HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 8/2/2016Government Services Committee Tuesday — August 2, 2016 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Tolmachoff called the meeting to order at 10:00 a.m. Present were Councilmember Ray Malnar and Councilmember Lauren Tolmachoff. Councilmember Jamie Aldama arrived at 10:40 a.m. Also in attendance were Kriss Carneal, Erin Steffa, Intergov Programs Administrator Jenna Goad, City Attorney Michael Bailey, Human Resources Assistant Director Debbie Burson, Director of Public Facilities and Events Eric Strunk. #1— Approval of Minutes from GSC Meeting of June 7, 2016: Councilmember Malnar made a motion to approve the minutes from the June 7, 2016 GSC meeting. Councilmember Tolmachoff seconded the motion. Minutes approved unanimously. #2 — Resisnations: Frank Johnson (At-Large/Cholla) from Citizens Transportation Oversight Commission. Gail Hildebrant (Cholla) from the Parks & Recreation Advisory Commission. Roger Schwierjohn (Sahuaro) and John Sipple (Yucca) from the Water Services Advisory Commission. #3 — GSC Selection of Chair 2016-2017: appoint Councilmember Aldama to Chair. Motion approved unanimously. Councilmember Tolmachoff made a motion to Councilmember Malnar seconded the motion. #4 — Member Recruitment: Kriss Carneal provided the results of how many people she made contact with at all three libraries, Foothills Recreational Aquatics Center and the Adult Center. It was decided to not proceed with this type of recruitment since it did not appear to be very productive. Kriss stated during this recruitment process, a resident suggested the city should have a sustainability committee. This idea was discussed briefly. Councilmember Malnar suggested we look at the current boards and commissions and see if they could include some sustainability issues in their meetings, because sustainability involves several different departments. Councilmember Tolmachoff suggested using the Vision Initiative. Jenna advised that they could start a Council Sub -Committee like Glendale Government Services or start a new commission with residents. Councilmember Tolmachoff advised that Council need to start doing their own outreach. Councilmember Tolmachoff will use her Connection column and try to get residents to apply to serve. Kriss suggested attending HOA meetings, because those residents are active in their community. Kriss suggested having a table at G.A.I.N. night. The Councilmember's would like to see a table for boards and commissions at this event. Jenna suggested reaching out to the registered neighborhoods. Jenna provided an update on the boards and commission commercial with Channel 11. She advised that there is a script and there are a couple board and commission members who are interested in sharing on why they serve, the impact of serving, etc. Jenna advised that at last month's meeting it was discussed to look at doing a survey to see the diversity of the boards and commissions. Jenna advised that she spoke with Human Resources and the City Attorney, who advised that we could do this but that the information could not be used to make appointment decisions. Michael advised that there could be some risks associated when doing this. Councilmember Tolmachoff advised that she believes Council already knows how diverse the committees are and don't need a survey. Councilmember Malnar agreed. Councilmember Tolmachoff reminded everyone that we currently have the boards and commissions brochures in English and Spanish. Eric suggested using staff to try and recruit with the contacts they have with residents. He also suggested looking at Habitat for Humanity, because those new residents are looking at giving back to their community. Debbie suggested reaching out to different diverse groups. Councilmember Tolmachoff suggested using the Conservation program to possibly recruit residents. It was suggested to possibly send post cards to the above suggested residents inviting them to apply to serve on a board or commission. #5 — Commissioners Calling In or Skyping for Meetings: Kriss advised there are occasions where commissioners call in to a meeting and would like to know if this committee is okay if someone does this on a regular basis. It was discussed to discourage people from calling in on a regular basis. Commissioners could miss a lot of what is said and it makes it harder to participate. If someone cannot make majority of the meetings in person, ask them to resign. #6 — Family Members Serving on Same Board/Commission: There are a couple of boards and commissioners where family members serve on the same board. Michael advised that there could possibly be conflicts of interest or over influence. Each board and commission is different. Committee will watch out for any possible conflicts in the future and will allow family members to serve on the same board/commission. #7 — Aviation Advisory Commission — Recommendation Request: Airport Administrator Ken Potts sent an e-mail stated that the Government Services Committee (GSC) requested an Airport Commissioner skill set from the Aviation Advisory Commission at a previous GSC meeting where previous Chair Linda Yaeger attended. Attached to his e-mail were the recommendations, in which most of them Council already follows. Councilmember Tolmachoff did not recall asking for a skill set, she remembers asking for a proposal on how frequently they wanted to meet for workshops. Councilmember Aldama remembers saying that he commented in that meeting that it would be good if the applicant had aviation or business background, but it would not be necessary. Jenna advised that there was discussion at that meeting about opening this commission up to non -Glendale residents and this e-mail may be the criteria the commission was recommending for the non -Glendale residents. Councilmember Tolmachoff asked for an update on recruiting non -Glendale residents. Councilmember Aldama advised that this was discussed in a past workshop and decided to leave this commission as it is. Councilmember Aldama advised that at his After Hours event on 8-1-16 he had a commissioner from this Commission attend. The Commissioner advised that he is concerned about the upcoming 3-4 vacancies and trying to fill these seats. Looking at the membership table, there are only 2 people whose 2" d terms are ending in November of 2 2016. These individuals could be reappointed to a third term. It was suggested to let this commission know that Council can reappoint people to a third term. #8 — Commission on Persons with Disabilities — Eric Strunk: Eric advised that on June 21, 2016 he discussed the possibility of combining this commission into a new Human Relations and Diversity Commission with 4 out of 7 commissioners. The commissioners expressed great interest in serving on a new Human Relations and Diversity Commission. This commission unanimously voted to recommend combing their efforts with that of a prospective Human Relations and Diversity commission, should Council create such a body. Councilmember Tolmachoff wanted to make sure that this Commission knows that they would be put in a pool if Council decides to combine these commissions. Eric advised that they did. Eric will bring item to Council in the Fall. #9 — Next GSC Meeting: September 6, 2016 #10 — Request for Motion to Adiourn. At 10:55 a.m. Councilmember Aldama made a motion to adjourn. Councilmember Malnar seconded the motion. Motion approved unanimously.
