The invocation was delivered by Pastor Emmanuel Allen of Breakthrough Life Church.
CITIZEN COMMENTS
Bill Demski, Sahuaro District, expressed his concerns about employee salaries and benefits.
Warren Wilfong, Ocotillo District, spoke about the requirements of Section 5.312 of the Zoning Code
regarding parking. He provided pictures of violations of the Code throughout his neighborhood. Mr.
Wilfong had filed a complaint but because of an interpretation by the Planning Director, the Code was not
being enforced.
Emmanuel Allen, Ocotillo District, commended the Council and City Manager for the recent decision to
place School Resource Officers (SROs) in every Glendale high school. It was a great move on the City's
behalf.
Mr. Allen also expressed his support for the homeless pilot project that was discussed at Council's
workshop held earlier in the day.
Councilmember Aldama asked Mr. Phelps to contact Mr. Wilfong regarding the parking issue.

2. PROCLAIM APRIL 2018 AS ENVIRONMENTAL AWARENESS MONTH
Presented By: Office of the Mayor
Mayor Weiers proclaimed April 2018 as Environmental Awareness Month and encouraged all
citizens to participate in the City's environmental activities and programs that made Glendale a
better place to live.
Mayor Weiers presented the proclamation to Brandi Jordan, Special Education Teacher;
Sahuaro Ranch Elementary School; Cortez High School National Honors Society sponsor and
members Jennifer Rogers, Ana Rito, Astrid Nevarez, Macaila McDonel, Isabel Tzai, Alexus
Munguia, and Jacinda Palomo.

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE APPLICATION AND ACCEPTANCE OF THE FY2018
CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT GRANT AWARD FROM THE
MARICOPA ASSOCIATION OF GOVERNMENTS IN THE APPROXIMATE AMOUNT OF
$515,332 FOR THE PURCHASE OF TWO PM-10 CERTIFIED STREET SWEEPERS AND
EXPENDITURE OF A LOCAL MATCH

Bill Demski,Sahuaro District, asked if the City had a 10-micron dust particle sweeper.
That types of sweeper had been in use when he had worked for the City in the 1990s and when
the loads were dumped, dust would blow all over. A loader was used to move the pile of debris
and more dust would blow away when the pile was moved.
Ms. Woytenko requested that Council waive reading beyond the title and adopt the resolution
authorizing the City Manager to accept a federal Congestion Mitigation and Air Quality
Improvement(CMAQ) grant from the Maricopa Association of Governments (MAG) in an amount
not to exceed $515,332 for the purchase of two PM-10 certified street sweepers and approve a
contingency transfer for the grant match in the amount of$31,150.
Ms. Woytenko said the CMAQ grant from MAG allowed the City to purchase two certified
sweepers with a 5.7% cash match, or$31,150. Staff from Field Operations' Solid Waste
Management and Equipment Management divisions analyzed sweeper specifications and
selected the Schwarze M6 Avalanche to best meet the City's needs.

Ms. Woytenko said acceptance of the grant would allow the City to purchase two new street
sweepers to replace two of its fleet of sweepers which had reached the end of service life. The
use of certified street sweepers contributed to improved air quality in Maricopa County by
reducing the amount of dirt and dust on roadways that had the potential of becoming airborne
due to vehicular traffic and blowing wind. The department currently had five PM-10 certified
street sweepers.
Mayor Weiers asked Ms. Woytenko to respond to Mr. Demski's concerns about dust.
Ms. Woytenko said the street sweepers were equipped with built-in dust-suppression systems
and the collected material was sprayed with water. It was a controlled environment and was
sprayed again before it was dumped. The material was not dumped on the ground and was not
picked up with loaders any more. It went into a contained bin and then out to the landfill.

ASSOCIATION, FOR PURCHASE OF AN EASEMENT LOCATED WITHIN THAT CERTAIN
REAL PROPERTY AT 75TH AVE AND HILLCREST BLVD IN GLENDALE, FOR THE NEW
RIVER NORTH SHARED USE PATHWAY

A motion was made by Councilmember Bart Turner, seconded by Vice Mayor Lauren
Tolmachoff to approve Consent Agenda items 3 through 6, 8 through 15 and Consent
Resolution items 16 through 18.

19. ORDINANCE NO. 018-26
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE EXECUTION OF A GASLINE PIPE EASEMENT IN FAVOR OF
SOUTHWEST GAS CORPORATION LOCATED AT THE NORTHEAST CORNER OF 59th
AVENUE AND UNION HILLS DRIVE AND DIRECTING THE CITY CLERK TO RECORD A
CERTIFIED COPY OF THIS ORDINANCE.

Ms. Bower read the ordinance by title.
Mr. Beard requested Council waive reading beyond the title and adopt the proposed ordinance
granting a new non-exclusive natural gas pipeline easement consisting of 5,091 square feet or
0.1169 acres in favor of Southwest Gas Corporation at the northeast corner of 59th Avenue and
Union Hills Drive at the City's Foothills Recreation and Aquatics Center.
Mr. Beard said Southwest Gas required improvements to its gas distribution facilities. The
easement gave the right to Southwest Gas Corporation for installation and maintenance of a
natural gas pipeline under the 5,091 square foot easement area. There would be no impact on
City departments, staff or service levels and no additional costs incurred. Staff recommended
approval.

20. ORDINANCE NO. 018-27

ALIGNMENT APPROXIMATELY ONE-HALF MILE EAST OF 91ST AVENUE TO SALT RIVER
PROJECT AGRICULTURAL IMPROVEMENT AND POWER DISTRICT AND DIRECTING THE

PROPERTY.

Mr. Beard said the proposed ordinance authorized the City Manager to enter into an agreement
to sell City-owned land located on the south side of the Bethany Home Road alignment,
approximately one-half mile east of 91st Avenue, to Salt River Project Agricultural Improvement
and Power District(SRP)for a well site.
Mr. Beard said SRP currently owned and operated a power substation on the south side of the
Bethany Home Road alignment. The land surrounding the substation was owned by the City and
was part of the Grand Canal Linear Park also known as Bethany Home Outfall Channel (BHOC)
Linear Park. SRP wanted to locate a well site adjacent to the substation and had offered to
purchase 15,000 square feet or 0.34 acres of the City's land for$80,000. There would be no
impact and no additional costs incurred by the City for the action.
Councilmember Clark asked if the well would generate any kind of noise or if there would be any
kind of wall surrounding it to provide noise mitigation.
Mr. Beard replied that there would be a fence around it. A well was currently located on the
property and no noise complaints had ever been received.
Mayor Weiers asked if SRP was replacing the well.
Mr. Beard said it was an additional well.

21. ORDINANCE NO. 018-28
AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING THE ABANDONMENT OF 99TH AVENUE RIGHT-OF-WAY NORTH
OF BETHANY HOME ROAD AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED
COPY OF THIS ORDINANCE.

Ms. Bower read the ordinance by item and title.
Mr. Beard said the proposed ordinance abandoned public right-of-way on 99th Avenue adjacent
to 6101 North 99th Avenue. The owner of the property, Topgolf, was requesting the City to
abandon a 15-foot strip of right-of-way in 99th Avenue consisting of 9,636 square feet.

Mr. Beard said the City annexed the subject portion of 99th Avenue in 1999. It consisted of a
90-foot wide half-street right-of-way adjacent to the current development. The City's
Transportation Department had determined that the improvements required for the development
required only 75 feet of right-of-way so there was no need for the 15-foot strip of right-of-way.
Mr. Beard said there were no objections to the abandonment of the right-of-way from the public
utility companies or from City departments. Staff recommended abandonment of the
right-of-way. There would be no impact and no costs incurred to the City.

REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
A motion was made by Vice Mayor Lauren Tolmachoff, seconded by Councilmember Ian
Hugh to hold a Special Budget Workshop on Tuesday, April 17, 2018 at 9:00 a.m. and a
Special Budget Workshop on Thursday, April 19, 2018 at 9:00 a.m. and hold the next
regularly scheduled City Council Workshop on Tuesday, April 24, 2018 at 12:30 p.m., all to
be held in the City Council Chambers, to be followed by an executive session pursuant to
A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama had been working with Ocotillo District resident Warren Wilfong regarding front
yard parking. It was an issue he had implored the City to fix and it could not be allowed to continue. He
again requested that Mr. Phelps reach out to Mr. Wilfong.
Councilmember Aldama thanked all those who attended the Ocotillo District meeting and thanked staff

members Janet Hidalgo and Samuel Pena for their hard work on the event.
Councilmember Aldama invited everyone to attend his 4th Annual Hook a Kid on Fishing event on April
21st from 8:00 a.m. to 12:00 p.m. at the lake at Bonsall Park South.
Councilmember Clark thanked Council for approving the Heroes Park Library construction contract and
announced that it was National Library Week.
Councilmember Clark attended the groundbreaking of the City's latest hotel, Aloft Hotel in Westgate, at
the corner of 93rd Avenue and Glendale Avenue.
Councilmember Clark agreed with Councilmember Aldama's comments and thought every
Councilmember had been frustrated over the front yard parking issue. She believed the former Planning
Director's interpretation was wrong in not citing people for front yard parking.
Councilmember Hugh invited residents to the Cactus District Meeting at Manistee Ranch on April 11th
from 5:00 p.m. to 7:00 p.m.
Councilmember Malnar reminded everyone of the Sahuaro District meeting on April 26th, 6:30 p.m. at the
Paseo Racquet Club.
Councilmember Turner reminded Barrel District residents of the 2nd Annual Public Safety Awareness
Pancake Breakfast at Sahuaro Ranch Park Group Picnic Area on Saturday, April 14th from 8:00 a.m. to
10:00 a.m.
Vice Mayor Tolmachoff said April was Distracted Driving Month and asked everyone to put down their
phones because it caused devastation in families and was the number one cause of deaths in the nation,
more than drunk driving.
Vice Mayor Tolmachoff reminded Cholla residents of the Cholla District Spring meeting on May 10th from
5:30 p.m. to 7:30 p.m. at the Foothills Recreation and Aquatics Center. The focus of the meeting would
be neighborhood safety.
Mayor Weiers thanked everyone who participated in the 3rd bi-annual Mayor's Big Dog Run. Over
$10,000 was raised for the Glendale Community College Veterans Affairs Committee.
Mayor Weiers said an Induction Ceremony would be held again this year on April 28th at Calvary Church,
Bell and 59th Avenue, at 10:00 a.m. Every young person that had decided to serve in the military, that
was a Glendale resident or attended a Glendale high school, would be sworn in at the ceremony. There
would be a 100-member choir and the event would be live-streamed across the world. It was an
incredible event and let families know there was a wonderful community that supported young people's
decision to serve our country.
