Present: Larry Flatau, Chair • Chris Fundis, Committee Member Paul Marsh, Committee Member Marie Nesfield, Committee Member Michael-Osborn, Committee Member Michael Scanlon, Committee Member Kolby Waters, Committee Member Also Present: Patrick Sage, Transportation.Planner Stin Weber, ITS Supervisor _ • Andy Lynes,.Glendale Police Department Liason 1. CALL TO ORDER - The meeting was.called to order at 6:00 p:m. by Chair Larry Flatau. 2. APPROVAL OF`THE AGENDA -WITHDRAWALS AND CONTINUANCES The agenda was approved by.consensus without withdrawals or.continuances.- 3. CITIZEN COMMENTS No citizens comments were received. 4. • APPROVAL OF THE MINUTES Approval of the minutes from the February 5, 2018 Citizens Bicycle Advisory Committee meeting. GLENDALE ACTIVE TRANSPORTATION PLAN Mr. Sage introduced Ms. Phyllis Davis of Jacobs Engineering, the consulting,group.engaged by the City to prepare the Glendale Active Transportation Plan. Ms. Davis gave a presentation, which included the following: • Introduction an Active Transportation Plan (ATP). • Project process and overall objectives. •CBAC's role in the development of the ATP. Committee-member Marsh asked if the Glendale bike map was different from the Maricopa County Bike Map. Mr. Sage replied in the positive, noting that the MAG map has a regional focus, while the Glendale map is more detailed with focus on the City. Ms. Davis asked if the Committee-members were on board with using the goals from Moving Glendale Ahead. No objections were made. Mr. Sage noted that the goals from the Transportation Plan are high level, and strategies and objectives that are specific to active transportation can be refined as part of the ATP. Chair Flatau noted that MAG, Scottsdale, Phoenix, and Peoria all have bicycle plans and wondered if the consultants would look at those plans as well. Ms. Davis replied in the positive and noted that she will also be utilizing information from national organizations, such as Rails-to-Trails and the League of American Bicyclists. Ms. Davis added that best practices from - across the nation will be utilized. A Technical Advisory Committee (TAC) for the ATP will be identified. Committee-member Waters inquired if citizen comments would be captured. Ms. Davis replied in the positive noted that any federally funded project requires two rounds of public involvement. Ms. Davis announced that there will be two strategic meetings with CBAC: this evening's meeting and also in December 2018 or January 2019. CBAC members can become members of the TAC, which will have three meetings..Other public outreach will include a presence at the Glendale Family Bike Ride, two public open houses, and an online portal. Chair Flatau stated that he has made comments Online before and suggested that it would be beneficial to receive a comment back, even if it was just confirmation that his comment was received. Mr. Sage agreed that some sort of interactive affirmation was a good suggestion. Committee-member Osborn suggested a survey at the Glendale Family Bike ride. - Committee-member Nesfield suggested a Dog Days of Summer event. Ms. Davis noted that surveys have been done at WIC clinics and some great feedback has been received from these events in the past. Chair Flatau noted that Ms. Dory Ludwig works with the schools, the Glendale Family Bike Ride, and the Bike to Work Day and she would be a good contact to work with for public outreach. Committee-member Waters stated that connectivity is his number one goal for the ATP and Chair Flatau agreed. Chair Flatau also stressed tiering the bike paths to different types of users so that the paths are functional, and a focus on how to get from the north part of Glendale to the south part of the city. Committee-member Osborn commented that path condition is very important. Committee-member Marsh inquired if the path condition would be included in the inventory and Ms. Davis replied in the positive. Chair Flatau asked if bike racks would be included in the inventory and Ms. Davis replied in the positive, but noted that only City of Glendale bike racks would be included, not private bike racks, such as at a store: Chair Flatau stated that information on bike racks would be important for those biking to Work. Vice Chair Fundis would like to see, in an explicitly call out manner, a focus on safety; not just implied. Ms. Davis stated that her team Will do a complete crash data analysis in the City, including pedestrian accidents, and this will involve an engineering assessment. Committee-member Nesfield inquired if equestrian trails would be included in the Plan..Ms. Davis replied that existing equestrian trails will be identified and one desire will be to get the equestrian trails connected. Committee-member Marsh hoped that one outcome of the Plan is an aggressive use of non-local money to fund some of the projects. Ms. Sage stated that staff does well in obtaining federal funding for projects and will continue to look for opportunities. Vice Chair Fundis wondered how-the Committee-members would be informed about the TAC meetings and Ms. Davis replied that invitations Would be emailed. Vice Chair Fundis shared that there was a recent newspaper article in which Mr. Sage was interviewed. Chair Flatau requested a link to the article and Mr. Sage stated that he will send a link to the Committee-members. 6. TRAFFIC MANAGEMENT CENTER TOUR Mr. Weber provided information regarding the Traffic Management Center(TMC), including the following: , .. •The roles of the staff at the TMC •Number of intersections, traffic cameras, and dynamic message signs. •Overview of the system software for traffic signals. •Information On bike detection at intersection with bike lanes, and how typical traffic detection works. 7. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Committee-member Nesfield reported that at the February 28, 2018 Citizens Transportation Oversight Commission-(CTOC) meeting, a discussion was held regarding changing the streets Level of Service standard from to'C to D. Committee-member Nesfield reported that the CTC motioned to recommend the change to Council. 8, OTHER BUSINESS Mr. Sage announced the following: •Project Update: Maryland Avenue Bike/Ped Connection •Social Media for Glendale Bicycle and Pedestrian •Public Affairs department coordinates social media for Transportation department •City Website—Transportation,Department •Existing bike and pedestrian page https://www.glendaleaz.com/transportation/bikeandpedprogram.cfm •Total City website overhaul in the near future: Chair Flatau suggested posting information on the ATP, Bike to Work Day, the Glendale Family Bike Ride and to also include equestrian information along with bike and pedestrian. Chair Flatau asked if the list of projects to be completed could be posted on the website. Mr. Sage replied that there is some potential for this suggestion, however,the projects must be vetted through the ATP process. Officer Lynes commented that he posts information the Nextdoor website, such as the Glendale Family Bike Ride, which reaches about 27,000 residents. Officer Lynes noted that he works with Ms. Ludwig regularly to get the word out to residents. Mr. Sage continued discussing the following items: •CBAC Mission Statement •Should align with Council's Mission, Vision&Values (handout provided) •Needs to include pedestrian and equestrian reference, per Committee-member directions at last meeting. •City Attorney's advice soughtregarding formal adoption process •This item will be on the agenda for the April CBAC meeting. •Staff will distribute the current draft Mission statement prior to the April-CBAC meeting. •The committee may finalize and adopt a statement at this time. Chair Flatau stated that in the last draft of the Mission Statement, the Committee may not have paid enough attention to the pedestrian and equestrian modes. Committee-member Marsh asked if Mr. Sage could re-send the proposed revision to the CBAC Mission Statement to the Committee. Mr. Sage will do so. Myrtle Avenue;`Building A, Suite 1.11/112. 9.. FUTURE AGENDA ITEMS No new items were suggested. 10. NEXT MEETING The next regular meeting of the Glendale Citizen Bicycle Advisory Committee will be held on Monday, April 2, 2018 at 6:00 p.m., in the Glendale Transportation.Offices, 6210 W. Myrtle Avenue, Building A—Suite 11.1/112, Glendale, Arizona 85301. 11.
