HomeMy WebLinkAboutMinutes - Minutes - Government Services Committee - Meeting Date: 5/30/2014 Government Services Committee Tuesday—January 21, 2014 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Manny Martinez called the meeting to order at 8:35 a.m. Present were Councilmember Manny Martinez, Councilmember Samuel Chavira and Councilmember Ian Hugh. NOTE: Councilmember Chavira arrived late. Also in attendance were Kristen Krey and Kriss Carneal. #1 —Approval of Minutes: Councilmember Hugh made a motion to approve the minutes from the January 7, 2014 GSC meeting. Councilmember Martinez seconded the motion. Motion approved. #2—Next GSC Meeting: February 4, 2014 #3—Request for Motion to Adjourn. At 8:36 a.m. Councilmember Hugh made a motion to adjourn. Prepared by Kriss Carneal 1 Government Services Committee Monday— February 3, 2014 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Manny Martinez called the meeting to order at 10:05 a.m. Present were Councilmember Manny Martinez and Councilmember Ian Hugh. NOTE: Councilmember Chavira was absent. Also in attendance were Kristen Krey and Kriss Carneal. #1 —Approval of Minutes: ' Councilmember Hugh made a motion to approve the minutes from the January 21, 2014 GSC meeting. Councilmember Martinez seconded the motion. Motion approved. #2 — Resignations: Albert Ojeda (Yucca) from Community Development Advisory Committee. Michael Hernandez (Ocotillo) from Aviation Advisory Commission. #3—Commission on Neighborhoods - Status: The Committee discussed disbanding this Commission since it is not serving as intended per the City Ordinance. The Commission was established to revitalize Glendale neighborhoods. Since there currently is no funding available within"The Glendale Neighborhood Partnership", there is no need for this Commission. In addition, several of the residents who are serving on this Commission have been selected to serve on the new General Plan Steering Committee. Councilmember Martinez and Councilmember Hugh both agreed to disband this Commission. Councilmember Martinez will bring this forward to the full Council. #4—Judicial Selection Advisory Board - Ordinance: Maricopa County Bar is having a difficult time filling the current opening on this board. The current ordinance requires the Maricopa Bar appointee to reside in the city of Glendale. It was discussed to change the ordinance, not requiring the Maricopa Bar appointee to live in the city of Glendale. Kristen will move forward on getting the ordinance changed. #5—Next GSC Meeting: March 4, 2014 #6—Request for Motion to Adjourn. At 10:20 a.m. Councilmember Hugh made a motion to adjourn. Prepared by Kriss Carneal 1 Government Services Committee Tuesday—March 4, 2014 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Manny Martinez called the meeting to order at 10:05 a.m. Present were Councilmember Manny Martinez and Councilmember Ian Hugh. NOTE: Councilmember Samuel Chavira was absent. Also in attendance were Tom Kaczmarowski from the Engineering Department, Stuart Kent from Public Works, Kristen Krey and Kriss Carneal. #1 —Approval of Minutes: Councilmember Hugh made a motion to approve the minutes from the February 3, 2014 GSC meeting. Councilmember Martinez seconded the motion. Motion approved. #2 —Resignations: Ron Short (Cactus/Staff) and Bill Sheldon (Cholla) from the General Plan Steering Committee. #3—Floodplain Appeals Board: Stuart Kent advised that back in November the floodplain ordinance was updated and requires an Administrative Appeals Board. This board will hear and decide appeals and requests for variances in accordance with the Floodplain ordinance. Any variance granted by the Floodplain Appeals Board must be approved by the Floodplain Board,which is full Council. It was discussed to have a 5-member board, which will consist of a City of Glendale Building Safety Official, City of Glendale Zoning Official, City of Glendale Public Works Director, a City of Glendale Senior Civil Engineer and one Glendale resident with applicable experience. This board may meet once a year to discuss floodplain development issues for the past/upcoming year. Councilmember Martinez and Councilmember Hugh agreed with the above recommendations. This will be brought to full Council in April to approve this board. #4 — Boards & Commissions Training: Kristen advised that she will be doing a basic training class on March 12th and an advanced training class at the end of April. Kristen expressed the importance of the current members serving to attend this basic training class, which is mandatory in order to serve on a board/commission. #5—Next GSC Meeting: April 1, 2014 #6—Request for Motion to Adjourn. NOTE: Councilmember Samuel Chavira arrived a few minutes later. Also in attendance were Kristen Krey and Kriss Carneal. #1 —Approval of Minutes: Councilmember Hugh made a motion to approve the minutes from the March 4, 2014 GSC meeting. Councilmember Martinez seconded the motion. Motion approved. #2 — Resignations: Elizabeth Medina (Barrel) and Patricia Judd from the Arts Commission. Robert Portillo (Cactus) does not want reappointment in April 2014. Larry Clark (At-Large Cholla) from the Public Safety Personnel Retirement Board for Fire and Police does not want reappointment in July 2014. #3—Citizens Transportation Oversight Commission: Citizens Transportation Oversight Commission is changing their start meeting time from 7 p.m. to 6 p.m. and meeting every other month. Glendale Government Services Committee approved this time change. #4 — Basic Training Class Results: Kristen advised that this was a good training class on March 12th and had an excellent group of individuals who attended. Kristen received a perfect score on the evaluations that were submitted. #5—Next GSC Meeting: May 6, 2014 #6—Request for Motion to Adjourn. Prepared by Kriss Carneal 1 Government Services Committee Tuesday— May 6, 2014 Regular Meeting Minutes Council Conference Room 5850 West Glendale Avenue Glendale, AZ Councilmember Ian Hugh called the meeting to order at 10:07 a.m. Present were Councilmember Samuel Chavira, Councilmember Ian Hugh and Glendale resident Marilyn E. Also in attendance were Kristen Krey and Kriss Carneal. #1 —Approval of Minutes: Councilmember Chavira made a motion to approve the minutes from the April 1, 2014 GSC meeting. Councilmember Hugh seconded the motion. Motion approved. #2—Resignations: None #3—Boards & Commissions Training: Kristen conducted an Advanced Training class on April 30, 2014 with 23 attendees, which was successful. Most of the evaluations had positive comments with one negative comment. Kristen does this training once a year for those who wish to serve as Chair and Vice Chair. Originally a consultant did the training which cost $5,000. Kristen will be doing a staff liaison training class on May 28, 2014. #4—Next GSC Meeting: June 3, 2014 #5—Request for Motion to Adjourn.
