Call to Order-Joint Meeting of PSPRS Police and Fire Boards
Mayor Jerry Weiers called to order a joint meeting of the PSPRS Police and Fire Boards at 9:05 a.m.
Open Meeting Law and Public Records Law Training
Nick DiPiazza, Chief Deputy City Attorney, presented information regarding the Open Meeting Law and the
Public Records Law. Mr. DiPiazza advised that this training is important as a refresher for the board members
who are continuing in their role and especially important for the new board members. He provided each of the
board members with a copy of his slides and gave the board information as it relates to state statutes of the
Open Meeting Law and the Public Records Law. Mr. DiPiazza also specifically tailored the information as it
relates to the PSPRS Local Police and Fire Boards.
The 'Open Meeting Law' was explained. Included in the explanation was when and why an `Executive
Session' would be called during an Open Meeting. Unintentional meetings such as the `Daisy Chain' and the
'Hub and Spoke' were defined and Mr. DiPiazza cautioned that both were violations of the Open Meeting
Law. Also noted by Mr. DiPiazza were the penalties that could be assessed should a board member violate the
Open Meeting Law. These penalties could include removal from office and up to $500.00 for each violation.
Any assessment made is against the person and the not the public body.
Mr. DiPiazza also addressed the `Public Records Law' and described what is, and what is not, a public record.
He explained the duties regarding public records, the fees that may be assessed for copies of records, and the
penalties for any wrongful denial of access to records.
Mr. DiPiazza answered a number of questions from the board members. He offered his services to any
member who may come upon an issue that they were unsure of regarding either the Open Meeting Law or the
Public Records Law. He asked that they call him and he would be happy to discuss the situation.

Charles Erickson, Acting Chair, adjourned the joint meeting of the Police and Fire Boards. The joint meeting
was adjourned at 9:50 a.m.
Call to Order—Police Board
Charles Erickson, Acting Chair, called to order the Local Police Board meeting at 9:56 a.m.
Review and Approval of the September 24,2014 Local Police Board Meeting Minutes
The minutes of the September 24, 2014 Local Police Board meeting were reviewed. Officer Justin Harris
moved to accept the minutes as presented. Officer Cody Carmichael seconded the motion. The Board voted
and passed the motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—David A. Turley
The Local Police Board reviewed David A. Turley'Is D.R.O.P. Enrollment Application. David A. Turley,
Police Officer, has 25.002 years of credited service. He elected to participate in the D.R.O.P. on September
12, 2014 for a period of sixty (60) months. He must terminate employment with the City of Glendale Police
Department on or before September 12, 2019. David A. Turley has been a member of the Glendale Police
Department since September 16, 1996. The action requested of the Board is to approve the Application for
Enrollment in D.R.O.P. Retirement submitted by David A. Turley, Police Officer.
Mayor Jerry Weiers moved to approve the D.R.O.P. Enrollment Application submitted by David A. Turley,
Police Officer. City Manager Brenda S. Fischer seconded the motion. The motion passed unanimously.
Commencement of Executive Session
Charles Erickson, Acting Chair, recessed the Open Session and convened into Executive Session to review
and discuss the medical evaluations of six (6) new Police personnel.
Reconvened into Open Session
The Board adjourned Executive Session and reconvened into Open Session to vote on the admission of six (6)
Police personnel into the PSPRS with any pre-existing conditions noted on the medical evaluations.
Officer Justin Harris made a motion to accept the application of the following Police person into the PSPRS
with any pre-existing conditions noted:
Zachary Scott Burgett
Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.

Officer Justin Harris made a motion to accept the application of the following Police person into the PSPRS
with any pre-existing conditions noted:
Nathaniel Martyn Fink
Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.

Kyle Ryan Hornbaker
Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.
Officer Cody Carmichael made a motion to accept the application of the following Police person into the
PSPRS with any pre-existing conditions noted:
Torii Joseph Rowe
Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.
Officer Justin Harris made a motion to accept the application of the following Police person into the PSPRS
with any pre-existing conditions noted:
Matthew Scott Salyers
Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.
Officer Justin Harris made a motion to accept the application of the following Police person into the PSPRS
with any pre-existing conditions noted:
Tyson J. Shawcroft
Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously.

There was no new business.

motion to adjourn the meeting. Mayor Jerry Weiers seconded the motion. The Local Police Board meeting
adjourned at 10:10 a.m.
