Councilmember Tolmachoff called the meeting to order at 10:00 a.m. Present were
Councilmember Jamie Aldama, Councilmember Ray Malnar and Councilmember Lauren
Tolmachoff. Also in attendance were Kriss Carneal, Intergov Programs Administrator
Jenna Goad, City Attorney Michael Bailey arrived 10 minutes late, Management
Assistant for Transportation Martina Longoria and Glendale citizen Gary Johnson.
#1 —Approval of Minutes from GSC Meeting of May 2, 2016: Councilmember Malnar
made a motion to approve the minutes from the May 2, 2016 GSC meeting.
Councilmember Aldama seconded the motion. Minutes approved unanimously.
#2 —Resignations: Nikki Gibala (Cholla-Teen) from the Library Advisory Board.
#3 — Library Advisory Board — Gary Johnson Recommendation: Gary Johnson was
introduced and was advised that Councilmember Turner is recommending Mr. Johnson for
appointment to the Library Advisory Board. Mr. Johnson shared that he is a member to the
Neighborhood Alliance and an author. Kriss Carneal explained the process for being
recommended to the Library Advisory Board.
#4 — Transit Public of Rights under Title VI: Martina Longoria explained that the City
of Glendale must provide a table depicting the membership of Citizens Transportation
Oversight Commission (CTOC) as part of the Title VI Plan, because the City of Glendale
is a sub-recipient of Federal funds for Transit. This policy is to ensure the city is in full
compliance with Title VI Nondiscrimination Program requirements. Martina advised that
Patrick Sage, CTOC Liaison, asks new Commissioners to fill out an ethnicity form,
voluntarily, in order to track ethnicity on this Commission. Martina provided a copy of the
Non-elected Committees and advised that a Non-elected Committees Membership Table
is included in the Title VI Plan on the make-up on this Commission and the city's
population; which includes information on how we recruit CTOC members and that we
will make every effort to be in compliance.
Jenna explained that the city has recently translated our Boards & Commissions brochure
into Spanish, looking at placing advertisement ads in Spanish speaking newspapers
quarterly for all Boards & Commissions and add ethnicity to our application, which City
of Phoenix has listed on their application. Before putting the ethnicity question on the
application, staff will work with the City Attorney and Human Resources. Councilmember
Tolmachoff asked how the city would accommodate a citizen who does not speak English.
Jenna advised we would work it out if this occurs. Councilmember Aldama suggested that
we do more research and see how the city would accommodate a non-English speaker
before advertising in Spanish newspapers. Councilmember Tolmachoff stated that there
may be an app that can text English into Spanish. Jenna explained that the paper and on-
line application is currently only available in English. Councilmember Tolmachoff
suggested to look and see what the other cities do.

Jenna Goad suggested that Council not only make CTOC a diverse Commission,but have
all Boards & Commissions be diverse. It was suggested that this become a Council item so
full Council is aware of this and be more conscious on being diverse. Councilmember
Aldama suggested that we send out an ethnicity survey to all boards/commissions members
and see how diverse we currently are. Councilmember Aldama advised that women are
also minorities.
Staff will collect further information and bring back at a later date.
#5—Boards&Commissions Recruitment Schedule: Kriss advised that she will be going
to the Foothills Library, Foothills Recreation Aquatics Center,Velma Teague Library, and
the Glendale Adult Center once a month for three months. Kriss provided a calendar of
locations she will be attending to try and recruit individuals.
Councilmember Aldama suggested that we get with the school districts and look at
advertising with them, trying to recruit people to serve. Councilmember Tolmachoff
suggests we still use the Connection (water bill) to advertise for Boards/Commissions,
Glendale University, and other opportunities that the City provides. Jenna advised that she
is still working on doing an ad for Channel 11.Jenna was not sure what kind of roll Council
would like to be involved, since GSC and Council can change. It was suggested to possibly
have staff and some commissioners be in the ad.
#6 — Update Initial Term Definition: Kriss suggested that GSC look at changing the
initial term definition from the current: if you serve 6 months or more in someone else's
seat that is considered your first term to the original rule to having no date limit for the
initial term. Councilmember Aldama wanted to know why there is no written policy for
"initial term." Michael advised that when you put things into policy it becomes binding.
GSC committee all agreed that if someone is serving out someone else's term, it will be
considered their"initial term."

At 10:40 a.m. Councilmember Aldama made a motion to adjourn. Councilmember Malnar
seconded the motion. Motion approved unanimously.
