GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM MARCH 21, 2018 6:00 P.M. 1. CALL TO ORDER The meeting was called to order at 6:34 p.m. by Chair Rovey. 2. ROLL CALL Present: Chair Larry Rovey Commissioner Terry Aramian Commissioner Edward McCall Commissioner Quentin Tolby Absent: Vice Chair Leonard Escudero Commissioner Randal Kruger Commissioner Tim Topliff Also Present: Joe Husband, Interim Airport Administrator Kurt Christianson, Assistant City Attorney Attendees: John Padilla Court Rich 3. CITIZEN COMMENTS If citizens wish to speak on a matter concerning the Glendale Aviation Advisory Commission that is not on the printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Chairperson, please proceed to the podium and state your name and address for the record. Please limit your comments to a period of three minutes or less. 4. APPROVAL OF THE MINUTES Motion to approve the February 21, 2018 Aviation Advisory Commission meeting minutes as written. AIRPORT BUSINESS a. Camelback Ranch Area Rezoning Request and Minor General Plan Amendment. Chair Rovey announced that he and Mr. Husband attended the Maryvale Village Planning Committee meeting at which the Committee unanimously denied the rezoning Camelback Ranch Area Rezoning Request. The City of Phoenix Planning Commission will be reviewing the rezoning request next. Mr. Rich, attorney for Mattamy Homes, gave a presentation regarding the Camelback Ranch Area Rezoning Request and proposed single-family home development, which included the following: • Mattamy Homes is proposing 207 homes on the parcel, which equals approximately 3.2 dwelling units per acre. Mr. Rich stated that this is not considered high-density and likened it to Arrowhead Ranch. • There are other housing developments in the valley near airports, such as Avier East by Chandler Municipal Airport, Palm Valley and Pebble Creek near Luke Air Force Base, and residential communities near Phoenix Sky Harbor, Scottsdale, and Goodyear airports. • Mattamy would like to be creative and work with the Airport to give the Airport what it needs to coexist with a residential development. Mattamy would like to work together with the Airport to create an example of how to develop a residential community near an airport. Chair Rovey asked for clarification of the avigation easement. Mr. Rich explained that an avigation easement is a recorded easement on the title of the property which indicates the proximity of the Airport and preserves and forfeits the property owner's airspace above the property. Chair Rovey inquired if this would need to be renewed in the future and Mr. Rich explained that the easement stays with the chain of title. Commissioner McCall inquired about noise abatement at the Goodyear Airport and Phoenix Sky Harbor. Mr. Husband commented that there were general issues at Goodyear Airport with the older, established neighborhoods to the north and to the west of the airport. Mr. Husband stated that Sky Harbor would get nearly 1,000 noise complaints a year. Mr. Husband noted that noise complaints increase in spring and fall, because residents keep their windows open during the nicer weather. Commissioner McCall commented that some airports have encroachment, but that does not mean that there should be encroachment. Commissioner McCall stressed that the goal should be no encroachment. Commissioner McCall asked Mr. Rich for the amount of money Mattamy is prepared to spend per home for soundproofing. Mr. Court did not have a known amount at this time but would like to have an ongoing conversation regarding such issues. Commissioner Tolby commented that an unknown is how noisy the Airport will be in the future, due to growth. Commissioner Tolby stated that as people change or get older, they may not be as tolerant of the Airport noise as time goes by. Mr. Husband noted that he is familiar with the Airport Managers at Chandler and Scottsdale, and both have had significant issues with residential developments around those airports. Mr. Husband added that Falcon Field has also had issues. Mr. Husband stressed that it is never a good idea to build a residential development near an airport, because it always becomes a bone of contention between the airport and the residents. Mr. Husband added that it is not right and proper land use planning to build a residential development right next to an airport. Commissioner Tolby stated that this is not a new issue for the Airport, as other proposed residential developments were opposed by the Airport and Commission. Commissioner McCall commented that once a residential development is done next to an airport, a significant amount of time has to be spent by the airport in community outreach to be in communication with the community and to be a good neighbor. Mr. McCall noted that 90% of his time as Airport Manager in Sedona was spent at community meetings. Commissioner Aramian wondered, if a Mattamy representative with knowledge to answer questions would attend the meeting besides the attorneys, if the Commission decided to engage in conversation. Mr. Rich replied that this request could be accommodated. Chair Rovey commented that the Airport has a significant amount of flight schools and helicopters and the helicopter training area is closer to the proposed development than the runway. Chair Rovey stated that the residents could pressure the Airport to close or limit its flight schools. Chair Rovey added that the lots near the parcel are larger lots and typically, there is more of a transition between areas of smaller lots and larger lots. Chair Rovey utilized the flight tracks mapping provided by Mr. Husband to show the large amount of flight tracks over the parcel. Chair Rovey asked if the Commission wanted to engage in ongoing conversation with Mattamy Homes, as requested by Mr. Rich. Commissioner Aramian commented that there was no reason not to. Commissioner McCall stated that it was very legitimate for the Commission to know what percent of soundproofing over and above the actual home price would be provided for noise abatement and if this would include windows, doors, a/c units, and walls. Chair Rovey commented that noise proofing the homes will not abate noise when the windows are open or a resident is sitting in their backyard. Commissioner Tolby had no objection to putting the item on next month's agenda. Commissioner Aramian recommended a sub -committee. Mr. Husband relayed that he will always welcome collaboration, and although he does not speak for the Commission, as the Airport Manager he did not view the proposed development as compatible land -use planning. Mr. Husband read aloud an opposition letter to the City of Phoenix Planning Commission from the businesses located at the Airport. Mr. Husband also read aloud an opposition letter from the Aviation Advisory Commission to the Glendale City Council. Mr. Husband drafted the letters by request. Mr. Rich stated that it was his hope that a conversation could be had before the Commission takes the position described in the letter as read and before the letter is sent. Chair Rovey relayed that he still supports the letter and would like to see the letter sent to the Glendale City Council. Commissioner Tolby agreed. Motion by Commissioner Aramian, second by Commissioner Tolby, to ratify and approve the letter from the Aviation Advisory Commission to the Glendale City Council regarding the Commission's opposition to a residential development built on the Camelback Ranch Parcel east of the Airport. Airport Layout Plan Update Project Status Mr. Husband announced that final edits to the Airport Layout Plan (ALP) will be submitted to the FAA by the end of the month and final approval is expected in May. Mr. Husband clarified his response to Chair Rovey's question from the February meeting regarding if there are aircraft not arriving at the Airport due to the current BII designation. Mr. Husband explained that the Airport is already seeing CII aircraft. Mr. Husband stated that the purpose for requesting a change from Bll to CII is that once the Airport has over 500 CII aircraft, the CII designation will be the critical aircraft used to determine airport design standards for the future. 6. STAFF REPORTS Mr. Husband provided the staff report. Highlights included the following: • New Interim Airport Administrator • All recruitment documents have been approved and will be published next week. • Interviews are anticipated for May and that goal is for the new Airport Administrator to start in late May or early June. • Airport Financial Update . End of Year Transportation Department Surplus Fund projects will begin shortly, as the must be completed by the end of the fiscal year. • Airport Financial Update: 66% of FY through February 2018 • Projected Annual Revenue - $545,779.00 • Revenue Expenses YTD — $422,696.00 — 77% of projected • Annual Operating Budget — $153,183.00 • Expenses YTD - $120,194.61 — 22% remaining • A donation from the John F. Long Trust was received last month in the amount of $30,987, which is very much appreciated. • Airport Operations Update • February Operations: 7,939 • Operations for November 2017 -January 2018 were provided a well as for Calendar Years 2015, 2016, and 2017. *Construction Projects/Grant Status • The last phase of the North Apron Rehabilitation Project has just begun and should be completed by April 6th. The full contract was for 193 days, however, the project will be completed in less time. • Flight Path Changes At Phoenix Sky Harbor • Mr. Husband sent specific information to the Commissioners regarding the flight path changes at Phoenix Sky Harbor International Airport. Mr. Husband did not anticipate many issues due to the changes. • Airport Business Activity/Lease Updates • Mr. Butler, of A Shade Above, would like to build on Pad #11 and possibly on Pad #13. The RFP was drafted, approved by Legal Services, is currently at the Procurement Department, and should be issued soon. • Land Use Planning/Zoning Development • The proposed Camelback Ranch Residential Development was previously discussed. • Events • The Babes, Blues, and Brews Festival, hosted by Starshine Associates, has been relocated to another site due to parking challenges. 7. LUKE AIR FORCE BASE OPERATIONS Mr. Padilla gave an update on LAFB operations, which included the following highlights: • The LAFB Airshow held on March 17th and 18th was a great success. The previous Airshow had approximately 400,000 attendees for the two days; however, the numbers are not in yet for this year's event. • F35's continue to arrive one or two each month. 8. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Aramian suggested appointing a sub -committee for conversation with Mattamy Homes and commented that Mr. Husband and Commissioner McCall should be on the sub -committee. Mr. Husband and Commissioner McCall accepted. Commissioner Aramian volunteered to be on the sub -committee as well. Commissioner McCall wondered about the purpose of the sub -committee since the Commission is still sending the opposition letter to the Glendale City Council. It was agreed that the sub -committee would consist of Chair Rovey, Commissioner Aramian, Commissioner McCall, and Mr. Husband. Mr. Husband will also invite a representative from the City Planning Department. Commissioner McCall announced that he will not be able to attend the Commission meeting in April as he will be at the American Association of Airport Executives Conference. 9. FUTURE AGENDA ITEMS No new items were proposed during the agenda item. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on April 18, 2018 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11.
