CALL TO ORDER
The meeting was called to order at approximately 5:08 pm.
ROLL CALL
Commissioners Present: Commissioners Moreno, Harper, and Gallegos, Vice Chairperson
Lenox, and Chairperson Johnston were present.
Commissioners Absent: Commissioners Dobbelaere and Hirsch were absent and excused.
City Staff Present: Tabitha Perry, Assistant Planning Director, Jon Froke, AICP, Planning
Director, Deborah Robberson, Deputy City Attorney, and Diana Figueroa, Recording Secretary.
ITEM:
SCENIC CORRIDOR
Jon Froke, AICP, Planning Director, stated that this was a request by the City of Glendale to
amend the Arrowhead Ranch Specific Plan and a Zoning Text Amendment to establish a Scenic
Corridor on the Loop 101.
Mr. Froke said that the proposed changes will result in establishing a Scenic Corridor for
portions of the Loop 101 through Arrowhead Ranch and vicinity. He added that this was a
focused request; the proposed amendment addresses specific issues which continue to be of
interest to the community. He explained that the two amendments are intended to protect view
corridors of the portion of the Loop 101 through Arrowhead Ranch and vicinity. This would
include preserving existing natural areas, washes, desert, hills and mountains.
He stated the ZTA would include a one half mile stretch of the Loop 101 between 51st and 55th
Avenues that are not part of the Arrowhead Ranch Specific Plan. He noted the two amendments
will help preserve existing natural features and help protect existing residential areas. He talked
about other cities in the valley that have developed scenic corridors.
Mr. Froke stated that staff was asking the Planning Commission to initiate a General Plan
Amendment and a Zoning Text Amendment to allow staff to begin work on the Scenic Corridor.
He noted that if they decide to move forward, staff will come back to the Commission and
introduce potential options.
The Planning Commission agreed to move forward.

With no further business, Commissioner Harper made a motion to adjourn the meeting.
Commissioner Gallegos seconded the motion, which was approved unanimously.
The meeting adjourned at 5:13 p.m.
