I. CALL TO ORDER
Chair Krystek called the meeting to order at 6:00 p.m.
II. ROLL CALL
Chair Krystek took roll and noted that Commissioner Irons was absent. New student Commissioner
MacKay, of the Yucca District, was welcomed and provided a brief background of himself
III. APPROVAL OF MINUTES
Commissioner Cole motioned, seconded by Commissioner Moreno, to approve the May 12, 2014
meeting minutes as written. Motion carried 6—0.
IV. BUSINESS FROM THE FLOOR
None.
V. RECREATION—SUMMER PROGRAM UPDATES
Ms. Bye and Ms. Anderson updated the Commission on summer programs including swim lessons, public
open swim, water safety events, special interest classes, day programs and more. The presentation
included the following information:

o Aquatics center, games, music and plenty of water fun. Admission includes a hot dog and
drink for everyone.
Commissioner Cole wondered where information on all of the summer programs could be found. Ms.
Bye stated that all information is posted on the Parks and Recreation website and brochure or by calling
the main office.

Commissioner Padia inquired about youth meals programs for the summer. Ms. Anderson stated that
there are twelve sites in the 85301 zip code offering meals and there are others as well.
Commissioner Cole asked if CPR certification classes were available. Ms. Anderson stated that CPR
classes are offered at Foothills Recreation Center on a regular basis or the fire department occasionally
offers them as well.
Commissioner Padia noted that the City of Peoria recently drafted a new Youth Master Plan and
suggested that the department consider drafting a Youth Plan as well. Commissioner Padia will send a
copy of the plan to Mr. Gregory. Mr. Gregory stated that this could be an agenda item for the upcoming
Commission retreat.
VT. THUNDERBIRD CONSERVATION PARK SIGNAGE
Mr. Gregory gave a presentation on the installation of new up-to-date park and trail signage, information
kiosks and sustainable rest nodes at 55th Avenue and Pinnacle Peak Road, 59th Avenue and 67th Avenue
and Patrick Lane. Mr. Gregory stated that the new signage will be uniform and consistent with the Trails
Master Plan, the Thunderbird Conservation Park Master Plan and with the Maricopa County effort as
well.
Mr. Gregory explained that the City received a grant from the Arizona Sports and Tourism Authority
(AZSTA) in the amount of$23,400. One-third matching funds from the City of Glendale will be required
for the project.
Mr. Gregory discussed the following scope of work and provided various pictorial examples.
• Directional Signage
o Signs with directions, arrows, distances and information to help trail users find their way.
• Trail Identification Signage
o Trail identification signs are an easy way to make the trails safer and more appealing for
the user.
• Safety Signage
o Trail safety signage provides important information that impacts safety of all who are
using the trail.
• Trailhead Improvement
o Trees,trail alignment, benches, accent boulders, information kiosks
• Trail Rating
o A guide at each trailhead which lists the trail difficulty.
o All trails have already been evaluated.
• Trail and Park Information
o A new kiosk will be installed at the beginning of each trailhead with a map of the trail
system,trail ratings, important information and any special activities taking place.
• Park Entry Signs
o New park entry signs will include the park name, park hours, fire danger and the City logo.
• Signage Uniformity
o Examples of shape and size were shown.

Commissioner Padia suggested adding QR codes to the trail and park signs. Mr. Gregory agreed that QR
codes on signs are a good suggestion which staff to further research.
VII.NEW RIVER TRAIL CONSTRUCTION
Mr. Gregory gave a presentation on the construction of the New River Trail from the Grand Canal
Pathway in Glendale to the segment of the New River Pathway in the City of Peoria at Northern Avenue.
Highlights of the presentation include the following:
• Facts
o The Construction Phase of the contract consists of 180 calendar days.
o Mobilization was on May 19`h
o The Landscape Establishment Phase of the contract consists of 365 calendar days.
o The project includes two miles of concrete pathway and landscaping.
o The project will provide another connection along the valleywide Pedestrian Freeway.
o Funding for construction will be provided by ADOT using federal funds.
o The operating and maintenance costs associated with this project are estimated at $17,087
annually and will be absorbed by the current GO Program.
• New River Trail Development
o An aerial photograph of the project alignment was displayed.
• Design Concept
o A rendering of the trail design was displayed.
• Pedestrian Freeway
o This pathway will support an alternative mode of travel and provide users with a safer
option than traveling along busy arterial streets. A map of the Valley's Pedestrian Freeway
was distributed.
Commissioner Cole asked if the project would provide access to Westgate. Mr. Gregory replied in the
positive.
Mr. Gregory announced that all Commissioners are welcome to attend the construction meetings at City
Hall on Fridays at 10:00 a.m.
VIII. STAFF UPDATES
Mr. Gregory gave an update which included the following:
• Tonight is the last meeting for the fiscal year.
• The July 2014 meeting has been vacated.
• The Commission retreat will be held on August 2"d and the next regular meeting will be held on
September 8th.
• Suggestions for goals for the next fiscal year should be sent to staff prior to the retreat.
• An updated staff organizational chart will be distributed in September.
• Staff has applied for a playground grant from Kaboom, a non-profit, for several different
locations.
• Update on the Foothills Recreation Center Membership Campaign:
o 2013 from May 30th to June 8th: 81 new passes sold
o 2014 from May 30th to June 8th: 201 new passes sold
o Very successful so far and momentum is growing.

Mr. Kraus gave an update which included the following:
• Sports and Health
o Tonight at 6:30 p.m. the Summer Adult Softball Coaches meeting will be held.
• Glendale Youth Sports Complex
o The facilities will not be open during June and July for turf renovations.
• Parks
o A table and bench inventory was recently completed. With the proposed budget, there are
some additional funds to replace tables and benches that have been removed, destroyed or
are simply in need of replacement.
o Two new ranger trucks are now in the fleet and are more economical and efficient.
o The small power tool inventory is currently being updated.
o The parking lot assessment will be completed tomorrow.
Mr. Gregory announced that July is Parks and Recreation month and Mayor Weiers will be reading a
proclamation at the June 24th Council meeting. The motto of the month is"It's In to Be Out".
IX. COMMISSION COMMENTS
Commissioner Cole felt that the meeting was very informative and looks forward to the retreat.
Chair Krystek stated that in Thunderbird Paseo Park the area east of 59th Avenue needs attention. Mr.
Gregory stated that the City maintains various sections of the park and the Flood Control District
maintains others. Mr. Gregory will follow up on the issue.
XI. ADJOURNMENT
The meeting was adjourned at 7:15 p.m. by consensus.
The next regular meeting will be held on Monday, September 8, 2014 at the City Hall—Room B3.
