HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 2/23/2015 MINUTES CITY OF GLENDALE SPECIAL MEETING: ARTS COMMISSION FOOTHILLS RECREATION &AQUATICS CENTER- COYOTE ROOM 5600 W. UNION HILLS DRIVE MONDAY, FEBRUARY 23, 2015 6:00PM The meeting was called to order at approximately 6:09pm by Chairperson Carol Ladd. Vice Chairperson Jessica Koory, Commissioners, Joan Graham, Anne Owens, and Carrie Richards were in attendance. Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator, Erik Strunk, Director, Community Services Department and Mike Beck, Chief Librarian. Commissioner Nadine Yuhasz was absent and excused. BUSINESS FROM THE FLOOR At this time the Commission will hear comments from the public. If citizens wish to speak on a matter concerning the Arts Commission that is not on the printed agenda, please complete a"Citizen Comment Card"located at the entrance of the room and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Board Chairperson, please proceed to the podium, state your name and address for the record, and limit your comments to a period of five minutes or less. There were no comments. POSSIBLE RELOCATION OF THE FOOTHILLS BRANCH LIBRARY AND EXPANSION OF LIBRARY SERVICES Erik Strunk, Director, Community Services Department, provided a brief summary. Staff noted that the purpose of this agenda item was to answer any remaining questions of the Commission as it relates to this concept and to vote on a recommendation to the City Council. Mr. Strunk stated that on February 12, 2015, the Glendale Arts Commission conducted a meeting to discuss the possible relocation and transformation of the Foothills Branch Library into the Foothills Recreation and Aquatics Center. He explained that the intent of the meeting was to provide the Commission with a presentation of the concept, answer any of its questions, and provide an opportunity for the public to comment on the item. He noted that at the meeting, they had received good questions from the public and had hopefully answered most of them. As part of the process, staff made notes,took the questions provided at the three meeting and complied them in a question and answer format. He added the information was posted on the website along with other information pertaining to this item. Mr. Strunk said tonight's special meeting was to ask the Commission to make a formal recommendation to the Mayor and Council regarding this concept. He stated that the recommendation and all other public input related to this item would be shared at a future City Council Workshop for final direction on the concept. 1 Chairperson Ladd asked for a motion. Commissioner Koory moved that staff present to the City Council their formal recommendation that the present Foothills Branch Library remain in its present location. The Commission does not recommend the sale of the Foothills Branch Library to Midwestern University or any other entity. She stated that the Arts Commission recommends the rejection of the proposal to erect a new Library at the Foothills Aquatic Center. Chairperson Ladd asked for comments from the Commission. Commissioner Graham stated that her comment was directed to the City of Glendale. She said it was her hope and prayer that the proposal of the relocation of the Foothills Branch Library and expansion of library services will not be accepted by the City of Glendale. She said that the Foothills Library was truly a gem in the desert and a place that brings its residents joy and pride. A MOTION was MADE by Commissioner Koory to DENY APPROVAL of the Relocation of the Foothills Branch and Expansion of Library Services. Commissioner Graham SECONDED the MOTION,which carried unanimously. STAFF UPDATES COMMISSION COMMENTS Chairperson Ladd asked for a motion to adjourn. A MOTION was MADE by Commissioner Koory to ADJOURN the meeting. Commissioner Graham SECONDED the MOTION,which carried unanimously. The meeting adjourned at 6:21pm. The next meeting of the Glendale Arts Commission will held on Thursday, March 26, 2015 at 6 p.m., at the Large Meeting Room, first floor, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona.
