OF THE BOARD OF DIRECTORS OF
THE INDUSTRIAL DEVELOPMENT AUTHORITY
OF THE CITY OF GLENDALE, ARIZONA
(September 24, 2014)
A Special Meeting of the Board of Directors of The Industrial Development
Authority of the City of Glendale, Arizona (the "Authority") was duly called and held on
Wednesday, September 24, 2014, at 4:00 p.m. in Conference Room B-1, Glendale City Hall,
5850 West Glendale Avenue, Glendale, Arizona.
The following Directors of the.Authority were present at the meeting: Howard A.
McKenna, John Catledge, Robert L. Holmes, Michael F. Mitchum, and Lyle Miller. Howard A.
McKenna, President of the Authority, presided at the meeting and.Michael Mitchum served as
Secretary at the meeting.
Also present were William F. Wilder and John J. Fries, legal counsel to the
Authority; Chris Coffinan, Joanne Grady, Jodi Herfurth and Heather Symonds,representatives of
Helping Hands for Single Moms; and Gerrald Wissink of the BHHS Legacy Foundation.
The minutes of the Special Meeting of the Board of Directors of the Authority
held on August 8, 2014, were presented to the meeting and reviewed and discussed. Upon a
motion made by Mr. Holmes and seconded by Mr. Miller the reading of the minutes was waived
and the minutes were approved and adopted by unanimous vote.
Next, Mr. Mitchum distributed a financial report through August 31, 2014 which
noted that the Authority had aggregate funds of$153,432.36. The financial report was discussed
by Mr. Mitchum who noted the disbursements did not reflect a $7,500.00 check to Urban Land
Institute which had not yet cleared the bank. Thereafter, upon a motion made by Mr. Miller and
seconded by Mr. Holmes, the financial report provided by Mr. Mitchum was accepted as
presented. A copy of the financial report is included in the records of the Authority.
Next Mr. McKenna noted that representatives of the Helping Hands for Single
Moms organization were present to provide an update and report regarding the organization and
its scholarship program which received $15,000 of funding assistance for the past year from the
Authority.
First Mr. McKenna called upon Mr. Wissink, as the CEO of the BHHS Legacy
Foundation. Mr. Wissink advised that since 2007 the Foundation has provided approximately
$208,000 of funding to the Helping Hands organization and had an additional $50,000 funding
request pending. Mr. Wissink also reported on the manner in which the Foundation had been
monitoring the Helping Hands scholarship program over the years.
Next Mr. McKenna asked each of the representatives of Helping Hands to speak
and tell about their respective roles with the organization.

It was reported that the previous $15,000 grant from the Authority provided nine
$1,500 scholarships for single mothers either residing in Glendale or attending colleges in
Glendale, with the remaining $1,500 being used to fund programs and operating costs of the
organizations.
The representatives of Helping Hands discussed the fundraising and program
activities of the organization and distributed materials showing the scholarship recipients for the
past year. The organization also presented a funding request for 2015. in the amount of$15,000,
a copy of which is included in the records of the Authority.
After discussion by the Board and upon a motion made by Mr. Mitchum and
seconded by Mr. Miller, the Board voted, with Mr. Catledge abstaining, to fund a scholarship
grant to Helping Hands for 2015 in the amount of$20,000, conditioned upon scholarships being
awarded only to single mothers residing in Glendale or attending schools in Glendale.
Next, Mr. Mitchum noted there was an invoice from Ryley Carlock & Applewhite
in the amount of$3,995.00. Thereafter, upon a motion made by Mr. Holmes and seconded by
Mr. Miller,the Board unanimously approved payment of this invoice.
There being no further business, upon the motion of Mr. Mitchum, duly seconded
by Mr. Holmes, the meeting was adjourned at 4:55 p.m.
