ARTS COMMISSION MEETING
GLENDALE PUBLIC LIBRARY
THE BOARD ROOM—SECOND FLOOR
THURSDAY, NOVEMBER 20, 2014

6:00PM
The meeting was called to order at approximately 6:07pm by Chairperson Carol Ladd.
Commissioners Jessica Koory,Joan Graham, Nadine Yuhasz and Carrie Richards were in
attendance. Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator and Erik
Strunk, Director, Community Services Department. Commissioner Anne Owens arrived at
6:50pm.
BUSINESS FROM THE FLOOR
At this time the Commission will hear comments from the public. The Commission,however,
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no public comments.
APPROVAL OF THE MEETING MINUTES
Chairperson Ladd asked for a motion to approve the minutes.
A MOTION was MADE by Commissioner Graham to APPROVE the Arts Commission
meeting minutes of October 23,2014 as corrected. Commissioner Yuhasz SECONDED the
MOTION,which carried unanimously.
LOYALTY OATH OF OFFICE
Commissioner Nadine Yuhasz(Cholla)took the Boards and Commissions Loyalty Oath of
Office for her new term on the Arts Commission.
THE ART OF FIRST RESPONSE-A PHOTOGRAPHIC PROJECT
Erik Strunk, Director, Community Services Department,presented an overview of the Arts
Commissions budget process. He stated that each year,the Arts Commission reviews its arts
plan using the Council-approved operating budget from the 1% for arts fund. This year the
Commission has received an off cycle request with a very unique set of circumstances. He noted
that Police and Fire Departments are requesting to commission a photographic artist for the
purposes of capturing their behind-the-scenes experiences during the Super Bowl. He indicated
the idea came from Glendale Police Chief, Debora Black.
Mr. Struck emphasized that this was an off cycle request and if the Arts Commission decides to
approve the request, it will be forwarded to Mayor and Council for their approval.

Glendale Police Chief,Debora Black,made a presentation to the Commission and requested
funding in the amount not to exceed$15,000 in support of a permanent photographic art project
by Roni Ziemba. The project's proposal is to document Glendale first responders in preparation
for and during the Super Bowl. This item is subject to final approval by City Council,if
recommended by the Arts Commission. Roni Ziemba,photographer, specializes in capturing the
behind-the-scenes experiences of firefighters,law enforcement officers and soldiers as they are
immersed in public safety work.
Mr. Strunk stated that it was very important the Arts Commission to be involved in the photo
selection. He explained that the photographs will be owned by the city. Chief Black provided
information on a book that would include the photos of both fire and police. She passed out a
sample book for the Commission to view what the photos and book would look like. The
Commission was very impressed with the photos.
Commissioner Yuhasz inquired as to how quickly they would receive the photos. Chief Black
noted it was her understanding the artist had a very quick turnaround time. The photos taken by
the artist will be from the Super Bowl and training exercises done at the Training Facility.
Mojgan Vahabzadeh,Public Arts Coordinator noted that as the host city for Super Bowl 2015,
public safety is a key focus for the city of Glendale. She will be asking for one or two
Commissioners to serve on the panel to help chose the photos.
Chairperson Ladd asked for a motion.
A MOTION was MADE by Commissioner Koory to APPROVE funding in the amount not

Commissioner Graham SECONDED the MOTION,which carried unanimously.
IN FLUX CYCLE 5 PROJECT PRESENTATION
Mojgan Vahabzadeh,Public Arts Coordinator stated the Arts Commission approved funding in
support of IN FLUX Cycle 5, a partnership of Valley cities and organizations working together
to bring renewed vitality to each participating city through a series of multidisciplinary
temporary art installations in storefronts and within public buildings. She explained that
IN FLUX offers new perspective on the connections between community organizations, local
businesses, artists,and audiences. She introduced Ms.Mary Neubauer.
Mary Neubauer, the artist competitively selected to create the Glendale art installation for
IN FLUX,presented her project proposal for installation at Gallery Glendale at Westgate. She
provided the Commission with an audiovisual presentation and explained that her project was
centered on a"Rain"theme in Arizona that incorporates weather,nature, animals and plants.
The project will be built on a series of transparent raindrops of different sizes and colors. She
provided details on her idea of incorporating floor seating as well as audio into the project. The
Commissioners were all very pleased with the project presentation and were eager to move
forward.

Ms. Vahabzadeh explained that this project will have to be delayed for a month until after
February 1 ,because of the Associated Press photo exhibit at Gallery Glendale at Westgate.
Ms. Neubauer was in agreement and added that in the mean time, she will decide on the seating
concept and if having audio was possible. Everyone agreed.
Chairperson Ladd asked for a motion.
A MOTION was MADE by Commissioner Graham to APPROVE funding for IN FLUX
Cycle 5 Arts Installation Project by artist Mary Neubauer. Commissioner Yuhasz
SECONDED the MOTION,which carried unanimously.
FY 2015-16 ARTS PROJECTS PLANNING DISCUSSION
Mojgan Vahabzadeh, Public Arts Coordinator indicated that as per the City of Glendale Arts
Ordinance,the Arts Commission shall develop an annual arts projects plan with the appropriate
city staff for the purpose of making recommendation to City Council. She stated that items for
consideration would be discussed and reviewed for formal approval at the December meeting of
the Arts Commission. She said that they were being asked to start the budget process early to
align with the city's FY 2015-16 budget process.
Erik.Strunk, Director, Community Services Department, facilitated a discussion regarding
Glendale's FY 2015-16 budget process. He explained that in a attempt to align with the city of
Glendale's FY 2015-16 budget process, the Commission is being asked to move up the the
annual project planning process from May, 2015 to December, 2014. The Commission agreed to
discuss the budget plan at the next meeting in December.

COMMISSION COMMENTS
Commissioner Owens encouraged the Commissioners to attend the Arts Congress at the Capital
in February 2015. She said she had attended several times and hopes some other Commissioners
will take advantage of this great opportunity in 2015. She said it was a lot of fun and very
educational. Ms. Vahabzadeh stated she would have information on this event at the next
meeting.
Chairperson Ladd asked for a motion to adjourn.

A MOTION was MADE by Commissioner Koory to ADJOURN the meeting.
Commissioner Graham SECONDED the MOTION,which carried unanimously.
The meeting adjourned at 7:35pm.
The next meeting is scheduled for December 18, 2014, at 6:00pm at the Small Meeting Room,
First Floor,Glendale Main Library, and 5959 West Brown Street, Glendale,Arizona.
