HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 9/1/2015 Government Services Committee Tuesday — September 1, 2015 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Tolmachoff called the meeting to order at 10:05 a.m. Present were Councilmember Jamie Aldama and Councilmember Lauren Tolmachoff. Councilmember Gary Sherwood arrived 15 minutes late. Also in attendance was Kriss Carneal. #1 — Approval of Minutes from GSC Meeting of August 4, 2015: Councilmember Tolmachoff made a motion to approve the minutes from the August 4, 2015 GSC meeting. Councilmember Aldama seconded the motion. Motion approved. #2 — Resignations: Carol Ladd (Cactus) from the Arts Commission. Jeff McAffee (CTOC Rep.) from the Citizens Bicycle Advisory Committee. #3 — Possible Name Change to Library Advisory Board: Councilmember Aldama advised that one of his constituents, Shelly Mosley asked him why the Library Advisory Board is called a "board" and not a "commission." Councilmember Aldama advised that City Manager Dick Bowers told him that commissions usually take action and boards do not take action (vote) at their meetings. They City Attorney's office sent a definition of board and commission, but was not available at this meeting. There was a short discussion on whether this board should be changed to a "commission." The Councilmember's requested a better definition between a board and commission and asked that e-mail from the City Attorney's office be forwarded to them. Councilmember Aldama made a motion to table this item and do further research. Councilmember Tolmachoff seconded the motion. Motion was approved. #4 — Appointing Citizens to,Correct Districts: There was a concern about districts not being properly represented,because there are commissioners serving in different districts. It was discussed to ask the Councilmember's to start being more diligent in appointing citizens from their own districts. #5 — Term Lengths: Councilmember Aldama received a letter from Jessica Koory who had a concern about commissioners serving 3 terms and commissioners serving outside of their district. Kriss advised that most of the commissioners who have been appointed for a third term is because that particular board/commission needed the Chair person for another term'and he/she was terming out. This is not a very common practice. These appointments are approved by full Council. It was discussed to try and keep everyone to a limit of 2: terms, unless there is a problem withkeeping that board/commission full. During this time, Council may make an exception. There was discussion about the 6 month rule, where if the citizen is filling another commissioner's seat that has less than 6 month left, that would be considered their first term. It was discussed to possibly change this to a 1 year rule. That item will be discuss at a later meeting. 1 #6—Next 1GSC Meeting: October 6, 2015 #7—Request for Motion to Adjourn.
