GLEN HARBOR BLVD - SUITE 201 GLENDALE,ARIZONA 85307 AIRPORT CONFERENCE ROOM MARCH 10,2016 6:00 P.M. I. CALL TO ORDER The meeting was called to order at 6:10 p.m. by Chair Linda Yeager with the following Commissioners present: Quentin Tolby, Mel Strahl, and Leonard Escudero. Also present were Kenn Potts, Airport Administrator; Basil Allen, Glendale Airport Tower; James Gruber, Assistant City Attorney; John Padilla, Luke Air Force Base; Ron Kolb, citizen II. APPROVAL OF MINUTES OF THE PREVIOUS MEETING Commissioner Escudero motioned to approve the February 11, 2016 meeting minutes as written. Commissioner Tolby made the second. The motion carried 4—0. III. REQUEST FOR CONTINUANCE OR WITHDRAWAL OF ITEMS. None. IV. AIRPORT BUSINESS 1. Presentation by Arizona Flight Training Center Mr. Rick Rademaker provided information on his current and future business plans. Mr. Rademaker shared his plans to hold an open house in May. Highlights include the following: • The only Part 141 flight school at the Airport. • Has filed an application for SEVP (Student Exchange Visitor Program) in order to conduct foreign student training. • Offers training to military pilots for civilian aviation. 8 — 10 military pilots are trained each month. • Looking to increase light sport training—two light sport aircraft at the school currently. • The Open House is scheduled for May 16th and is in the planning stages. Mr. Rademaker felt that the Glendale Airport is probably the most underused airport in Arizona. Mr. Rademaker stated that some pilots may be dissuaded from flying into the Airport because of the proximity of LAFB; however, the Airport is very easy to get in and out of. There are no long waiting times as at other valley Airports. Mr. Rademaker felt that the Airport has great potential, but is missing out on the growth experienced at other valley airports. Mr. Rademaker commented that there is a growing need for pilots. Commissioner Escudero asked Mr. Rademaker for his suggestions on how to increase growth at the Airport. Mr. Rademaker stated that the gas prices at the Airport need to be lowered in order to draw in 1 pilots. Mr. Rademaker noted that there is only one gas supplier at the Airport and there should be another to create competition in gas prices. Mr. Rademaker was pleased with the onsite restaurant but hoped to see the menu expanded. Mr. Rademaker would like to have a wind sock at the Airport. Mr. Rademaker stressed that the Airport does not need another runway, but needs more development and commercial buildings. Commissioner Escudero asked Mr. Rademaker what type of businesses would benefit the Airport. Mr. Rademaker commented that engine overhaul shops and avionics shops would be helpful. Mr. Rademaker noted that more buildings onsite are needed for expansion of businesses. Commissioner Strahl inquired as to the size of buildings that Mr. Rademaker would suggest. Mr. Rademaker replied that more buildings the size of the one next to the terminal building are needed. Mr. Rademaker would prefer to own a building at the Airport, instead of renting, however he is unable to do that at the Airport. Mr. Rademaker stated that the Airport has been very good to him and he would like to stay. However, he would like to see more growth and development of the Airport. Commissioner Tolby inquired if Mr. Rademaker would like to see Glen Harbor Boulevard extended to Camelback Road. Mr. Rademaker replied that an extension would be helpful. Commissioner Escudero mentioned that there are vacancies on the Airport Commission and asked Mr. Rademaker to spread the word. Mr. Rademaker commented that he would volunteer; however, he is a Peoria resident. Commissioner Escudero noted that the Commission is working to change that requirement as the Airport is a regional entity and boundary restrictions should not apply. Mr. Rademaker agreed and added that many Glendale business owners live in other valley towns but would be very helpful on Glendale Commissions. Chair Yaeger thanked Mr. Rademaker for his attendance and input. 2. Aviation Advisory Commission Goals Chair Yaeger commented that the request for changing the Glendale residency requirement to sit on the Airport Commission is still pending direction from the Government Services Committee and City Council. Chair Yaeger stated that the Government Services Committee has asked for a list of recommended Commissioner skill sets. Commissioner Escudero appreciated the recent Airport tour and learned a lot about the Airport users and hangar owners. Commissioner Escudero stressed that all new Commissioners should be given a tour of the Airport and provided a copy of the Airport Layout Plan,which is an excellent educational document. Mr. Potts announced that he is receiving a lot of feedback regarding the Airport Open House and he has been communicating with the City's Special Events staff. The proposed date for the Open House is November 5, 2016, due to the Copper State Fly In and the November 12th NASCAR race. Commissioner Tolby inquired as to who is taking the leadership role of the Open House. Mr. Potts replied that it would be the Airport staff and the Aviation Advisory Commission. Commissioner Tolby asked if the Run the Runway event would still be included. Mr. Potts replied in the positive. Mr. Potts added that Special Events staff will work with police and fire for the event and Airport staff will work with Airport tenants regarding participation. Commissioner Tolby stressed the need for well-defined structure of the event and leadership. Chair Yaeger suggested inviting Public Works to an upcoming Commission meeting for further discussion. Commissioner Tolby agreed and added that a representative from Special Events should attend as well. 2 Chair Yaeger motioned to approve November 5, 2016 as the date for the Airport Open House. Commissioner Strahl made the second. The motion carried 4—0. Chair Yaeger noted that at a recent Commission meeting it was suggested that a City Councilmember should be invited to a Commission meeting. Chair Yaeger suggested tabling the invitation at this time to focus on inviting a Special Events and Public Works representative at the next meeting. All agreed. 3. Commission Monthly Workshops Commissioners agreed that the Airport Tour at the February Commission workshop was very informative. 4. Discuss Aviation Advisory Commission Meeting Date The Commission agreed by consensus that the Commission meeting date will temporarily remain on the second Thursday of the month. Chair Yaeger noted that further discussion on this topic would be held at the next Commission meeting. 5. Resignation of Chair Linda Yaeger Chair Yaeger announced that she has to resign from the Commission due to pressing family needs. Chair Yaeger stated that she has enjoyed being on the Commission. Commissioner Escudero wondered if Commissioner Tolby could be appointed as Chair again. Chair Yaeger stated that the decision is made by the Government Services Committee. 6. Discuss Proposed Terminal Office Lease Mr. Potts presented detailed information on the proposed terminal lease for Kelmar Aviation under the new variable and negotiable rate. Commissioner Tolby motioned to accept and recommend City Council approval of the proposed terminal lease for Kelmar Aviation as presented. Chair Yaeger made the second. The motion carried 4—0. V. SUMMARY OF CURRENT EVENTS Mr. Potts reported on current airport activities: 1. Construction Projects/Grants Status o The Dibble Engineering contract for the design of the North Apron Project is going to Council on April 12th. o Last Friday, the newly constructed Butler box hangars were inspected by the Fire Department. The Certificate of Occupancy should be issued soon. o The ALP Narrative and the Airport Forecast were sent to the FAA and ADOT for review and approval. o The City has been negotiating with Cox on the fiber optic project. Cox agreed to charge the City $60,000 to install the fiber. The City will put the project in the Capital Budget. A planning meeting will be held soon. This is a very good Airport improvement for the tenants and Airport businesses. 2. Operating Budget/Expenses/Revenues—graphs o Mr. Potts presented detailed budget information for the month of February and year-to-date fiscal year for revenues and expenses. 3. Airport Business Activity/Lease Updates 3 o An application was received from KBM Aviation to perform aircraft maintenance out of south box hangar#5. Documents are still pending and once received, will be reviewed and brought before the Commission. o The Gold Coast office lease is on the April 12th Council agenda for approval. o A request was received from Angel Aviation to perform onsite aircraft maintenance out of a north hangar. Mr. Potts is reviewing the request. o Congressional Bill HR4441 has been introduced in the US House called the Aviation Innovation, Reform, and Reauthorization Act of 2016. The Senate has introduced its own version of the Bill and it includes third class medical reform. o North hangar owners are holding a hangar "garage" sale on March 26th. The owner dropped off a flyer regarding the event which will be posted in the lobby. 4. Land Use Planning/Zoning/Development o No news to report. 5. 2017 NCAA Final Four National Championship o Planning meetings will being in May. 6. Air Traffic Operations/Airspace/Community Relations/Mayor Video o The Out West Balloon Fest was held at the Stadium last week and there were no issues caused for the Airport. o The video shoot of the Mayor at the Airport went smoothly. o Noise complaints from the Garden Lakes community south of the Airport were received. This time of year, more people are opening their windows due to the nice weather and therefore, an increase in noise complaints is expected. o Mr. Allen reports in increase in flight operations for the month February. 7. Luke Air Force Base Operations—Mr. Padilla provided the report. o The Luke Days Airshow is scheduled for April 2nd and 3rd. Luke will stand down at noon on Thursday, March 315t. The practice day is slated for Friday, April 1St. Over 200,000 attendees are expected on Saturday and Sunday. VI. CALL TO THE PUBLIC Mr. Kolb, a private citizen, made comments to the Commission. Mr. Kolb stated that he has been in a business owner in the City of Glendale for 43 years. Mr. Kolb has tried to be appointed to the Aviation Advisory Commission, however, has been denied because he is not a Glendale resident. Mr. Kolb feels that the City should respond as to why a registered Glendale business owner is not allowed to be on a City Commission. Mr. Kolb stated that an Aviation Commissioner should have one or more of the following: business experience, aviation experience, and desire to improve the Airport. Mr. Kolb stressed that Glendale business owners are greatly invested in the City and should be allowed to participate on Commissions. Mr. Kolb commented that the Aviation Commission has had difficulty in recruiting and maintaining members and sometimes achieving quorum. Mr. Kolb felt the Commission is a specialty Commission that impacts many valley users who should be allowed to participate. Chair Yaeger thanked Mr. Kolb for his comments. Commissioner Escudero stated that he will be contacting his Councilmember regarding Mr. Kolb's comments and encouraged the other Commissioners to do the same. VII. NEW BUSINESS REQUESTS (Future Agenda Items) 1. Information on the Summary Judgment regarding the Hangar Owners v. the Airport 2. Discussion with a Special Events and Public Works staff representatives regarding Open House VIII. NEXT MEETING TIME 4 The next meeting will be held at 6:00 p.m. on the second floor Conference Room of the Airport terminal building on Thursday, April 14, 2016. IX. COMMISSION COMMENTS AND SUGGESTIONS No comments made. X.
