HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 4/7/2014 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday,April 7,2014 Transportation Planning Conference Room Bank of America Building, Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Chairman Dave Coble called the meeting to order at 6:31 p.m. Also in attendance:Erik Flodin,James Grose,Scott Donald,Mike Wood,John Horvath,Gail Hildebrant and City Staff—Steve Hancock and Purab Adabala Members absent:None Guests:Glendale Chief of Police Debora Black II. APPROVAL OF MINUTES The minutes from the February 3,2014 meeting were approved. CALL TO THE PUBLIC No one from the public was present at the meeting. IV. INTRODUCTIONS All members and guests introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS James Grose reported that the last Citizen Transportation Oversight Commission meeting had a presentation on the Glendale Onboard Transportation Program FY 2013 Annual Report. Purab Adabala, who presented the report at the meeting,gave a brief explanation of the contents. VII. BICYCLE FRIENDLY COMMUNITY-LAW ENFORCEMENT RECOMMEDATIONS Chief Deborah Black thanked the Committee for allowing her to address them on law enforcement issue pertaining to bicycling in Glendale. Dave Coble gave her some background on the Bicycle Friendly Community(BFC)recommendations and Steve Hancock noted other communities in the State that have been designated as BFCs. Chief Black said she wanted to better understand the issues raised in the BFC recommendations. Dave mentioned that police bike patrols had been eliminated by Chief Black's predecessor and that the recommendation was that bike patrols be re-established. Chief Black responded that bike patrols were periodically used on Neighborhood Response teams saying that she had just spent a lot of money on new bicycles. She further said that the City did not have sufficient manpower at this time n:\transportation\transportation planning\hancock\citizen bicycle advisory committee\minutes\2014\0414m docx for full-time bike patrols but when police manpower was increased in the future she could revisit the issue. Chief Black then addressed the recommendation that a police officer become a member of the Committee: She asked if an officer would need to become a member or just an advisor. Steve Hancock said that the Committee bylaws would have to be changed to allow an officer to become a member but that acting in an advisory position would also work. Chief Black said that Sgt.John Rohkohl or Officer Andy Lynes would be good candidates as Committee advisors. Steve Hancock said he had worked with both on other bicycle related issues. Chief Black then spoke about the recommendation to have police officers educated about traffic laws pertaining to bicycling. She said some type of e-learning presentation could be developed so officers could learn at their own pace on Department issued t mobiles devices. She also said that she did not think A.L.E.A.(Arizona Law Enforcement Academy)currently had any bicycle specific law lessons. Chief Black noted that the police department had a program to get bicycles from the police evidence collection of found bicycles and refurbish them for the use of children who could not afford to purchase a bicycle. Gail Hildebrant asked about the possibility of etching bicycles with identification numbers like numbers are etched on automobile windshields. Chief Black responded that it may be possible although there is no current mechanism to mark bicycles like the glass etching on windshields. John Horvath said he likes the idea of registering bicycles but it might be better if the State or County did so instead of cities or towns. James Grose asked if there is much enforcement of violations of traffic laws by bicyclists. Chief Black said there was no special focus on bicycle infractions and that most contact with violators would be educational with little citing for the violations. Purab Adabala responded to a question about the lighting on the bike/ped bridge at 63rd Avenue that spans the Loop 101 freeway. He said it has recently been repaired. He also noted that people have set up couches on the bridge and a motor vehicle has crossed the bridge on one occasion. Gail Hildebrant thanked Chief Black for coming to the meeting saying the Committee had been looking forward to her visit. Dave Coble also thanked the Chief for her visit. Chief Black said that there were a number of things she could do quickly in response to the BFC recommendations. She said Andy Lynes would probably be the best officer to attend future meetings. VIII. GLENDALE FAMILY BIKE RIDE Steve Hancock presented information on the volunteer possibilities at the upcoming bike ride on April 13th. He displayed a list of volunteer positions noting that three had been assigned to members Dave Coble, Mike Wood,and Gail Hildebrandt. All seven members present at the meeting said they would probably be at the ride to help out. IX. FUTURE AGENDA ITEMS No future agenda items were suggested. X. OTHER BUSINESS No other business was conducted. XI. NEXT MEETING Dave Coble said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, May 5, 2014, 6:30 p.m., in the Transportation Planning Conference Room, 5800 W.
