HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 3/1/2016 Government Services Committee Tuesday—March 1, 2016 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Tolmachoff called the meeting to order at 10:15 a.m. Present were Councilmember Jamie Aldama, Councilmember Ray Malnar and Councilmember Lauren Tolmachoff. Also in attendance were Kriss Carneal and Intergov Programs Director Brent Stoddard. #1 — Approval of Minutes from GSC Meeting of February 2. 2016 and Amended Minutes from January 5, 2016: Councilmember Malnar made a motion to approve the minutes from the February 2,2016 meeting. Councilmember Aldama seconded the motion. Motion approved. Added a couple key components to the Aviation Advisory Commission's January minutes. Councilmember Malnar made a motion to approve the amended minutes from the January 5, 2016 GSC meeting. Councilmember Aldama seconded the motion. Motion approved. #2 — Resignations: Darrin Lacey (Sahuaro) from Citizens Transportation Oversight Commission. Brian Pirooz (Cholla) from Commission on Persons with Disabilities. Christina Rubalcava(At-Large) from the Judicial Selection Advisory Board. #3 — Commission Membership Requirements: Kriss Carneal provided a spreadsheet about the creation and function of each board/commission. There was discussion on how many terms a commissioner could serve. The past practice was to allow everyone to serve 2-2 year terms, with an exception of a 3rd term under unique circumstances. Some of the ordinances do not say anything about serving more than 2 terms. It was discussed to follow the past practices so other citizens have the opportunity to serve. The 3rd term option will stay,but will need to justified. The extension may be for a full 2 year term or just until the seat is filled,when there is a hardship in filling the seat immediately. Councilmember Aldama advised that the integrity of appointments should follow the ordinance, because the Arts Commission ordinance states that a member may serve a maximum of 2 consecutive terms of 2 years. Other boards/commissions state "appointed for a term of 2 years." Staff will look at the ordinances and clarify which boards/commissions have clear stipulations on term limits and will bring this back at a later time. Councilmember Tolmachoff asked when the discussion for possibly changing the ordinance about appointing non-residents to boards/commissions, primarily the Aviation Advisory Commission. Brent advised that this subject will be discussed after the comprehensive look at each board/commission on term lengths. #4—Next GSC Meeting: April 4, 2016 #5—Request for Motion to Adjourn. 1 At 10:35 a.m. Councilmember Aldama made a motion to adjourn.
