GLENDALE AVENUE GLENDALE,ARIZONA Thursday,January 21,2016 MEMBERS PRESENT: Cherie Hudson, Chair Sharyn Nesbitt Dorlisa Dvorak Mickey Nunez Denise Flynn Cathy Cheshier Ronald Jauregui MEMBERS ABSENT: Dennise Rogers Chuck Jared Karissa Ann Ramirez Matthew Versluis STAFF PRESENT: Gilbert Lopez, Revitalization Manager Renee Ayres-Benavidez, Revitalization Grants Supervisor Melissa Galvez, Accounting Specialist Eric Strunk, Community Services Director Charyn Palmisano, Revitalization Supervisor Elizabeth Garcia, Revitalization Coordinator Jamie McFarland, Revitalization Coordinator Rebecca Daniel, Community Action Program Manager Call to Order Chair Hudson called the meeting to order at 5:05 p.m. II. Roll Call Committee-members introduced themselves. III. Public Comment/Business from the Floor None. IV. Amendment to Current Contract with ACAA for Additional Funds Ms. Daniel presented a request for the CDAC to approve Amendment No. 1 to an existing agreement with the Arizona Community Action Association (ACAA) to accept $13,235 in CAP funding. Ms. Daniel stated that if approved by CDAC and subsequently by the City Council on January 26, 2016, these additional funds will allow staff to assist approximately 80 more Glendale residents with direct utility assistance. Ms. Daniel explained that this was significant because 1 many individuals seeking this type of assistance must often make the difficult choice of whether to use their limited resources on sustenance or basic shelter. The additional utility assistance funds will provide immediate relief to those who are striving to become self-sufficient. Ms. Daniel thanked the CDAC for its consideration. Committee-member Flynn asked for further clarification regarding ACAA. Ms. Daniel explained that ACAA works with state organizations and utility companies to facilitate utility assistance. Ms. Daniel noted that this is the first amendment ever done to the ACAA contract with the City. Ms. Daniel stated that currently, her department is receiving approximately 80 calls a week for utility assistance and the average assistance for a monthly gas bill is $150.00. Committee-member Flynn motioned to approve Amendment No. 1 to an existing agreement with the Arizona Community Action Association (ACAA) to accept $13,235 in CAP funding. Committee-member Cheshier made the second. The motion passed 7—0. V. Fiscal Year (FY) 2016-17 Community Development Block Grant (CDBG) and (HOME) Investments Partnerships Program Funding Requests Recommendations Mr. Lopez thanked the Committee-members for their participation at the grant hearings and noted that the Committee would be making challenging decisions this evening because the need for funding is greater than the amounts available. Mr. Lopez distributed information regarding estimates of available CDBG funding: • Physical Improvements: $870,169 estimated available, $2,094,873 in requests • HOME: $245,689 estimated available, $391,500 in requests The Committee-members held detailed discussions regarding the grant funding requests. Committee-member Cheshier motioned, seconded by Committee-member Flynn, to recommend funding the following CDBG Physical Improvement grant requests and the following HOME requests for FY 2016-2017 as follows: • City of Glendale Housing Division: $50,310 • City of Glendale — Development Services Department, Code Compliance — Neighborhood Preservation through Code Compliance: $59,913 • Habitat for Humanity Central Arizona—Emergency Home Repair: $425,000 • Arizona YWCA of Metropolitan Phoenix — Re-paving/Surfacing Parking Lot, Replace Existing Sidewalks: $53,000 • Boys and Girls Clubs of Metropolitan Phoenix — Swift Kids Security Initiative: $10,000 • City of Glendale ADA for Parks—Park Accessibility Improvements Year 2: $59,295 • City of Glendale Community Services Department — Renovation/Revitalization of Community & Recreation Centers: $112,651 • City of Glendale Economic Development Department — Visual Improvement Program: $50,000 • City of Glendale Parks and Recreation and Library Services — Sands Park Play Plaza: $50,000 2 • Habitat for Humanity Central Arizona — New Construction Housing Program: $245,689 Motion carried 7 - 0.
