HomeMy WebLinkAboutMinutes - Minutes - Library Advisory Board - Meeting Date: 3/9/2016 City of Glendale Library Advisory Board Meeting Minutes Glendale Public Library, Main Library 5959 West Brown Street Glendale, Arizona 85302 Wednesday, March 9, 2016 6:00 p.m. Call to Order - Approximately 6:00PM Chairperson Wilson called the meeting to order at approximately 6:00pm. Board members Allen, Koory, Fallucca, Gibala, Aborne, Collett (arrived at 6:04pm), Shelly (arrived at 6:05pm), Vice Chairperson Sommer, and Chairperson Wilson were present. Michael Beck, Chief Librarian, Tim Barnard, Assistant Community Services Director, and Michael Schor, Career and Business Librarian, were present from the City of Glendale. Michael Schmitt, Principal Architect with DFDG was also present. YY. Approval of Minutes - February 10, 2016 - Chairperson Wilson asked if there were any revisions or corrections to the minutes of February 10, 2016. Commissioner Aborne stated under II, the second paragraph, the first sentence should read "...Libraries Transform campaign". Vice Chairperson Sommer made a motion to accept the minutes as corrected. Board member Aborne seconded the motion, which was approved unanimously. IIY. Business From The Floor - Chairperson Wilson called for any business from the floor. There was none. Yv. Western Area Branch Library Update - Chairperson Wilson announced this item. Mr. Beck and DFDG architects provided a briefing to the Board regarding the status of the Western Area Branch Library concepts at Heroes Park and at the Glendale Media Center. Mr. Beck reviewed the revised conceptual plans displaying options #1 and #2. He showed the floor plan designs for each location and displayed a virtual tour of each proposed location for the Board. Minutes - Library Advisory Board Meeting March 9, 2016 Page 2 Board member Koory asked if there was a charge to park in the nearby Convention Center garage. Mr. Beck said yes, there currently is a charge. Board member Aborne asked what the loading weight was of the 3rd Floor Media Center. Mr. Schmitt said they might have to strengthen the floor where bookshelves may be located. He said their structural engineers would determine if this is needed. Chairperson Wilson asked about the cost to strengthen the floors. Mr. Schmitt said this has not yet been determined. He noted the productivity occurring on the second floor would be disrupted if the third floor had to be strengthened. These are factors to consider. Chairperson Wilson asked about the walkway to the media center. Mr. Schmitt explained the route a patron would take to access the proposed library. He said it is approximately 800 feet from the parking area to the library doors. Board member Shelly asked if a security officer was proposed. Mr. Beck explained monies have been proposed for a part-time security position. She asked where the office space for staff would be located. Mr. Beck said library staff would potentially be housed on the second floor. Mr. Schmitt said the library staff would be separated from the actual library area where the materials are housed. Mr. Barnard said there might be a need for clear signage in order to direct people from the parking structure to the library entrance. Chairperson Wilson expressed her concern and questioned where the emergency exits would be located. Mr. Schmitt said there would be a dedicated refuge area for anyone who may be in a wheelchair. Mr. Beck continued with option #2, Heroes Park, displaying the virtual tour and the conceptual site plan. Board member Aborne asked staff to show the Board where the original library was to be located. She asked if there was room for expansion. Mr. Beck said yes, the site does have the opportunity for expansion. Mr. Barnard also said this is conceptual and not final. Minutes - Library Advisory Board Meeting March 9, 2016 Page 3 Board member Gibala asked if the green screen could still be offered at option #2 - Heroes Park. Mr. Beck said yes. Board member Aborne said the diagrams do not reflect the measurements of the proposed building. Mr. Beck said both options are approximately half the size of the Velma Teague Library. Mr. Beck said staff continues to receive feedback regarding both options. He said currently the public is leaning towards the option at Heroes Park. Mr. Barnard added there would be a joint meeting between the Library Board and the Parks and Recreation Board on Saturday, March 26, 2016. He provided information regarding the site improvements to take place at Heroes Park. The Board thanked Mr. Schmitt and staff for the presentation. v. National Library Week Proclamation - Chairperson Wilson called for this item. In celebration of the American Library Association's Libraries Transform Campaign and National Library Week, Mr. Beck had written a draft Mayoral proclamation for the Board to review. The Board members reviewed and revised the proposed proclamation. After a discussion, the Board agreed upon the following language for the proclamation: National Library Week 2016 Proclamation WHEREAS, libraries are the heart of their communities, campuses and schools; and WHEREAS, librarians work to meet the changing needs of their communities, including providing resources to all patrons and taking services beyond library walls; and WHEREAS, librarians are tech-savvy professionals, providing 21st Century emerging technologies training, job search assistance and access to downloadable content like e-books and downloadable media; and Minutes — Library Advisory Board Meeting March 9, 2016 Page 4 WHEREAS, Glendale libraries transform citizens' lives by offering programs to meet our community's needs, from providing resume- writing classes and 24/7 access to homework help to retirement planning or starting a second career; and WHEREAS, at its three libraries last year - Velma Teague, Foothills, and the Main - the Glendale Public Library system had over 640,000 visitors, circulated more than 1.6 million items, had nearly 190,000 public computer use sessions, and provided over 1,250 free community programs to support early literacy for new readers, and access to life-long learning; and WHEREAS, librarians, library workers, and library advocates are celebrating National Library Week in support of the American Library Association's Libraries Transform Campaign. NOW, THEREFORE, be it resolved that I, Mayor Jerry Weiers, proclaim National Library Week, April 10-16, 2016. I encourage all residents to visit the library this week, sign up for a library card, and take advantage of the wonderful resources available at the Glendale Public Libraries. Chairperson Wilson called for a motion. Board member Shelly made a motion to approve the Proclamation as revised. Board member Aborne seconded the motion, which was approved unanimously. vi. Chief Librarian Update - Chairperson Wilson called for the Chief Librarian Update. Mr. Beck presented and updated members on current library activities, operations and projects. • Library Updates - Mr. Beck thanked the Board for their enthusiastic participation in the Western Area Library proposal. • He said that Library staff is leading and emceeing the City's Glendale University civic program. With regard to the Libraries Transform Campaign, Mr. Beck said the Friends of the Library are eager to take over. • Main Library Entrepreneurship/Small Business Area - Mr. Beck said the new career and business librarian has begun working at the Main Library. He introduced Mr. Michael Schor. Minutes - Library Advisory Board Meeting March 9, 2016 Page 5 • Express Yourself LSTA Grant - Mr. Beck said the library has applied for this programming grant. Award announcements will be given in May 2016. • Upcoming Programs - Mr. Beck said copies of the activities and programs scheduled for March and April are available to the Board. He noted the Folk and Heritage Festival is taking place on Saturday, March 19 and Sunday, March 20. Library Advisory Board Comments and Suggestions - Chairperson Wilson asked for any comments or suggestions from the Board members. Board member Collett shared a book, which she had found in the library recently, Biblioburro. It is a book about a traveling library, which distributed books to those in need from the backs of two donkeys. This was a topic she had mentioned months ago and she was pleasantly surprised to find the book in the city library. Vice Chairperson Sommer said she has enjoyed the information and presentations on the Western Area Library. She also recently attended the Coyotes game where she was invited by the city and had a great time. Board member Fallucca said she hopes the city will accommodate the citizens' needs as they relate to the Western Area Library. Board member Gibala welcomed fellow teen board member Allen. Board member Aborne thanked staff and DFDG for holding two open houses regarding the Western Area Library proposal in order to provide information to interested citizens. She welcomed Mr. Schor. Board member Shelly said she also had a great time at the Coyotes game and appreciated the opportunity. Board member Koory thanked staff and DFDG for the very fair presentation regarding both options for the Western Area Library. Chairperson Wilson also welcomed Mr. Schor. She also thanked DFDG for their presentation and public outreach program. She also attended and enjoyed the hockey game. Chairperson Wilson thanked the teen board members for their contribution to the meetings. Adjournment - With no further business, Chairperson Wilson adjourned the meeting at 7:31pm. The next meeting will be held in Meeting Room B-3 at City Hall and will be a special joint meeting with the Library Advisory Board and the Parks and Recreation Advisory Commission and is scheduled for Saturday, March 26 at 10am.
