Glendale Ave. Glendale, AZ MEMBERS PRESENT: Mayor Jerry Weiers, Board Member Charles Erickson, Citizen Board Member and Acting Chair Capt. Joe Hester, Board Member STAFF PRESENT: Jim Brown, Director Human Resources and Board Secretary Nick DiPiazza, Chief Deputy City Attorney Chris DeChant, Assistant Fire Chief Marcia Zientek, Human Resources Support Staff MEMBERS ABSENT: City Manager Brenda S. Fischer, Board Member Capt. Mark Manor, Board Member Call to Order Charles Erickson, Acting Chair, called to order the Local Fire Board meeting at 9:05 a.m. Review and Approval of the July 23, 2014 Local Fire Board Meeting Minutes The minutes of the July 23, 2014 Local Fire Board meeting were reviewed. Capt. Joe Hester moved to accept the minutes as presented. Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously. Consider and Give Direction to the Local Board Secretary on the New Hire Medical Documents Presented to the Board The Fire Board received information from Jim Brown, Director Human Resources and Risk Management, and from Nick DiPiazza, Chief Deputy City Attorney. Mr. Brown distributed copies of the survey he had completed on other Valley cities. Mr. Brown stated that there wasn't a consistency among the cities as to what documents are given to their boards. The City of Mesa was the only city in the Valley, besides the City of Glendale, that gave the full medical packet to their board members. Mr. DiPiazza distributed copies of his legal opinion on what medical documents should be given to the board members. Mr. DiPiazza stated that, although some of the medical information may not necessarily be understood by some board members, the members should still have access to the entire packet for their review. In so doing, they will be able to fulfill their obligation as board members, which is to thoroughly review the information so that they will be confident in their vote to allow or disallow an applicant for membership into the PSPRS. Mayor Weiers commented that the board members should have as much information as possible in order to make appropriate decisions. Capt. Joe Hester and Assistant Fire Chief Chris DeChant contended that every new hire applicant has passed the medical examination and has met the medical and physical requirements for the job. This is then certified in writing by an attending physician. Capt. Page 1 of 3 PSPRS Local Fire Board Meeting Minutes 8/27/14 Hester and Assistant Fire Chief DeChant remained opposed to a full medical packet, stating that the full medical information is not necessary in order for the board members to make an appropriate decision. Should a disability case arise, then full medicals would be provided to the board members at that time. After consideration of the board members' input, and based on Mr. DiPiazza's legal advice, Mr. Brown, Board Secretary, made the decision to continue providing the full medical documentation at this time. Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan ("D.R.O.P.")— Christopher M. Winterstein. The Local Fire Board reviewed Christopher M. Winterstein's D.R.O.P. Enrollment Application. Christopher M. Winterstein, Fire Captain, has 20.055 years of credited service. He elected to participate in the D.R.O.P. on July 24, 2014. He must terminate employment with the City of Glendale Fire Department on or before July 24, 2019. Christopher M. Winterstein has been a member of the Public Safety Personnel Retirement System since July 5, 1994. The action requested of the Board is to approve the Application for Enrollment in D.R.O.P. Retirement submitted by Christopher M. Winterstein, Fire Captain. Capt. Joe Hester made a motion to approve the D.R.O.P. Enrollment Application submitted by Christopher M. Winterstein, Fire Captain. Mayor Jerry Weiers seconded the motion. The Board voted and passed the motion unanimously. Commencement of Executive Session Charles Erickson, Acting Chair, recessed the Open Session and convened into Executive Session to review and discuss the medical evaluations of seventeen (17) new Fire personnel. Reconvened into Open Session The Board adjourned Executive Session and reconvened into Open Session to vote on the admission of seventeen (17) Fire personnel into the PSPRS with any pre-existing conditions noted on the medical evaluations. Review and Approve Fire Medical Evaluations for Pre-existing Conditions Capt. Joe Hester made a motion to accept the applications of the following seventeen (17) Fire personnel into the PSPRS with any pre-existing conditions noted: Michael A. Bedolla Kyle Knight Vincent D. Biancamano Quinn Koehler Taylor E. Cantu Matthew J. O'Brien James J. Gibson, Jr. Mitchell Schuitema Jacob Giuntoli Sean E. Sine Connor Healy Brian Stewart Makayla Higgins Ian M. The Board voted and passed the motion unanimously. New Business There was no new business. Adjournment Charles Erickson, Acting Chair, asked for a motion to adjourn the meeting. Capt.
