Call to Order II. Approval of the Minutes Action: Review and approval of the March 5, 2015 meeting minutes. III. Call to the Audience An opportunity will be provided at this time for the public to address the Citizens Transportation Oversight Commission (CTOC). Citizens are requested not to exceed a three-minute time period for their comments. Action: For information. IV. Approval of the Agenda Approval of the order of meeting agenda items. Action: Review and approve the agenda for the May 7, 2015 CTOC meeting. V. Public Input—Commissioners and Staff(5 minutes) As part of public outreach for the GO Program, Commissioners and staff will share public comments obtained from a variety of sources including the Bicycle Committee, GO Program public meetings, or informal discussions with citizens. 1 Action: For information and discussion. VI. Manager's Report (5 minutes) The GO Transportation Program Administrator will review recent activities related to implementation of the GO Transportation Program. Action: For information and discussion. VII. US-60/Grand Avenue COMPASS Presentation (30 Minutes) Bob Hazlett, Maricopa Association of Governments, will discuss the recommendations resulting from the latest study of the US-60/Grand Avenue corridor.The study recommends access management and intersection configuration modifications along the corridor from 1-10 north to Loop 303, including the five miles located in the City of Glendale. Action: For information and discussion. VIII. TMC Super Bowl Debrief(20 minutes) Trevor Ebersole, Glendale Transportation Systems Manager, will provide the Commission with a debrief on the City of Glendale's experience managing traffic for the 2015 Super Bowl events in the City. Action: For information and discussion. IX. CTOC Performance Measures (15 minutes) Debbie Albert will provide background on possible CTOC performance indicators to evaluate the effectiveness of CTOC in meeting the intent of City Ordinance 2241. Draft Goals intended to provide the baseline for the CTOC assessment have been distributed for consideration. Action: For information, discussion and possible action to accept the draft CTOC Goals. 2 X. Future Agenda Items This opportunity is provided for Commissioners to suggest future agenda items or tours and provide announcements of general information. Action: For information and discussion. Xl. Next Meeting Time Meeting times are being targeted for 6:00 P.M. on the first Thursday of the month.The next meeting is scheduled for June 4, 2015. Action: For information. XII. Call to Order Chair Grose called the meeting to order at 6:00 p.m. I1. Approval of Minutes from March 5, 2015 Meeting Chair Grose called for approval of the minutes. ACTION BY CTOC:Approval of the minutes from the March 5, 2015 meeting of the Citizens Transportation Oversight Commission with the following change:on Page 3, Item VII, add to the second paragraph, "Commissioner Podzius suggested that staff reach out to the community for sponsors for the benches as has been done in other areas of the valley." (Motion:Vice Chair Schmitt; Second: Commissioner Podzius; motion carried unanimously) 1 III. Call to the Audience No comments from the audience. IV. Approval of the Agenda Chair Grose called for approval of the agenda for the May 7, 2015 CTOC meeting. ACTION BY CTOC:Approval of the agenda for the May 7, 2015 Citizens Transportation Oversight Commission with the elimination of Item VII US-60/Grand Avenue COMPASS Presentation (Motion: Vice Chair Schmitt; Second: Commissioner Woodman; motion carried unanimously) V. Public Input—Commissioners and Staff Commissioner Podzius announced that she attended Councilmember Tolmachoff's first Cholla District meeting in Arrowhead Ranch. Commissioner Podzius noted that Mr. Jack Friedline, the Public Works Director, was in attendance and provided information as well as maps of where proposed road improvements were taking place. Commissioner Johnson noted that he also attended the Cholla District meeting. VI. Manager's Report Ms. Albert provided a status update/information on the following topics: • The annual GO Open House in April was cancelled. These annual meetings have not been well attended and other options for public engagement are under consideration. One option under consideration is to provide GO-related information and engagement as part of the Council District meetings which tend to be better attended. • The west Phoenix/City of Glendale High Capacity Transit Public meeting is scheduled for June 3rd in Glendale in the Council Chambers and June 4th Phoenix. All Commissioners were encouraged to attend the June 3rd meeting. • The Glendale Family Bike Ride was held on April 12, 2015 and was very successful with over 400 participants. • Transportation Plan Update: HDR is the consulting company that was selected to provide professional services to update the Transportation Plan. At this time, the scope and fee for this work is under development. • The GO Transportation Performance Program Audit for FY12-13 has begun. The group conducting the audit may be reaching out to CTOC Commissioners. • Deputy Public Works Director Cathy Colbath has retired. Yesterday was her last day. Ms. Albert announced that she is now the Acting Deputy Public Works Director until a replacement is found. • Commissioner Lacey was appointed to the Commission at the April City Council meeting. • The tour of the New River Multiuse Pathway which was tentatively scheduled for this week will be re-scheduled due to delays in the completion of construction. 2 • Ms. Albert presented Chair Grose with a plaque for his service on the Commission and recognition in the role of Chair. VII. US-60/Grand Avenue COMPASS Presentation This item was postponed by Staff until a later CTOC meeting and was therefore struck from the May 7 agenda as part of action taken on Item IV. VIII. TMC Super Bowl Debrief Mr. Ebersole debriefed the Commission on the City's experience managing traffic for the 2015 Super Bowl events in the City. The presentation addressed the following elements: • Background • Planning • Planning Coordination • Enhancements • More Planning • Event Days • Diagrams/Maps Displayed • Event Days Statistics • Transit Access • Airport • Successes and Challenges • Lessons Learned • Partners Ms. Albert noted that for all of Super Bowl week, Phoenix broke the record for light rail transit (LRT) ridership in the region, including approximately 126,000 riders on Super Bowl Sunday alone. Ms. Albert stated that staff worked hard to get the Glendale bus routes extended for Game Day to better accommodate the anticipated demand. Vice Chair Schmitt wondered what impact increased LRT service would make on Game Day in the future. Commissioner Podzius stated that LRT is a plus, but the Valley is still an auto-oriented society. Commissioner Woodman commented that some drivers might switch to light rail given the increasing cost of parking. Commissioner Podzius added that Valley Metro should look at the return on investment for daily ridership, not just during Super Bowl. Ms. Albert commented that taking light rail for Super Bowl or other special events might encourage a user to take light rail more often for other trip-types. Commissioner McAffee wondered how much of the ITS improvements and others were driven by NFL demand. Mr. Ebersole stated that all of the improvements were driven by the City and staff to be proactive and prevent issues in addressing daily transportation needs and regularly occurring special events (like Cardinal's games), in addition to effectively accommodating "mega-events" including the Super Bowl. 3 Commissioner Schmitt commented that the NFL Experience was held in Phoenix and wondered if the City of Glendale would like to have it again. Mr. Ebersole stated that there are mixed opinions on this as the event draws many visitors; however, it must be managed as far as traffic, hotel availability and other resources. Commissioner Podzius stated that the City of Glendale did not get its bid submitted in time for the event. Mr. Ebersole noted that the City did have a variety of activities at Westgate which were well attended. Ms. Albert had heard that the NFL was looking for the NFL Experience to be held indoors due to avoid potential inclement weather. IX. CTOC Performance Measures Ms. Albert announced that a recent GO Transportation audit recommended that goals for CTOC be identified that could be measured annually. Ms. Albert presented the following information as identified in the City Ordinance 2241 by Council creating a CTOC and identifying areas to be addressed: • Ensure public input • Ensure government accountability o Financially balanced long range program updated every year o Annual report documenting status of program o Program to be audited every three years for performance and fiscal accountability • Monitor fund expenditure for voter approved projects to be o Completed in a timely manner o Cost effective and fair • Recommend adjustments to projects when warranted • Make recommendations to Council on o Regional transportation issues o Public transit o Bicycle projects and programs o Alternative modes of transportation Given the framework of Ordinance 2241, Ms. Albert suggested the following CTOC goals: 1. Ensure Public Input 2. Ensure Governmental Accountability 3. Monitor Fund Expenditure 4. Recommend Adjustments to Program 5. Make Recommendations to Council on a. Regional Transportation Issues b. Public Transit c. Bicycle Projects and Programs d. Alternative Modes of Transportation Ms. Albert asked the Commissioners for input on the goals. Commissioner Podzius stated that the goals covered the salient points and suggested that public input via a website could be utilized for suggestions for more specific goal tasks. 4 Ms. Albert commented that any tasks must be measureable and added that staff can provide more specifics for each goal. Vice Chair Schmitt asked if CTOC had a Vision or Mission Statement. Ms. Albert was not aware of one and stated that staff will develop a Mission Statement if it did not exist. Vice Chair Schmitt suggested including a goal or task of coordinating internally with other city staff(departments) should be included. X. Future Agenda Items Vice Chair Schmitt suggested a well-defined Mission or Vision Statement for CTOC to be developed. Commissioner Podzius requested information regarding how school zone speed limits are established, particularly related to Arrowhead Elementary School. Ms. Albert will identify the appropriate medium for providing this information, either as a future agenda item/presentation or in the form of an informational memo developed by Staff. Vice Chair Schmitt asked if the CTOC could take a tour of the Emergency Operations Center. Staff will find out if the tours are still being offered. Commissioner Podzius asked for an update from Valley Metro on the light rail project extension. Vice Chair Schmitt suggested a presentation on how Public Works,the City Engineer and Department of Streets interact with the Transportation Department. XI. Next Meeting Time The next meeting is scheduled for Thursday June 4, 2015 in Room B-3 in City Hall. XII.
