HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 8/27/2015 CITY OF GLENDALE ARTS COMMISSION SPECIAL MEETING GLENDALE PUBLIC LIBRARY BOARD ROOM—SECOND FLOOR 5959 WEST BROWN STREET THURSDAY,AUGUST 27, 2015 5:00PM The meeting was called to order at approximately 5:19pm by Chairperson Carrie Richards. Commissioners Nadine Yuhasz, Thomas Cole, Joan Graham and Bernadette Bolognini were in attendance. Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator, Michael Beck, Chief Librarian and Jana Weldon, Part-time Associate. Commissioner Ann Owens was absent and excused. Commission terms for both Commissioners Carol Ladd and Jessica Koory have expired. APPROVAL OF MINUTES—June 23,2015 A MOTION was MADE by Commissioner Bolognini to APPROVE the Arts Commission meeting minutes from the June 23,2015 meeting. Commissioner Graham SECONDED the MOTION,which carried unanimously. BUSINESS FROM THE FLOOR At this time the Commission will hear comments from the public. The Commission, however, may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no comments from the floor. LOYALTY OATH OF OFFICE Commission Chair Carrie Richards (Cholla), Bernadette Bolognini (Ocotillo), Commissioner Joan Graham(Cholla) and Commissioner Thomas Cole (Barrel)took the Boards & Commissions Loyalty Oath of Office. INTRODUCTIONS Staff introduced new Commissioner Bernadette Bolognini to the group. The rest of the commissioners introduced themselves to the new member. THE FOUNTAIN OF YOUTH" TEEN SUMMER PROJECT UPDATE Mojgan Vahabzadeh, Public Arts Coordinator stated the Arts Commission created a summer project opportunity, open to Arizona-based artists and arts organizations/schools. The goal was to engage Glendale teens in artistic activity during summer 2015. Kristine Kollasch, artist, presented a project update to the Arts Commission. The project selected by the Commission is called "The Fountain of Youth." Ms. Kollasch stated this project included a partnership with Free Arts For Abused Children of Arizona to facilitate the artist workshops with teen boys and girls at two Glendale group homes. Ms. Kollasch worked with the 1 teens to design and create over 1,000 mosaic tiles for the creation of a large planter at Elsie McCarthy Sensory Garden. The project also included a mural that was designed with input by the artists. Commissioner Bolognini commented on the rich and dramatic colors used in the artwork. She stated the project resulted in a very beautiful area that draws the public in. She suggested putting up a plaque with information. Mojgan Vahabzadeh, Public Arts Coordinator, replied new signs will be placed throughout the park. Ms. Vahabzadeh thanked Ms. Kollasch for delivering a great project that exceeded everyone's expectations. FY 2014-15 YEAR IN REVIEW & THE FY 2015-16 ARTS PROJECT PLAN Mojgan Vahabzadeh, Public Arts Coordinator reviewed the accomplishments of the Public Art Program based on the FY 2014-15 Arts Projects Plan, and discussed implementation strategies for the 2015-16 Arts Projects Plan The plan was formally approved by the Arts Commission on December 18, 2014. Ms. Vahabzadeh reviewed and summarized each initiative listed below. FY 2014/15 Projects and Initiatives • In Flux Cycle 5 -Valley -wide Initiative Temporary Art Installation • Plein Air Painting Competition at the Chocolate Affaire • Interactive Arts Experience at the Chocolate Affaire • Juried Fine Art Show Annual Art Purchase • FY 2015-16 Performing Arts Partnership Program • 2015 Summer Arts Activities for Teens • The Art of First Response • Gallery Glendale at Westgate-Monthly Art Exhibits and Events • Workshops at the Creative Space at the Glendale Public Library • Civic Center Art Gallery • Annual Arts Maintenance FY 2015/16 Proposed Projects and Initiatives • In Flux Cycle 6 - Temporary Art Installation$4,000 • Interactive Arts Experience @ Chocolate Affaire $4,000 • Interactive Arts Experience @ Glitter& Glow$4,000 • Juried Fine Art Show&Annual Art Purchase $2,000 • Plein Air Painting Competition at the Chocolate Affaire $2,750 • 2016 Youth& Teen Arts Education Program $10,000 • FY 2016/17 Performing Arts Partnership Program $44,000 • Community Arts Activities $3,000 • Gallery Glendale at Westgate-Monthly art exhibits $5,000 • Annual Arts Maintenance $7,000 • Civic Center Art Gallery 2 IMPLEMENTATION STRATEGIES TO UPDATE THE GUIDELINES FOR THE ARTS Mojgan Vahabzadeh, Public Arts Coordinator facilitated a discussion to devise a strategy to review and update the "Guidelines for the Arts" in sections with the goal of completion and formal approval by end of the year. She stated the "City of Glendale Guidelines for the Arts," was last updated in 2005 and serves as the enabling policy document for the Public Art Program. She noted staff and the commission are to periodically conduct a review of the policy document to ensure activities align with outlined goals. Ms. Vahabzadeh stated that the reviews and updates for the Guidelines for the Arts will be done in sections with discussions at upcoming Arts Commission meetings. The goal will be to complete the process by June 2016. STAFF UPDATES Gallery Glendale Municipal Portable Art Exhibit-Reception on Friday, September 2, from 6:00 to 9:00pm. This exhibit will include a sampling of the city's portable art collection. The exhibit will be at the gallery until Saturday, September 26. West Valley Arts Council project Ms. Vahabzadeh discussed a project that was proposed to her by the West Valley Arts Council. The project is designed to put a mural in each West Valley city this October. Staff recommends considering this project for next year to have more time to prepare. In addition, it will allow staff to see how this project is received. West Valley Arts and Economic Prosperity Study Ms. Vahabzadeh stated The Arts and Economic Study provide great information and statistics on the impact of the arts on the economy. She said this was a great tool to have for proving facts and information on the importance of the arts. The total cost of the study is $8,000 and should Glendale participate in the study along with other West Valley cities,the cost for Glendale will be $500 to $800. The commission will vote on this item at the September meeting. COMMISSION COMMENTS Commissioner Bolognini praised Kristine Kollasch's Fountain of Youth project and the wonderful work done by Glendale teens. ADJOURNMENT Chairperson Richards asked for a motion to adjourn. A MOTION was MADE by Commissioner Yuhasz to ADJOURN the meeting. Commissioner Bolognini SECONDED the MOTION,which carried unanimously.
