CITIZEN BICYCLE ADVISORY COMMITTEE

1. CALL TO ORDER
The meeting was called to order at 6:30pm.
2. ROLL CALL

3. APPROVAL OF THE AGENDA -WITHDRAWALS AND CONTINUANCES
No withdrawals or continuances were made.
4. CITIZEN COMMENTS
The Scout Leader of Troop 229 introduced the scouts and commented that they are in attendance
to observe the meeting as they are working on their Good Citizenship achievement.
5. APPROVAL OF THE MINUTES
Motioned by Committee Member Michael Scanlon, seconded by Committee Member Kolby
Waters
Vote: 6-0 Passed
6. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee-members and staff were provided with the opportunity to report on activities from
organizations of interest or importance to the Committee. Committee-member Nesfield provided a
report on the September 2017 Citizens Transportation Oversight Commission (CTOC) meeting,
which included the following information:
•At the next CTOC meeting, the CTOC will vote on a recommendation to the Council for the
firm that will conduct the audit of the GO! Program budget.
•The September CTOC meeting was held at the Traffic Management Center in Glendale.
The CTOC members learned about the monitoring of the traffic signals and more. Of the
more than 200 traffic signals in the City, 140 have recording devices. The cameras/signals
are heavily monitored during events such as football and hockey games so that staff can
change the timing on the signals to help with traffic flow.
•Chair Flatau inquired if the staff at the Traffic Management Center indicated if the camera
footage from traffic signals was used by the police department. Committee-member
Nesfield replied in the positive, but noted that staff did not go into specific details.
Chair Flatau thanked Committee-member Nesfield for the report.
7. LOYALTY OATH
Chair Flatau recited the Glendale Board & Commission Loyalty Oath which was administered by
Vice-Chair Fundis.
8. TRANSPORTATION PLAN UPDATE AND SURVEY RESULTS
Ms. Stearns shared information on the Transportation Master Plan update. The survey results
were tabled and will be provided at a later meeting. Ms. Stearns reported the following:
•Staff has completed the draft document.
•The internal review is being conducted.
• Boards & Commissions will be consulted after initial review.
Chair Flatau inquired as to when the CBAC would be able to view the Transportation Plan update.
Ms. Stearns explained that Council will first review the Plan update and associated budget in
workshop. After that, the Plan update will be provided to the Committee for review. Chair Flatau
asked if Ms. Stearns thought that the Plan update should come before the CBAC first, so that the
Committee could submit comments or suggestions to Council. Ms. Stearns commented that the
staff directive is for the Plan update to go to Council first.
Committee-member Nesfield stated that a similar discussion was held at the CTOC meeting, at
which it was agreed that the CTOC members would receive a copy of the Plan update at the same
time it was going to be presented to the Council workshop.
Ms. Stearns explained that the Plan update will go before Council two or three times, during which
there will be opportunity for review by the Committee.
9. MAG GRANT UPDATE
Ms. Stearns presented an update on grants that she has submitted to the Maricopa Association of
Governments (MAG), which included the following:
• Bicycle and Pedestrian Master Plan Funds
•Submitted in July—Awarded in August
•The City Attorney's Office is drafting the wording for the agreement
• Glendale Active Transportation Plan
•Construction Funds for Bicycle and Pedestrian Facilities •
•Submitted for Maryland Avenue from 69th Avenue to 75th Avenue
•Will find out if awarded in November
•The grant request was for$90,000
• In total, $60 million was requested by valley cities, however there is only $24 million
available.
•The awards will be announced on November 28th and will be on the December CBAC
agenda.
10. ADOT Bike Counts
Ms. Stearns announced that the Arizona Department of Transportation (ADOT) is conducting
bicycle and pedestrian counts in locations throughout the valley, with one location in Glendale on
the ACDC Diversion Trail near 59th Avenue. Ms. Stearns noted that count dates range from
September 21, 2017 through January 31, 2018. A map of the trail along US Bike Route 90 was
displayed.
Committee-member Nesfield inquired if the count would include equestrians. Ms. Stearns replied
in the negative. Committee-member Nesfield stated that she would be curious to know the count
for equestrians.
Chair Flatau inquired if there was a bicycle planner at the state level. Ms. Stearns relayed that
she does have a contact at the state, however, he is not a dedicated planner for bicycle projects.
Chair Flatau wondered what the ADOT would do with the count results. Ms. Stearns replied that it
is a statewide program and the counts will be used to support grants or proposed projects. ADOT
will share the results as well.
11. Coyotes Game
Ms. Stearns announced that the 2018 Boards and Commissions Appreciation event will be held on
Monday, February 12, 2018. The hockey game will be the Coyotes versus the Blackhawks. Ms.
Stearns noted that the CBAC has a meeting scheduled for February 5, 2018 and asked if the
members had any concerns with two events within a week. No opposition was voiced.
12. 2018 Meeting Time
Ms. Stearns proposed to change the CBAC meeting time to 6:00 p.m. effective 2018. Discussion
was held. Committee-members agreed that they would be able to attend at 6:00 p.m. and that the
time change should not have an effect on the public.
Chair Flatau commented that if there are issues experienced with the 6:00 p.m. meeting time or
potential Committee-members do not apply for a position because of the earlier time, the time
could be reverted back to 6:30 p.m.
Ms. Stearns noted that the proposed change would begin with the February 2018 meeting since
the January 2018 CBAC meeting is vacated due to the New Year's holiday.
Vote: 6- 0 Passed
13. OTHER BUSINESS
Ms. Stearns reported the following:
•Glendale Family Bike Ride Costs- $26,726.47 (GFBR)
•Includes one-time expenses for banners, tents, and flags
• Includes overtime for police and fire
•April 22, 2018—Next year's date
•Walk & Bike to School Day
•Wednesday, October 4, 2017
• Desert Mirage Elementary
•Touch a Truck
• Free event on Saturday, October 21, 2017 at Westgate
• Bike Rodeo for kids aged 5-13 years old
•GAIN
• Friday, October 27, 2017 at Murphy Park
•Getting Arizona Involved in Neighborhoods
• Bike Rodeo for the kids and many more activities
Ms. Stearns distributed flyers and promotional materials for the various events. Chair Flatau
inquired where the flyers would be posted. Ms. Stearns stated that Ms. Dory Ludwig is working on
the event promotion. Ms. Stearns shared that Ms. Ludwig has found a new give-a-away for the
GFBR which is a small holder including a few packets of sunscreen. The item will have the date
and logo of the GFBR.
Committee-member Scanlon suggested possibly moving the event to a different location which
might attract more people, such as downtown Glendale. Committee-member Scanlon suggested
getting a charity involved as well. Committee-member Scanlon felt that out of city of 230,000
residents, attendance of 700 people is a low turnout and stressed the desire to boost attendance.
Committee-member Nesfield suggested inviting pet rescue groups and noted that these groups
promote their events.
Ms. Stearns noted that April 22, 2018 is Earth Day and she is working with other City departments
on a sustainability/recycling theme.
Committee-member Nesfield suggested having a flea market at the event as a tie-in to the theme.
Committee-member Waters commented that the Glendale Farmer's Market is up and running
downtown beginning in October and suggested inviting the group to the bike ride. Ms. Stearns
believed that Ms. Ludwig has reached out to the group.
Chair Flatau stated that at a Sahuaro Ranch Park event, there was a police SWAT team that did a
K9 team demonstration which was very popular.
Committee-member Scanlon suggested moving the GFBR to an early afternoon because some
people might not be able to attend in the morning due to church. Committee-member Scanlon
thought that having the ride downtown would showcase the downtown businesses.
Committee-member Scanlon noted that people in other areas of the country cannot ride in
January or February and suggested moving the date of the 2019 ride to those cooler months.
Committee-member Osborn noted that the snowbirds would still be in town for a January or
February ride.
Committee-member Nesfield stated that one challenge with a downtown event is the parking.
Committee-member Waters asked for the lightpost promotional banners to be installed on the
lower lightpost rungs in 2018 because the banners were up too high this year.
Chair Flatau asked if Ms. Ludwig could be invited to an upcoming CBAC meeting for GFBR
brainstorming. Ms. Stearns will follow-up.
Committee-member Scanlon asked if Desert Mirage was the only school participating the Walk&
Bike to School Day. Ms. Stearns explained that schools all over the world participate. Ms.
Stearns stated that it is done each year in Glendale, however, it is rotated between districts and
one school is chosen for the year. Ms. Stearns explained that there is a park'at 89th Avenue and
McClennan at which parents will drop off their children and teachers and school/City staff will walk
the children to school from the park. Committee-member Scanlon asked for a follow-up report on
the participation numbers.
Committee-member Scanlon inquired as to how these events are promoted. Ms. Stearns relayed
that these events are hosted by Parks and Recreation and Special Events and those departments
handle the promotion.
Chair Flatau wondered if Council has approved its Mission Statement so that the CBAC Mission
Statement can be moved forward. Ms. Stearns reported that the Council Strategic Plan was
approved at the last Council workshop and anticipated placing the CBAC Mission Statement on
the November meeting agenda.
14. FUTURE AGENDA ITEMS
Staff and Committee-members suggested items for placement on future meeting agendas, which
included the following:
•Transportation Plan survey results
•GO! Map
•CBAC Mission Statement
Invitation to Dory Ludwig to attend a CBAC meeting in regards to the GFBR and other Bicycle
promotions
Committee-member Scanlon asked about the status of Committee-member term extensions.
Chair Flatau announced that the terms for all of the Committee-members has been extended to
January 31, 2018. Chair Flatau asked Ms. Stearns if there was any impact to the position of Vice
Chair. Ms. Stearns stated that Committee-member Fundis would remain as Vice Chair through his
full term.
15. NEXT MEETING
The next regular meeting of the Citizen Bicycle Advisory Committee will be held on Monday,
November 6 at 6:30 p.m., in conference room B-3, located in the Council Chambers
Building, 5850 W. Glendale Ave., Glendale, Arizona, 85301.
16. ADJOURNMENT
Chair Flatau adjourned the meeting at 7:10 pm.
