HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 1/5/2016 Government Services Committee Tuesday—January 5, 2016 Regular Meeting Minutes-AMENDED Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Tolmachoff called the meeting to order at 10:02 a.m. Present were Councilmember Jamie Aldama and Councilmember Lauren Tolmachoff. Also in attendance were Jenna Goad, Intergovernmental Programs Administrator and James Gruber, Deputy City Attorney. Airport Administrator Kenneth Potts and Aviation Advisory Commission Chair Linda Yaeger were also present through the discussion on item#4. #1 —Approval of Minutes from GSC Meeting November 17, 2015: Councilmember Aldama made a motion to approve the minutes from the November 17, 2015 GSC meeting. Councilmember Tolmachoff seconded the motion. Motion approved. #2 — Resignations: Ms. Goad informed the committee that there were no new resignations. #3 — Teen Appointment to Library Advisory Board: Ms. Goad informed the committee that they had received an application for this appointment and would discuss the specific applicant later during the executive session portion of the meeting. #4 — Aviation Advisory Commission — Linda Yaeger: Linda Yaeger, the Chair of the Aviation Advisory Commission attended the meeting to discuss a couple of topics related to the commission. Ms. Yaeger indicated that the commission is interested in having non-residents serve on the commission, perhaps someone from Peoria due to the proximity to the airport. MS. YAEGER INDICATED THAT THE COMMISSION WAS INTERESTED IN HAVING MR. ROB KOLB OF PEORIA SERVE. Councilmember Aldama asked if there were any other commissions that had non- residents. Ms. Goad responded that there were some commissions with seats for people with specific qualifications that didn't require them to be Glendale residents. COUNCILMEMBER ALDAMA STATED THAT THE COMMISSION MIGHT HAVE A SPECIFIC INDIVIDUAL IN MIND BUT THAT HE WANTED IT TO BE CLEAR THAT SUCH A SEAT WOULD BE OPEN TO ALL APPLICANTS AND THAT THE COMMISSION AND STAFF SHOULD NOT REFER TO ANY POTENTIAL APPLICANTS BY NAME WHEN DISCUSSING THIS POLICY CHANGE. Councilmember Tolmachoff stated that they might also want to consider having someone from Phoenix serve due to the vacant land near the airport that is within the City of Phoenix. Ms. Goad suggested that staff research the eligibility criteria for all the commissions so that the Councilmembers were aware of the current requirements and bring that information to a future GSC meeting. There was consensus that staff would bring this item forward for future consideration. Ms. Yaeger indicated that the AAC would like to permanently change their meeting date in order to accommodate a member who routinely had a conflict. The commission had previously voted 6-0 to approve the change. Councilmember Tolmachoff made a motion 1 to approve the permanent change. Councilmember Aldama seconded the motion. Motion approved. Ms. Yaeger asked for some general information about the role and purpose of the GSC. Ms. Goad indicated that she could send some information to Mr. Potts which he could share with the AAC and that staff could certainly answer any follow up questions that the AAC might have. Ms. Yaeger asked about allowing one commissioner to serve an additional term beyond the current 2 term limit. Ms. Goad indicated that the individual had never attended the Basic Training Class which is required for all commission members before they are eligible for reappointment. Councilmember Aldama asked when that training was offered. Ms. Goad stated that the training was offered twice yearly in the spring and fall and that the training lasts approximately 2 hours. Ms. Yaeger asked about the possibility of the AAC holding workshops in addition to their regular voting meetings. Councilmember Aldama stated that the Planning Commission holds workshops immediately prior to their voting meetings when necessary. Councilmember Tolmachoff suggested that the AAC develop a recommendation for how frequently they would like these workshops to occur and then bring that recommendation back to the GSC for approval. #5 — Commissioner Serving on More Than One Board/Commission: There was discussion about the benefits of allowing commissioners to serve on more than one commission, particularly due to the trouble recruiting members for some commissions. Councilmember Tolmachoff indicated that she would bring this item forward as a Council Item of Special Interest at a future Council Workshop. #6 — Updated Application: Ms. Goad informed the committee that staff had updated the board and commission application as discussed at the previous GSC meeting and provided a copy of the updated application. Councilmember Aldama also made a motion to further update the application to require the individual to acknowledge that they are a resident of Glendale unless they are applying for a board or commission that specifically has seats for non-residents. Councilmember Tolmachoff seconded the motion. Motion approved. #7 — Next GSC Meeting: Councilmember Tolmachoff made a motion to set the next committee meeting on February 2, 2016. Councilmember Aldama seconded the motion. Motion approved. #8—Request for Motion to Conduct an Executive Session. At 11:04 a.m. Councilmember Aldama made a motion to enter into executive session. Councilmember Tolmachoff seconded the motion. Motion approved. The committee recessed into executive session. At 11:35 a.m. the committee came back into open session. #9—Request for Motion to Adjourn. At 11:36 a.m. Councilmember Tolmachoff made a motion to adjourn. Councilmember Aldama seconded the motion.
