ARTS COMMISSION MEETING
GLENDALE PUBLIC LIBRARY

THURSDAY, MAY 26, 2016

The meeting was called to order at approximately 6:01pm by Chairperson Carrie
Richards. Vice Chair Ann Owens and Commissioners, Nadine Yuhasz, Bernadette
Bolognini, Eva Ndavu, and Mark Fast (arrived at 6:13pm) were in attendance.
Commissioner Thomas Cole was absent and excused.
Representing city staff was Mojgan Vahabzadeh, Arts & Culture Program
Manager, Erik Strunk, Director, Community Services, and Mike Beck, Chief
Librarian. Stephanie Miller, Senior Management Assistant was also present.
APPROVAL OF MINUTES — April 28, 2016
A MOTION was MADE by Vice Chair Owens to APPROVE the Arts
Commission meeting minutes from the April 28, 2016 meeting. Commissioner
Bolognini SECONDED the MOTION, which carried unanimously.
BUSINESS FROM THE FLOOR
At this time the Arts Commission will hear comments from the public. There were
no speakers.
FY 2016-17 Community Services and Arts Program Budget
Erik Strunk, Director, Community Services updated the commission on the FY
2016-17 budget setting process recently discussed by the City Council. The
director presented and discussed several items that will enhance and move forward
on certain Library and Arts items. He explained that this includes funding for
needed architectural design-work for the new Western Area Branch Library and
additional performing arts funds for the Centerline District.
Mr. Strunk reviewed the Arts budget topics being approved by City Council, which
were part of the Arts Commission-approved FY 16/17 Art Plan.

He noted City Council also indicated its preliminary approval to a proposed re-
organization of the current city structure. He stated that the proposed structure will
not affect the Arts Commission and will only be an internal city department re-
organizations. He passed out a diagram of the changes that will become effective
July 1, 2016.
Summer Teen Art Camp — Project Update
Mojgan Vahabzadeh, Arts & Culture Program Manager updated the commission
on the FY 2015-16 Annual Arts Plan. The commission created an opportunity
open for proposals aimed at engaging Glendale youth in activities during the
summer of 2016. She said that three applications were received and reviewed by
the Arts Commission's artist selection panel. On May 4, the commission selected
the project "Imagination Arts" by artist Christy Puetz. Commissioners Bolognini
and Ndavu were on the panel.
Ms. Puetz presented her project plan to the Arts Commission. She thanked the
commissioners for this great opportunity to work with teens. She provided some
information stating that each participant will have the opportunity to experience
painting, drawing, sculpture making, and mixed media projects. She noted the
target age of this summer camp was 13 to 18 year olds. The camp will run from
July to August, three hours a day, five days a week at five locations. She explained
that each camp session will culminate in the creation of a large-scale group
painting at each Community Center. She said the painting will become a lasting
artifact of the week's community and leadership building art camp. Additionally,
to encourage continued art making, each student artist will be given their own
individual journal and marking tools. She will also be including an art show at the
end. The locations for the camps are Glendale Community Center, Community
Center North, Rose Lane Community Center, O'Neil Recreation Center and Heroes
Park Community Center.
The Commissioners all thanked her for her presentation and added they were very
excited for her to start the workshops.
Arts Acquisitions and Deaccession Policy Discussion
Mojgan Vahabzadeh, Public Arts Program Manager submitted to the Arts
Commission the draft Acquisitions and Deaccession Policy for both the permanent
and the portable art collection. The commission looks to formally adopt
recommended policies in compliance with the current guidelines at its June 2016
meeting. She asked the commission to look over the draft, which will be discussed
and voted on at the next Arts Commission meeting.
STAFF UPDATES
Western Area Branch Library Update
Mike Beck, Chief Librarian, provided an update on the new Western Area Branch
Library. He said the Western Area Branch Library would begin as a 7,500-8,000
square-foot, modular building on the grounds of Heroes Regional Park off 83rd
Avenue and Bethany Home Road. He noted that the design makes it so there will
be room for growth and expansion over time.
The Community Services Department estimates operating the library, including
staffing and related expenses for a 40-hour-per week schedule, would cost
Glendale approximately $600,000 annually. Additionally, the department also
estimates the new library would generate $35,000 a year in revenue from room
rentals, fines and fees.
Mr. Beck stated the project design is currently slated to begin July 2016 and will
take approximately 12 months to complete.
Commissioner Bolognini asked Mr. Beck if they will be adding additional hours to
the other Glendale libraries now that there seems to be additional funds. She hopes
they revisit extending the hours when residents can use the library. Mr. Beck
stated that he will look into it.
Vacated Summer Meetings Discussion
Next Meeting discussion on vacating July and August meetings.
Gallery Glendale at Westgate
Mojgan Vahabzadeh, Arts & Culture Program Manager, stated that the
management at Westgate had agreed enter into a two-year lease instead of the one-
year lease agreement. This agreement was recently approved by City Council.
Whirlwind Sculpture Installation
Ms. Vahabzadeh provided an update on the relocation of the sculpture
"Whirlwind" from the grounds at the Main Library back to its original installation
site, the front of the Foothills Public Safety Facility. She stated that this had been
completed and it has received positive comments.
Michael Anderson Outdoor Sculpture
Ms. Vahabzadeh provided an update on the $18,000 outdoor sculpture by artist
Michael Anderson that was donated to the City of Glendale by Mr. Richard H.
Whitney and his wife, Mrs. Linda L. Whitney. She stated that it had been
approved by City Council to move forward.
COMMISSION COMMENTS
Vice Chair Owens commented on seeing a recent Performing Arts Partnership
grant-funded performance in Glendale. She attend the most recent musical
performance by the Mill Ave Chamber Players, which was presented at the
Glendale Main Library as part of the "Live at the Library" musical series. She
highly encouraged the Arts Commissioners to attend as many of these events as
possible in the coming year.

Chairperson Richards asked for a motion to adjourn.
A MOTION was MADE by Commissioner Bolognini to ADJOURN the
meeting Commissioner Yuhasz SECONDED the MOTION, which carried
unanimously.
The meeting adjourned at 7:07pm
The next meeting of the Glendale Arts Commission will be held on Thursday, June
23, 2016 @ 6:00p.m., at the Large Meeting Room, first floor, Glendale Public
Library, 5959West Brown Street, Glendale, Arizona.
