GLEN HARBOR BLVD - SUITE 201 GLENDALE,ARIZONA 85307 AIRPORT CONFERENCE ROOM APRIL 14,2016 6:00 P.M. I. CALL TO ORDER The meeting was called to order at 6:00 p.m.by Vice Chair Larry Rovey with the following Commissioners present: Quentin Tolby, Paul Dagostino, and Leonard Escudero. Also present were Kenn Potts, Airport Administrator; James Gruber, Assistant City Attorney; John Padilla, Luke Air Force Base; Trevor Ebersole,Transportation II. APPROVAL OF MINUTES OF THE PREVIOUS MEETING Commissioner Tolby motioned to approve the March 10, 2016 meeting minutes as written. Commissioner Escudero made the second. The motion carried 4—0. III. REQUEST FOR CONTINUANCE OR WITHDRAWAL OF ITEMS. None. IV. AIRPORT BUSINESS 1. Discuss Aviation Advisory Commission Meeting Date Motion by Commissioner Dagostino,second by Commissioner Escudero,to change the Commission meeting date permanently back to the second Wednesday of the month. Motion carried 4—0. 2. Aviation Advisory Commission Goals Vice Chair Rovey facilitated a discussion on the Commission Goals including: status of changing the membership requirements of the Commission, new commissioner skill sets, and communications. Commissioner Escudero commented that it is very important to promote the Airport, which will lead to more use and tenants and therefore, financial bonus. Commissioner Tolby felt that communication to Airport tenants and users was very important as well as developing an identity of the Commission. Commissioner Tolby stated that the Airport needs a strong public relations advocate. Commissioner Tolby had hoped that a member of the Government Services Committee would have attended an Airport Commission meeting to discuss the issue of opening Commission seats to non-Glendale residents and also commissioner skill sets. Vice Chair Rovey agreed. Mr. Potts explained that the Government Services Committee asked former Chair Yaeger and Mr. Potts to attend a separate one-on-one meeting. The new commission member's skill sets will be placed on next month's agenda for discussion. These skill sets will be set to the Government Services Committee as requested. Commissioner Dagostino inquired as to how the need for new Airport Commissioners is advertised. Mr. Potts stated that the information is posted on the City website. Mr. Potts stated that commissioner vacancies are in the Barrel and Sahuaro districts as well as one Mayoral appointee. Commissioner Escudero stressed that the respective Councilmembers should be contacted regarding the vacancies. 1 Commissioner Tolby suggested an email blast to hangar owners and other Airport users to encourage those who are interested to apply for a seat on the Commission. Commissioner Tolby offered to draft an email. Vice Chair Rovey asked Commissioner Tolby to send the draft email to all Commissioners and Mr. Potts for review and approval. Motion by Commissioner Escudero, second by Commissioner Dagostino, for Commissioner Tolby to draft a letter/email to the Airport Users email list announcing and encouraging applications for the Commission vacancies. The letter/email shall be given to Mr. Potts for review prior to sending to the distribution list. Motion carried 4—0. Motion by Commissioner Dagostino, second by Commissioner Escudero,to approve and adopt the first four strategic goals as follows: • The public and Council's eyes and ears • Protect the Airport • Promote the Airport • Communicate with users Motion carried 4—0. Vice Chair Rovey confirmed with Mr. Potts that the Government Services Committee is awaiting the suggested Airport Commissioner skill set. Vice Chair Rovey asked that all Commissioners draft a list of suggested skill sets for discussion at the May meeting. 3. Discuss Open House Mr. Potts introduced Mr. Ebersole, who was in attendance to discuss plan for the Open House scheduled for November 5, 2016. Mr. Potts noted that the Special Events Director was scheduled to attend as well, but fell ill and needed to reschedule. Commissioner Tolby asked if Special Events is taking the lead on the Open House. Mr. Ebersole stated that it will be a coordinated effort. Mr. Ebersole explained that the event will be a Public Works Open House, which will be all inclusive with the Airport and other Public Works departments. Mr. Ebersole explained that the size and scope of the Open House will need to be determined in order to plan the support and budget for the Fire and Police Departments. Mr. Ebersole noted that Mr. Potts and he will be working with Mr. Dickey of Special Events in order to develop an appropriate team to plan and run the event. Commissioner Dagostino inquired as to Mr. Ebersole's vision of the Open House. Mr. Ebersole surmised that the event would include: fire trucks,police cars, garbage trucks, traffic signal trucks and other heavy equipment. Commissioner Dagostino asked if there would be vintage or other aircraft on hand to promote the Airport. Mr. Potts replied in the positive, noting that aircraft from Airport tenants and hangar owners would be showcased. Commissioner Escudero interjected that he sent a form earlier to Mr. Potts for use in requesting participation by the National Guard. Mr. Potts added that the Civil Air Patrol will be contacted and that the Airport may extend an invitation for Glendale PD K-9 unit to do some demonstrations. Mr.Potts stated that the Airport café can sell food. Vice Chair Rovey expressed concern that the café may not be able to handle the number of attendees and more food vendors should be invited. Vice Chair Rovey inquired about the Run the Runway event. Mr. Potts had not heard back yet from Run the Runway regarding the event date and will reach out again. 2 Commissioner Tolby expressed concern regarding the short time for planning the Open House and that the vision for the Open House appears to have been expanded from the focus of the Airport. Mr.Ebersole explained that showcasing other departments may encourage more attendees and the cost of the Open House will then be split between the different divisions. Commissioner Tolby inquired as to the role of the Airport. Mr. Potts explained that the Airport will be leading the event in a coordinated effort and the Commissioner's participation is necessary as well. Commissioner Tolby suggested an experimental aircraft contest, whereby an entry fee could be charged and prizes awarded. Commissioner Dagostino inquired about the budget for the Open House. Mr. Potts replied that the budget has not been determined yet as planning is still occurring. Mr. Ebersole stated that possibly Run the Runway would absorb some costs. Commissioner Escudero wondered if November was too soon for the Open House and Vice Chair Rovey agreed. Commissioner Escudero asked if Luke Air Force Base would participate. Mr. Padilla will speak with LAFB Public Affairs. Mr. Ebersole stated that Mr. Potts will be the Chair for the Open House and Mr. Jack Friedline will be the champion of the event. Commissioner Tolby asked staff to send interim memos to the Commission regarding planning progress. Vice Chair Rovey suggested inviting the Commissioners to an upcoming planning session. Mr. Potts noted that more concrete plans will be ready in a week or two. 4. Discuss GAPA Lawsuit Summary Judgment Commissioner Tolby provided an update on the public information regarding the GAPA Summary Judgment. Commissioner Tolby explained that the Airport hangar owners filed the suit as a group. Commissioner Tolby stated that basically,the Airport has been ordered by Superior Court to cease hangar inspections and the decision is not going to be appealed. Commissioner Tolby noted that there are no monetary damages in the suit. Vice Chair Rovey noted that the federal funds on which the Airport relies could be at risk because the FAA has required these inspections. Mr. Potts and Mr. Gruber stated that because this item involves ongoing litigation, they cannot comment at this time. 5. Discuss Airport Tour with Commission Member Quentin Tolby Commissioner Tolby provided information regarding the Kids Day at the Airport event scheduled for April 23, 2016 at 9:00 a.m. Highlights include the following: • Expected attendance is approximately 30 children, ages 10 to 17 years old. • Most of the children are from group homes. • The goal of the event is to expose the children to the Airport and various career opportunities. • The children will visit West-MEC, view a fixed wing aircraft and a helicopter flight school, take a tour of the tower, visit CAP, and have a hot dog lunch. 6. Discuss Grant Amendment One to ADOT Grant E5F3M Mr. Potts presented information on Grant Amendment 1 to ADOT Grant E5F3M. Motion by Commissioner Tolby, second by Commissioner Escudero, to recommend that Council adopt a resolution authorizing the City Manager to enter into a grant amendment to Grant E5F3M with the Arizona Department of Transportation (ADOT) to the maximum amount of$120,885.00 for the construction of the center apron asphalt rehabilitation and lighting modification improvements at the Glendale Municipal Airport. Motion carried 4—0. 3 V. SUMMARY OF CURRENT EVENTS Mr. Potts reported on current airport activities: 1. Construction Projects/Grants Status o Council approved the Dibble Engineering contract for the design of the North Apron Project on April 12th. Dibble was onsite to begin surveying. The project should go out to bid in July. o The Certificate of Occupancy was received for the newly constructed Butler box hangars. o This week, City staff met again on the fiber optic project. The total cost of the project is $221,000.00 and Cox agreed to only charge the City $60,000.00. This item will be put on next month's agenda for review and recommendation of Council approval. 2. Operating Budget/Expenses/Revenues—graphs o Mr. Potts presented detailed budget information for the month of March and year-to-date fiscal year for revenues and expenses. 3. Airport Business Activity/Lease Updates o Mr. Potts is finalizing the application from KBM Aviation to perform aircraft maintenance out of south box hangar#5. o On April 26th, the lease for Kelmar Aviation will go before Council. o The Gold Coast office lease was approved by Council on April 12th o Mr. Potts is working on a new land lease at space #11 of the north hangars. The lease must be revised to meet new federal requirements. 4. Land Use Planning/Zoning/Development o No news to report. 5. 2017 NCAA Final Four National Championship o Planning meetings will being in May. 6. Air Traffic Operations/Airspace/Community Relations/Mayor Video o An internet link to the Glendale 11 video shoot of the Mayor at the Airport was sent to the Commission. o Flight operations were up 20% for the month of March. o Noise complaints have been mainly in regards to helicopters. o A picture of a 310 Cessna which landed at the Airport despite an issue with nose gear was displayed. No injuries were sustained. o On March 28th, the 338th Composite CAP Squadron onsite at the Airport held a Change in Command Ceremony in honor of outgoing Lt. Col. Linda Yaeger and incoming Major Kenneth Mann. o On April 16th,the Young Eagles will host an event at the Airport. Approximately 60 children are expected. 7. Luke Air Force Base Operations—Mr. Padilla provided the report. o The Luke Days Airshow was successful with estimated attendance of 430,000 for Saturday April 2nd and Sunday April 3rd in total. Mr. Padilla expressed appreciation to the Airport's cooperation during the event. VI. CALL TO THE PUBLIC No comments made. VII. NEW BUSINESS REQUESTS (Future Agenda Items) None. VIII.NEXT MEETING TIME The next meeting will be held at 6:00 p.m. on the second floor Conference Room of the Airport terminal building on Wednesday, May 11, 2016. 4 IX. COMMISSION COMMENTS AND SUGGESTIONS No comments made. X.
