CALL TO ORDER
Present: 7 Mayor Jerry Weiers, Vice Mayor Ian Hugh, Councilmember Jamie Aldama,
Councilmember Samuel Chavira, Councilmember Ray Malnar, Councilmember
Lauren Tolmachoff, and Councilmember Bart Turner
Also present were Kevin Phelps, City Manager; Jennifer Campbell,Assistant City
Manager; Tom Duensing,Assistant City Manager; Michael Bailey, City Attorney; Pamela
Hanna, City Clerk; and Darcie McCracken, Deputy City Clerk.
PLEDGE OF ALLEGIANCE
PRAYER/INVOCATION
The invocation was offered by Pastor John Farmer of Vineyard Church.
Councilmember Aldama made a point of personal privilege request and introduced Emma
Torres, a Glendale High School Student, who received a Flynn Scholarship which is
valued at $100,000 at any of Arizona's three state univonuitieo, as well as two
international experiencesHe added that Emma plans on becoming a veterinarian.
Mayor VVoiem introduced MYAC students in the audience, Victoria FamanUez, Chayton
Jackson. Lindsey Thomas, Jacqueline Wycoff, Kristen Kitana and Aditi Galeen.
CITIZEN COMMENTS
Bill Demski, a Sahuaro roaident, spoke about a Councilmember's travel expenses and
legal opinions about those expenses. He spoke about specific expenses for dinners and
room service that were charged by a Councilmember.
Richard Smith, a Yucca mxiUont, spoke about all the amenities promised at Heroes
Park, but the funds were spent in other districts. He said the park needs to be
completed. He also said the Library should be at Heroes Park, not at tAeMediaCenAar
He also said the City of Peoria has managed to create nice parks
Bob Stratton, a Yucca resident, spoke about Stonehaven. He spoke about homes being
built on lots that are smaller than the required size. He was concerned about property
values of existing homes which sit on much larger lots nearby. He said he had spoken at
a Council meeting three or four times about Heroes Park. He was promised the park
when his children were ama||, and now they are adults, and there is still no park. He
spoke about the nice parks in Peoria that have been built and that he and his family use.
He doesn't believe money is an isnue, as the City agreed to build a parking lot for the
Cardinals. He asked the Council to table the subject of a temporary library until a
permanent facility can be built. He said all the people in attendance at the meeting had
no leadership from the Councilmember in the Yucca District, and citizens were frustrated.
Ann Traw, a Yucca resident, spoke about the parking issues at the park, and said
nothing has been done in the past two years. She said it is very dangerous and spoke
about a recent occurrence when she and approximately 75 cars had nowhere to park but
in the nearby neighborhoods. She asked the Council to come up with a temporary

parking solution for the armadas and the splash pad.
Tom Traw, a Yucca resident, provided a picture of the undeveloped land at Heroes Park,
and said that has been his view for 18 years. He said he knows the Council is committed
to building Glendale into a great city. He said residents were told they were going to
have a library, Dog Park, fishing lake and aquatic center. He said this was promised
when his grandchildren were young, and they are grown now. He said the biggest issue
is the parking. He also provided a picture of a lake and said that is what the park should
look like. He said the pictures were of a park in Peoria.
Norma Alvarez, an Ocotillo resident, supports Heroes Park and said residents have been
very patient. She spoke about the City money being spent at Arrowhead and at the train
station. She said this Council has to fix the mistakes of the prior Mayor and Council.
The community wants what it was promised. The people are ready to fight for this and
will show how they feel with their votes.
James Deibler, a Phoenix resident, read a newspaper article about revitalizing O'Neil
Park and the downtown area. He said he used to live in the Maryvale area and that area
is going downhill. He said he knows the Councilmembers will revitalize the downtown
area. He also spoke about the city's upgraded bond rating and turning the city around
financially.
Arthur Thruston, a Cactus resident, said he was impressed with the turnout at tonight's
meeting. He said citizens and neighbors need to be taken care of and the TO Nation
need the City's help. He said they are paying the city $26 million they are not required to
pay, and the City should assist in pushing through the liquor license application. He
spoke about the various City Managers the city has had and complimented the New City
Manager on his experience.

Mr. Friedline said this is a request for approval of an Ordinance to enter into a lease
agreement with GCH Services, LLC, for Suite 101 at the Glendale Municipal Airport. This
is additional office space to be added to the other office space GCH already leases. This
lease includes five one year renewals.

24. 16-129 ORDINANCE 2984: CITY CODE CHAPTER 24 ORDINANCE
AMENDMENT RELATING TO PARKING ON PUBLIC PROPERTY

ORDINANCE NO. 2984 NEW SERIES, WAS READ BY NUMBER AND TITLE ONLY, IT
BEING AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA
COUNTY, ARIZONA, AMENDING GLENDALE CITY CODE CHAPTER 24(MOTOR
VEHICLES AND TRAFFIC), ARTICLE IV (SPECIFIC PARKING PROHIBITIONS),
SECTION 24-53 RELATING TO PARKING ON PUBLIC PROPERTY.
Mr. Friedline said this is a request for approval of an Ordinance amending the Chapter 24
of the City Code concerning parking on public property. Currently, only front in parking is
allowed at some city facilities, and this prohibits back in parking. He said studies show
no significant difference between front in and back in parking. He said staff recommends
revising the Ordinance to allow backing up into 90 degree angle parking while leaving the
restriction in place for diagonal parking. There are minimal expenditures for this item and
those costs would include removing signs located at City Hall, Bank of America Building
and Thunderbird Park.
Councilmember Turner said he has parked both head in and back in. There might be
damage to walls or parking structures when back into a parking space. He spoke about
license plates required only on the back of vehicles and the plates cannot be easily read
by the police. He said taillights and backup lights are on the vehicle to give the public a
warning the vehicle will be backing up. He mentioned several safety issues for vehicles
backing into parking spots. He also spoke about the cost of mounting a backup camera
on a vehicle for safety reasons. He feels the city is losing safety by allowing back in
parking.
Councilmember Malnar asked what parking locations would be affected by this item.
Mr. Friedline said only the City Hall Building; the Bank of America parking garage and the
parking area near Thunderbird Paseo Park would be affected by this Ordinance.
Councilmember Malnar said removing the restriction would allow patrons to back in or
park front in at these locations.
Mr. Friedline said patrons would be able to park either way.
Councilmember Aldama asked for clarification where this parking change would occur.
Mr. Friedline said the front end only restriction would be lifted at the City Hall garage, the
Bank of America garage and Thunderbird Paseo Park.
Councilmember Aldama asked in the entire city, if those were the only places patrons
couldn't back in park.
Mr. Friedline said those are the only places where back in restrictions are in place.
Councilmember Aldama said everywhere else patrons can choose to back in.

Mr. Friedline said that was correct.
Councilmember Aldama asked how this served the residents of Glendale.
Mr. Friedline said this item was first brought up as a Council Item of Special Interest and
was primarily focused on the City Hall garage. He said Transportation staff could not
come up with any differences in damages or danger in backing into a parking space. He
explained those who felt comfortable backing in, probably would, but most people will still
park front end in. He said the Police Department did not have a preference for parking at
these locations.
Councilmember Aldama asked if this item went to any of the boards and commissions.
Mr. Friedline said this did not go to a board or commission.
Councilmember Aldama asked if vehicles that back out are safer than those that pull out
front first.
Mr. Friedline said Transportation staff made no mention of which backing out choice was
safer.
Vice Mayor Hugh said he backs into his own driveway because he feels it is much safer
after doing his own research. He said patrons should have the choice to do what they
feel is safer.
Mayor Weiers said Councilmember Turner had valid points. He said almost every car
today runs with the headlights on and he is not sure if tail lights are brighter than
headlights. He said if a driver is pulling out, the driver is able to see oncoming traffic
better. He said UPS and FedEx companies encourage their drivers to back into parking
spaces because it is safer. He said this has been researched and can be found on the
internet. If these large, successful companies expect their drivers to back in whenever
possible, it should be a good indication that practice is safer. He said if a vehicle is
backed in, it encourages police officers to get out of their cars and do more investigative
research on license plates. He supports this item and feels it is safer. He said this
would be worth trying.
Councilmember Turner asked if the Ordinance applies to all publicly owned property with
parking, and it does not specifically reference any parking garages or locations.
Mr. Bailey said the way the Ordinance is written has to do with publicly owned property,
and will not apply to private parking. It applies to libraries and parks, wherever there is
publicly owned property.
Councilmember Turner said then it isn't just a couple of locations. He suggested those
concerned should be aware of the blind spot and use a backup camera.
Councilmember Tolmachoff asked how they would identify a car that pulled through into
an adjoining parking space rather than backed in. She explained sometimes pulling
forward through to a space so the vehicle faces out is easier.
Mr. Friedline said he didn't think that determination could be made. He said everyone
knows the backing in prohibition is not enforced.

Councilmember Tolmachoff said someone could be cited for backing in, when they pulled
through.
Mr. Bailey said there is a challenge in the situation presented by Councilmember
Tolmachoff. He said it may appear a person backed in and that is why this becomes very
difficult in large parking areas, except when there is a curb so a vehicle could not pull all
the way through. He said enforcement would depend on how the parking lot was marked.
Councilmember Malnar said it is even more important to pass this Ordinance because
the public would not be happy at all that they could not back into a parking space. He
believed there are safety advantages to passing this Ordinance.
Councilmember Aldama said he trusted guidance from staff and said if there was more
information from staff he could probably support this item. He said he did not know what
brought this issue up and would have liked to see input from a board or commission.
A motion was made by Councilmember Malnar,seconded by Councilmember

REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
A motion was made by Vice Mayor Hugh,seconded by Councilmember Turner,to
hold a Special Budget Workshop on Tuesday,April 19,2016 at 9:00 a.m.in the
City Council Chambers. It was further moved to vacate the next regularly
scheduled City Council Workshop on Tuesday,April 19,2016 at 1:30 p.m.in the
City Council Chambers to be followed by an Executive Session pursuant to A.R.S.
38-431.03. It was finally moved to hold a Special Budget Workshop on Thursday,
April 21,2016 at 9:00 a.m.in the City Council Chambers.The motion carried by
the following vote:

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama said he was happy to hear the Police and Fire Chiefs were
guiding their employees in serving the city. He also thanked staff and looked forward to
hearing more about the compensation study that was recently completed.
Councilmember Aldama also thanked Superintendent Camperstan from the Glendale
Union High School District for his work educating children. He said he hoped Emma
Torres would come back and serve the community. He also invited all Glendale children
and their families to join him at the Second Annual Hook a Kid on Fishing event. He
partnered with Arizona Game & Fish Department to stock the lake at Bonsall Park and
Cabela's, who will be giving away a free fishing pole to a child every hour during the event.
He said private funds were raised to give away free fishing licenses to children ages 10 to
17. The event will be held April 16, 2016 from 9 a.m. to 2 p.m. at Bonsall Park, 59th
Avenue and Bethany Home.

Councilmember Chavira thanked the audience members who came out for the meeting to
support Heroes Park. He said the Council is working very hard on this issue. He
reminded everyone to be nice.
Councilmember Tolmachoff thanked the Sierra Verde 4th Grade for visiting City Hall last
week, and said she could not have done it without the help of numerous city staff
members. She said the kids enjoyed themselves. She thanked the Police Department
and CAT Team, and Shred-It for donating trucks for the shred event that was held last
Saturday. She said over 5,000 pounds of materials were shredded and the citizens were
very happy.
Councilmember Turner thanked the residents who came out and spoke about
neighborhood development and Heroes Park. The Council is doing the best they can. He
congratulated the residents who are graduating from Glendale University tomorrow night.
He said it is a great program to learn more about the city from the inside.
Vice Mayor Hugh said the Cactus District meeting last week was very successful and
150 people attended. He thanked the Parks Department staff for setting it up. He said a
special drum line came out and performed.
Mayor Weiers said Vice Mayor Hugh's event was very successful, and so was
Councilmember Tolmachoff's shred event. He said Heroes Park is on the Council's mind
and they want to get it done. The archery park is on its way to completion. He said the
library is not a trailer and is much more modern than most people think. He said they are
also addressing the- parking issues. He encouraged citizens to call their Councilmember
or the Mayor's Office to answer any questions.
