ARTS COMMISSION MEETING
GLENDALE PUBLIC LIBRARY
THE LARGE MEETING ROOM-FIRST FLOOR
THURSDAY,DECEMBER 18, 2014

The meeting was called to order at approximately 6:21 pm by Vice Chairperson Jessica Koory.
Commissioners, Joan Graham,Anne Owens, and Carrie Richards were in attendance.
Representing city staff was Mojgan Vahabzadeh,Public Arts Coordinator. Chairperson Carol
Ladd and Commissioner Nadine Yuhasz were absent and excused.
BUSINESS FROM THE FLOOR
At this time the Commission will hear comments from the public. The Commission,however,
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no public comments.
APPROVAL OF THE MEETING MINUTES
Vice Chairperson Koory asked for a motion to approve the minutes.
A MOTION was MADE by Commissioner Graham to APPROVE the Arts Commission
meeting minutes of November 20,2014 as corrected. Commissioner Richards SECONDED
the MOTION,which carried unanimously.
THE FY 2015-16 ARTS PROJECTS PLAN
Mojgan Vahabzadeh,Public Arts Coordinator explained that as per the City of Glendale Arts
Ordinance,the Arts Commission shall develop an annual arts projects plan with the appropriate
city staff for the purpose of making recommendations to City Council. She noted that the earlier
planning of this process this year is in an attempt to align with the city of Glendale's FY 2015-16
budget process. The Commission and staff discussed and considered projects and programs for
the purpose of developing the FY 2015-16 Arts Projects Plan.
Ms. Vahabzadeh introduced the 2016 Youth&Teen Arts Education project as a new proposed
initiative. This is an opportunity where an artist or an artist group would partner with a non-
profit organization, government agency or school in Glendale to provide arts programming at a
location in Glendale where kids can learn free of charge. She stated that ultimately this would
take the place of the Summer Camp Program if the Commission was in agreement. She
explained that this program would be similar to the Performing Arts Partnership Program,which
means this would be an open competitive process.
The Commissioners all liked the idea of the Youth&Teen Arts Education Program and expressed
an interest in creating this opportunity in Glendale.

Everyone agreed to move forward and discuss the logistics of this program further at a future
Arts Commission meeting.

A MOTION was MADE by Commissioner Graham to APPROVE the FY 2015-16 Arts
Projects Plan. Commissioner Owens SECONDED the MOTION,which carried
unanimously.
FY 2015-2016 PERFORMING ARTS PARTNERSHIP PROGRAM
Mojgan Vahabzadeh,Public Arts Coordinator stated that the Glendale Arts Commission has
supported the performing arts since FY1996-1997. She indicated that the purpose of this agenda
item is to review and update the current grant application prior to publicly posting the funding
opportunity. As per the adopted FY 2014-15 Arts Plan,the Arts Commission approved$36,000
in support of projects to be funded through the FY 2015-2016 Annual Performing Arts
Partnership Program.
Ms. Vahabzadeh stated that for the past few years,the downtown area has been one of Council's
areas of focus and priority. She said that in an attempt to draw audiences and increase free
public presentation of performing arts within the Centerline district,the use of the Amphitheater
will be encouraged for performances. She indicated that it is proposed that the FY 2015-16
Performing Arts Partnership Program application include new language that would encourage
applicants to present grant-funded public performances and events at the downtown
Amphitheater at Murphy Park.
Ms. Vahabzadeh noted that the City Council approved creating the Performing Arts Partnership
Program in order to make the arts more accessible to Glendale citizens.
A MOTION was MADE by Commissioner Graham to APPROVE the FY 2014-15 Arts
Performing Arts Partnership Program. Commissioner Richards SECONDED the
MOTION,which carried unanimously.
COUNCIL CHOICE AWARD AT THE 2015 PLEIN AIR PAINTING COMPETITION
Mojgan Vahabzadeh,Public Arts Coordinator stated that the purpose of this agenda item is to
request the use of$1,000 from the Commission-approved"Community Arts Activities"budget
for the addition of the"Council Choice"purchase award at the upcoming annual painting

competition to be held on Saturday,January 31. As per the adopted FY 2014-15 Arts Plan, the
Arts Commission approved a total of$1,750 to be used for three purchase award categories at
the 2015 Plein Air Painting Competition.
A MOTION was MADE by Commissioner Koory to APPROVE the Council Choice Award
in the amount of$1000. Commissioner Owens SECONDED the MOTION,which carried
unanimously.
GLENDALE ARTS COUNCIL JURIED FINE ARTS EXHIBIT
Mojgan Vahabzadeh,Public Arts Coordinator stated that each year,the Arts Commission
conducts its January meeting at the Fruit Packing Shed at Sahuaro Ranch Park in order to review
and select artwork for purpose at the exhibit. As per the adopted FY 2014-15 Arts Plan,the Arts
Commission approved the purchase of art in the amount of$2,000 at the annual Glendale Arts
Council Juried Fine Arts Exhibit. She explained that artwork purchased at this exhibit will be
added to the municipal portable art collection.
Ms. Vahabzadeh said that the purpose of this agenda item is to determine the January meeting
date of the Arts Commission to be held at the Fruit Packing Shed at Sahuaro Ranch Park. She
said the available dates were January 6, 7 or 8. The Commissioners discussed their availability
and decided on January 6,2015 at 4:00pm.

Vice Chairperson Koory asked for a motion to adjourn.
A MOTION was MADE by Commissioner Graham to ADJOURN the meeting.
Commissioner Richards SECONDED the MOTION,which carried unanimously.
The meeting adjourned at 7:40pm.
The next meeting of the Glendale Arts Commission will held on one of the following dates to be
determined at the December meeting: January 6, 2015 at 4:00 p.m.,at the Fruit Packing Shed,
Sahuaro Ranch Park, 980 North 59th Ave., Glendale,Arizona.
