Call to Order—Police Board
Charles Erickson, Acting Chair, called to order the Local Police Board meeting at 9:12 a.m.
Review and Approval of the March 23, 2016 Local Police Board Meeting Minutes
The minutes of the March 23, 2016 Local Police Board meeting were reviewed. Officer Justin Harris moved
to accept the minutes as presented. City Manager Kevin Phelps seconded the motion. The Board voted and
passed the motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Jimmy Carlo
The Local Police Board reviewed Jimmy Carlo's D.R.O.P. Enrollment Application. Jimmy Carlo, Police
Officer, has 20.003 years of credited service. He has elected to participate in the D.R.O.P. on July 1, 2016.
He must terminate employment with the City of Glendale Police Department on or before July 1, 2021. He
has been a member of the Glendale Police Department since July 1, 1996. The action requested of the Board
is to approve the Application for Enrollment into D.R.O.P. Retirement submitted by Jimmy Carlo, Police
Officer.
Officer Justin Harris moved to approve the Application for Enrollment in D.R.O.P. Retirement submitted by
Jimmy Carlo, Police Officer. City Manager Kevin Phelps seconded the motion. The motion passed
unanimously.

Review and Approval of Application for Retirement from the Deferred Retirement Option Plan
("D.R.O.P.")—Brian France
The Local Police Board reviewed Brian France's D.R.O.P. Retirement Application. Brian France, Police
Lieutenant, has elected to retire from the D.R.O.P. and terminate his employment with the Glendale Police
Department on May 27, 2016. On April 27, 2011, the Local Police Board had approved an Application for
Enrollment in D.R.O.P. submitted by Brian France. At that time, he had completed 28.386 years of credited
service. He was required to terminate employment with the City of Glendale Police Department on or before
May 31, 2016. Brian France is eligible to retire from the D.R.O.P. and to receive a Lump Sum distribution.
He will begin receiving his normal retirement pension on or about June 30, 2016. The action requested of the
Board is to approve the Application for Retirement from the D.R.O.P. and Lump Sum distribution for Brian
France, Police Lieutenant.
Officer Justin Harris moved to approve the Application for Retirement from the D.R.O.P. submitted by Brian
France, Police Lieutenant. City Manager Kevin Phelps seconded the motion. The Board voted and passed the
motion unanimously.
Commencement of Executive Session
Charles Erickson, Acting Chair, recessed the Open Session and convened into Executive Session to review
and discuss the medical evaluations of two (2) new Police personnel.
Reconvened into Open Session
The Board adjourned Executive Session and reconvened into Open Session to vote on the admission of two
(2) Police personnel into the PSPRS with any pre-existing conditions noted on the medical evaluations.
Police Officer Michele Blanco stated that Luis Beltran meets the standards of the Glendale Police Department
and the Arizona Peace Officer Standards and Training Board.
Officer Justin Harris made a motion to accept the application of the following new Police person into the
PSPRS with any pre-existing conditions noted:

City Manager Kevin Phelps seconded the motion. The Board voted and passed the motion unanimously.
Police Officer Michele Blanco stated that Eric Hallier meets the standards of the Glendale Police Department
and the Arizona Peace Officer Standards and Training Board.
Officer Justin Harris made a motion to accept the application of the following Police person into the PSPRS
with any pre-existing conditions noted:

Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.

There was no new business.
Adjournment
Charles Erickson, Acting Chair, asked for a motion to adjourn the meeting. Officer Justin Harris made a
motion to adjourn the meeting. Mayor Jerry Weiers seconded the motion. The Local Police Board meeting
adjourned at 9:19 a.m.
