. Adabala presented the status of follow-up items from the August 1, 2016 Committee meeting related to the Glendale Family Bike Ride. Highlights included the following: • PIO: A representative from PIO will be invited to a Committee meeting. • Photographs and Video: Staff and Committee -members have taken pictures and video of the Bike Ride for posting on the City website. Channel 11 captures some footage of the event, especially the start of the Bike Ride, for short videos but does not videotape the entire event. Channel 11 could film a video of Committee -members talking about the Bike Ride. A suggestion for using a Go -Pro was made. • Staff Change: Ms. Sandy Adams is no longer with the City as she resigned to return to her former teaching position. A staff member is temporarily handling some of Ms. Adams' duties. Chair Flatau expressed concern as the Bike Ride is a large and important event which needs dedicated planning. Mr. Adabala agreed. Committee -member Pratcher stressed that the Bike Ride is popular and the public expectations must be met. Chair Flatau asked Mr. Adabala to update the Committee on a transition plan for Ms. Adams' position and responsibilities. • Council Involvement: The Deputy Director, Mr. Friedline, would invite Mayor and Council Chair Flatau invited his Council representative to the Bike Ride and encouraged others to do the same. • Social Media: Promotions for the Bike Ride can be done on the City's Facebook page and other social media sites. Submissions from the Committee -members are welcome. The hashtag for the Bike Ride is #bikeglendaleaz. • Convention and Visitors Bureau Blog: Submissions from Committee -members are welcome. • Committee Booth/Table: The Committee can have a table or booth at events to be with Committee volunteers. Chair Flatau commented that the bicycle map could be distributed at a table or booth and inquired as to the current map. Mr. Adabala replied that the last map update is from 2015. Chair Flatau inquired as to the Transportation Plan update. Mr. Adabala commented that the Plan Update project has been halted with the consultant, HDR, and brought back in-house per the direction of Mr. Lorbeer due to specific concerns. Mr. Adabala noted that Mr. Lorbeer will provide an update at the next Committee meeting. • Glendale @ Play: Mr. Adabala distributed the Parks and Recreation quarterly magazine and commented that advertising for the Bike Ride will be included. Chair Flatau stated that he has looked at websites for other cities which have quite a bit of information on biking and related events. Mr. Adabala asked for submissions and examples which he will then send on to PIO. Committee -member Scanlon inquired about a Committee charter or mission. Mr. Adabala stated that the earliest meeting minutes for the Committee that he has found date back to March 2001 and he has not seen a mission statement. Chair Flatau noted that he sat on the Committee in the early 1990's and had never seen a charter or mission. Committee -member Scanlon noted that in his career he has written mission statements and stressed the importance of such for providing direction to the Committee. Chair Flatau asked Committee -member Scanlon to draft a Committee mission statement for review at a future meeting. Committee -member Scanlon agreed and welcomed suggestions or comments from other Committee -members for inclusion. Mr. Adabala announced that suggestions could be sent to him and he will forward the comments to Committee -member Scanlon. Committee -member Pratcher commented on the need for public clarification and education on bike rules of the road for the public. Mr. Adabala stated that Ms. Adams was visiting schools and events such as bike rodeos to provide such education and her eventual replacement will continue to do so. Committee - member Pratcher stated that there is a lot of gray area regarding the legal bike laws and what the public actually does, such as riding bikes on sidewalks. Discussion regarding issues with bicycling on sidewalks was held. Mr. Adabala displayed the City bicycle brochure/map which lists basic bicycle 2 rules. Chair Flatau inquired as to where the bicycle map could be found on the City website. Mr. Adabala displayed how to access the information on the website. VIIL BICYCLE AND PEDESTRIAN PROJECTS' STATUS Mr. Adabala presented the status of bicycle and pedestrian projects in Glendale. Aerial maps and diagrams were presented. Highlights included the following: • Myrtle Avenue: The project was completed in August. Pavement overly and speed cushions will be done in the near future. • Grand Canal: The project was completed in September. • Downtown Alley: The project was done to resolve alley drainage issues from Glenn to Glendale Avenue, between 57h Avenue to 5701 Drive. • 55h Avenue: Construction, south of Cactus, will start in the summer of 2017. • New River North:. Completion expected summer of 2018. • Neighborhood Connections: Aerial maps of four projects were displayed and reviewed. • Camelback Road: The project, which will complete sidewalk gaps, will be completed in FY17- 18. • Paradise Lane: The project, which will complete sidewalk gaps, will be completed in summer of 2019. • 67a' Avenue and Orangewood: The project, which will complete sidewalk gaps, will be completed in summer of 2020. Committee -member Scanlon inquired as to the process of project planning and the role of CTOC (Citizens Transportation Oversight Committee). Mr. Adabala provided an explanation of the planning process and a briefing on CTOC. Mr. Adabala noted that the public or Committee -members can send in suggestions, comments, or concerns regarding transportation projects to staff at any time. IX. FUTURE AGENDA ITEMS Committee -members suggested the following items for placement on future meeting agendas: • Glendale Family Bike Ride Update • Replacement of Ms. Sandy Adams' • Committee Charter/Mission Statement • Advertising in Glendale @ Play: Suggestions and Costs • Social Media: Suggestions and Submissions Committee -member Kolby asked Mr. Adabala to research the possibility of downtown Glendale light pole banners for the Glendale Family Bike Ride. Committee -member Kolby noted that on the City website, information on bicycles is under the "Transportation" link in the alphabetical search, but there should be a "Bicycle" link. Mr. Adabala noted that the City website will soon be revamped and will send on this suggestion. Chair Flatau commented that this would be a good time to send staff any other website suggestions as well. X. OTHER BUSINESS No comments. IX. NEXT MEETING The next regular meeting of the Glendale Citizen Bicycle Advisory Committee will be on Monday, November 7, 2016 at 6:30 p.m., Basement Meeting Room B3, City Hall, 5850 W.
